Oceanographic Department Technical Support Services

PART 1

GENERAL INFORMATION

1.1 Description of Services/Introduction:

The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to perform operational and technical support services as defined in this Performance Work

Statement. The contractor shall perform to the standards in the resulting contract.

1.2 Background:

The Naval Oceanographic Office (NAVOCEANO), Oceanographic Department provides oceanographic data, products, and services to NAVOCEANO external customers, including Fleet, Department of Defense (DoD), and

National customers, and to other NAVOCEANO codes; it develops and maintains physical oceanographic and marine optics collection, and analysis systems; and it develops, maintains, and documents quality analysis and control processes for internal and external oceanographic products. The Data Collection (DC) Division ensures that near real-time oceanographic satellite and in situ data collection, data processing, data product evaluation, and dissemination of products are provided to military and civilian customers and internal NAVOCEANO users. The division disseminates near real-time oceanographic remote sensing data products for assimilation into Navy ocean now-cast and forecast models that support military exercises and operational activities. The division also collects oceanographic survey data using marine optics, current meter, drifting buoy, profiling float and temperature/salinity profile instrumentation. This data is collected, processed and then either disseminated in near real-time or loaded into archive databases. The Ocean Databases and Analysis (ODA) Division generates tailored historical/climatological Physical Battlespace Awareness products and derived databases to plan warfighter missions. Products include Ocean Currents, Temperature, Salinity, Sound Speed, Density, Acoustical Parameters, Drift Products and tidal predictions. Best practice algorithms and databases are transitioned to the Fleet through the

Ocean Atmospheric Master Library (OAML) process. The Ocean Analysis Tools suite is used to generate all ocean analysis products in response to warfighter's unique requests. The Unmanned Systems (US) Division pilots unmanned underwater and surface vehicles, outfitted with oceanographic sensors, to data collection locations as needed to support Fleet operations, and downloads and processes the collected oceanographic data. The

Oceanographic Department also conducts rapid transitions of new and emerging software technologies into operational use at NAVOCEANO, in close cooperation with cognizant DoD and/or DoD-sponsored Research and

Development activities, in response to emergent DoD/Fleet requests.

Satellite Data

The Data Collection Division is responsible for the generation and dissemination of satellite oceanographic products such as multi-channel sea surface temperature (MCSST), sea surface height anomaly, significant wave height, marine wind speed, marine optics data, ocean surface flux, and ice concentration. The satellite programs that provide the required data are maintained by national and international agencies that the Navy has no input on for satellite launch schedules, data format, sensor calibration, and data availability. The uncertainty in satellite timelines requires us to have support services available to react as satellite data, formats, and calibration changes are implemented.

MCSST data are used as input to oceanographic model runs at Fleet Numerical Meteorology and Oceanography

Center (FNMOC) and the Naval Research Laboratory. MCSST data is used by FNMOC to generate tactical ocean feature analysis products supporting Fleet operations. MCSST data are also directly distributed to Fleet customers and posted on the CTG 80.7 – Command Center Portal web page. MCSST measurements generated by

NAVOCEANO are also used in products distributed by FNMOC to various Fleet activities and by National Oceanic and Atmospheric Administration (NOAA) - National Environmental Satellite Data and Information Service

(NESDIS) to the National Center for Environmental Prediction, Climate Analysis Center, Ocean Products Center, National Weather Service / Weather Service Forecast Offices, fishermen, and marine transport companies.

Altimetry-derived products generated by NAVOCEANO's Altimetry Data Fusion Center (ADFC) are used as input to operational oceanographic model runs at FNMOC, and delivered to NOAA/NESDIS, the National Center for

Environmental Prediction, National Hurricane Center, academia, and non-DoD customers. ADFC products are also distributed on the CTG 80.7 – Command Center Portal.

Satellite Marine Optics data are used to support a wide variety of products including horizontal visibility, vertical visibility, laser penetration estimates and chlorophyll. These products support Mine Warfare, Antisubmarine

Warfare and Expeditionary Warfare (Special Operations) activities. Ocean chlorophyll data is ingested into fishing prediction models. Other optics satellite data is ingested into optical forecast models. Marine Optics products are also distributed on the CTG 80.7 – Command Center Portal.

Satellite ice concentration data is directly assimilated into the coupled ocean/ice forecast system run by FNMOC. Ice concentration data is also utilized by the National Ice Center in the generation of products supporting Fleet operations in high latitudes.

Satellite ocean surface heat flux state parameters including air temperature, specific humidity, wind speed, short wave radiation and long wave radiation are used to estimate surface latent and sensible heat fluxes and used as a direct substitution for equivalent atmospheric model forecast fields for initialization of ocean model forecasts.

The Data Collection Division is also responsible for maintaining the Level 0 to Level 1 data processing for the Joint

Polar Satellite System (JPSS) program data sets used by the Division to meet mission requirements. In addition, the

Division receives, stores, and handles exchanges of data streams between the data providers, division processing applications software, and dissemination applications software.

Government off the Shelf (GOTS) Application Software is utilized to perform all these functions. Contractor support is required for the GOTS Application Software utilized by the Division to meet Satellite Data mission requirements during the period of performance.

In-Situ Data

The Data Collection (DC) Division’s Real-Time Data Handling System (RTDHS) receives, processes, and disseminates in situ oceanographic data in near real-time. Data sources include a variety of internal NAVOCEANO oceanographic instrumentation sources and several external and international agency message sources. These external agencies make unscheduled data format changes/additions that NAVOCEANO needs to be able to have support services in place to address as they happen to meet our requirements. The in situ data includes ocean profiles of temperature, salinity and currents as well as ocean surface observations taken by a variety of shipboard and autonomous systems. The data are used as input to oceanographic model runs at FNMOC. The data are also directly distributed to Fleet customers.

The DC Division manages the drifting buoy and profiling float program which deploys 100+ autonomous instruments each year. Drifting buoys provide surface oceanographic data and ocean current drift estimates that are directly assimilated into oceanographic forecast models at FNMOC and also used for forecast validation. Profiling floats provide ocean profiles of temperature and salinity that are processed by Division software prior to being input to FNMOC oceanographic model forecasts. The Division utilizes GOTS Application Software for processing, collection and dissemination of in-situ data from these instruments. Support is required during the period of performance, to include any unplanned updates the instrument manufactures make to their hardware and data formats.

The DC Division also manages the current meter and marine optics survey instrumentation suites. The division collects ocean current profiles in support of oceanographic survey requirements supporting Fleet operations. The division also manages the collection of marine optics instrumentation to collect bioluminescence, backscatter, and attenuation data. The collected data is processed, maintained in databases, and provided for product generation that supports ASW, NSW, and MIW operations. Contractor support is required to maintain the data processing and data loading software required for these instruments.

The Ocean Databases and Analysis (ODA) Division maintains and populates databases of oceanographic data, including optics, bioluminescence, temperature, salinity, currents, and derived parameters. The Division processes, quality controls and loads data into Department oceanographic databases. The ODA Division also creates ocean analysis products from collected data and/or archived numerical ocean predictions, and maintains all software tools necessary generate the ocean analysis products. The ODA Division maintains its technical process documentation, and it transitions best-practice ocean analysis algorithms and databases to the Fleet through the Navy’s Ocean

Atmospheric Master Library (OAML) process. The division also uses numerical ocean model predictions of ocean conditions to provide position control parameters for in-situ, buoyancy-controlled underwater vehicles.

The ODA Division also creates and maintains climatologies of oceanographic parameters based on in-situ data or numerical ocean forecasts. Contractor support is also required to help transition application software and/or databases through the OAML process during the period of performance.

The Unmanned Systems (US) Division pilots unmanned systems in the ocean, collects in-situ oceanographic data with sensors on unmanned systems, and downloads, processes and quality controls these data utilizing GOTS

Application Software.

Government off the Shelf (GOTS) Application Software is utilized to perform all these functions. Contractor support is required for the GOTS Application Software utilized by the Oceanographic Department during the period of performance to meet In-Situ Data mission requirements.
