PERFORMANCE WORK STATEMENT
1. BACKGROUND
The Military Sealift Command (MSC) requires Contractor support for the design, fabrication, programming, installation, and testing of the replacement cable handling equipment (CHE) control system and silicon controlled rectifier (SCR) drives installed onboard USNS ZEUS (T‐ARC 7). An out‐ year engineering requirements assessment (OERA) indicated that the CHE control system and SCR drives were approaching the end of their service life and should be replaced. Over the past several years it has become increasingly evident that the CHE control system and SCR drives are no longer supportable and will require replacement prior to the end of the vessel’s anticipated service life.
The intent of this replacement is to simplify the controls layout and design, provide ease of use for operators, remove existing problematic and limited life components, reduce maintenance and service costs, increase safety, and provide reliable and long life components capable of lasting the rest of the vessel’s expected service life.
2. SCOPE OF WORK
2.1. The existing CHE is described in the “System and Interface Description” document, Attachment
2. The requirements for the project are provided in the document entitled “Requirements for the Cable Handling Equipment Control System Upgrade for the USNS ZEUS (T‐ARC 7)”, hereafter referred to as the “Requirements Document,” Attachment 1.
2.2. The primary objectives of the Cable Handling Equipment Control System and SCR Upgrade Project (hereafter, “Upgrade Project”) are to:
Provide a new control system that implements closed loop control of the cable handling equipment in multiple modes of operation
Provide two new control consoles and four new operator chairs
Replace aging electric motor SCR drives for the electric motors that power the four cable drums
Replace aging electric motor SCR drives for the electric motors that power the two aft Draw‐Off and Holdback (DOHB) tension machines
Replace existing Rotometers (cable linear speed and distance sensors) on all four DOHBs with newly designed units
Replace load cells in the dynamometers and DOHB tension machines
2.3. The scope of work has been separated into a Base Task and Three Optional Tasks.
2.3.1. Base Task: Design. The initial phase will include the initial shipcheck, design, documentation, ABS and USCG approvals and shipyard package development.
2.3.2. Optional Task One: Material Procurement/Construction. The second phase will require the
Contractor to fabricate the new control consoles and SCR drives, fabricate new Rotos and load cell systems, develop control software, perform a factory acceptance tests and package the replacement system for shipping.
2.3.3. Optional Task Two: Installation and Test. The third phase is the actual installation phase.
This will be completed during shipyard availability, and will entail the removal of the old equipment, installation of the new equipment, full testing of the cable handling equipment and final commissioning during dock and sea trials.
2.3.4. Optional Task Three: Support. The final phase of the project will be to provide technical support for 90 days after installation.
