Performance Work Statement (PWS) METOC Support for the European Deterrence Initiative Scientific and Technical Services October 24, 2018

1.0 BACKGROUND

1.1. The Naval Oceanographic Office (NAVOCEANO) has been tasked to support oceanographic missions in support of the European Deterrence Initiative (EDI) in the area of environmental acoustic data collections. The EDI Program is a follow on to the European Reassurance Initiative (ERI) as part of an effort to support data collection in areas where more environmental data collection would support the naval warfare community’s effort in mitigating the increased adversarial threats in the European Command’s (EUCOM) area of responsibility.

1.2. With this in mind, the best option is to increase remote sensing system and autonomous undersea vehicle (AUV) data collection in priority areas as determined by the Meteorological and Oceanographic (METOC) Support for the EDI. The primary areas of interest are the approaches into the North Sea through Barents Sea and Eastern Mediterranean through Black Sea.

2.0 OBJECTIVE

The objective is to provide scientific and technical services required to administer the EDI program due to the increased data collection from deployed sensing system platforms. This includes data analytical services of acoustic datasets, electronics technical support of MACOS Glider maintenance and deployment, and logistics support outside the continental United State (OCONUS) and within the continental United States (CONUS).

3.0 SCOPE

3.1. The contractor shall support the operations and maintenance of the glider platforms and data analysis of ambient noise (AN) and bottom loss (BL) is required to meet the EDI Program goals and return on investment (ROI). The contractor shall also provide logistics support in OCONUS and CONUS facilities used to receive, store, and move profiling floats and AUV gliders to vessels and/or aircraft of opportunity as they arise.

4.0 TASKS/GUIDANCE

The Contractor shall provide electronics operations and maintenance (O&M) support to the AUV Slocum glider in the form of launch, recovery, and maintenance of the AUV gliders. The anticipated full operational spectrum of glider systems is to maintain up to 20 gliders. Up to three (3) survey missions to deploy and recover these gliders will occur each year. O&M support during these missions is required and will include activities such as preparing systems deployment, troubleshooting issues, deploying gliders, recovering gliders, and packing systems for shipment. Glider piloting is not required.

4.0.1 Contractor shall be proficient in operating basic electronics equipment such as multimeters, hand tools, soldering irons/guns, winches, and leak detectors.

4.0.2 Contractor shall have knowledge of marine environmental impacts to electronics and mitigation strategies to prevent failure of undersea electronics.

4.0.3 Contractor shall support equipment and sensing system repairs as required while at sea and/or at the Stennis Space Center site location.

4.0.4 Contractor shall provide parachute rigging services (attachment and detachment) on the Alamo configuration of profiling floats as necessary.

4.0.5 Contractor shall work with NAVO to acquire and register iridium modems for remote sensing platforms and encrypt instrument data collection.

4.1 The Contractor shall provide logistics support in the form of warehouse operations. The support will consist of the receiving, storing and moving of remote sensing systems such as profiling floats and AUV gliders with alkaline and lithium battery packs.

4.1.1Contractor shall have understanding and experience in the storage of lithium powered instrumentation.
4.1.2Contractor shall be knowledgeable in the shipment of sensitive systems to OCONUS locations.

17.0 PERFORMANCE REQUIREMENT SUMMARY

17.1 This PWS not only discusses work to be performed, but also contains performance standards and acceptable performance levels (APL). Performance standards are "tools" the government uses to measure level of performance. A standard is an optimum performance level against which actual performance can be measured or evaluated. For example, in the statement "complete a service call in 24 hours" the standard is 24 hours. The number of days actually taken to finish this task is the performance indicator, which determines if the work performed was below, met, or exceeded the standard. Developing accurate performance standards is crucial to ensuring that the actual performance received, regardless of the service provider, meets the requirements of the Statement of Work. This PWS includes performance standards for each of the Functional Areas of the PWS. The performance standards provided with this PWS seek to state the characteristics of properly completed outputs. Each performance standard contains standards for both quality and timeliness

17.2 Quality Assurance. The COR will inspect for compliance with Contract terms throughout the Contract period. Evaluation will be based on the Contractor’s compliance with the requirements set forth in the Performance Requirements Summary (PRS). The Government will monitor the Contractor's performance under this Contract by performing surveillance using the PRS. The PRS is used primarily to determine if the Contractor is performing all required outputs. The PRS also indicates for contractors the importance of each required service.
