3 June 2019 Ocean Measurements Department
Database and Analysis Division Optics Custom Processing Tools and Database Maintenance/Debugging/Modification/Upgrade/Enhancing Services ODPS, BDPS and OPTM Maintenance/Development/Enhancement Statement of Work 1.0 Background The Naval Oceanographic Office (NAVOCEANO), Ocean Sciences Division, Marine Optics Branch ingests data collected from an extremely large field of optical and bioluminescence sensors as staged on many varied and disparate data collection platforms, all of which are fed into products, such as Mine Warfare Environmental Decisions Aid Library (MEDAL), Bioluminescence Visual Detection Ratio products, Diver Visibility Estimate products, Laser penetration depth estimate products and many more. The data used to generate these products originate from NAVOCEANO surveys and require primary shipboard and secondary in-house processing software suites. These data are then loaded into NAVOCEANOs Data Warehouse for easy extraction during product generation. In accordance, software maintenance, repackaging, additions, and enhancements need to be undertaken to maintain, add to, and streamline the existing optics and bioluminescence software processing suites and to incorporate new data ingest routines to keep up with new sensor developments.
A new bioluminescence sensor (Underway Bioluminescence Assessment Tool – UBAT) is on-line on the TAGS ships which will require modification to the data processing tools and DWH loading scripts. In addition, there are a number of optics sensors which presently are not included in the data processing tool and require additions and modifications to the data processing tools and DWH loading scripts.
2.0 Scope of Work Contractor support is required to provide support, maintenance and debugging for existing Marine Optics Branch Optics Data Processing Suite (ODPS) and Bioluminescence Data Processing Suite (BDPS), as well as further development and maintenance for existing Marine Optics Branch Optics Data Processing Suite (ODPS) and Bioluminescence Data Processing Suite (BDPS) software applications. This includes maintaining, debugging/fixing, and also updating the data ingest software for new optics and bioluminescence sensors, and maintaining and improving efficiency with creating and loading data to NAVOCEANO Data Warehouse and the Threaded Ocean Data Base (TODB).
Delivered software shall adhere to Department of Defense (DoD) and Navy cybersecurity requirements as defined in DOD Instruction 8500.01, OPNAV Instruction 5239.1D, and applicable Security Technical Implementation Guides (STIGs). In particular, all applications developed for use on Navy information systems shall adhere to the latest active release of the Application Security and Development (ASD) STIG.
The day to day work activities will range from software engineering, programming, database design, metadata builds, and maintaining, troubleshooting and enhancing/improving the processing, loading, cataloging and archival of in-situ marine optics and bioluminescence data. The contractor shall work within a classified environment up to GENSER SECRET within NAVOCEANO spaces. The contractor will be performing two (4) primary functions: (1) maintaining and troubleshooting the ability of this software to process in-situ optics and bioluminescence data using Government Off the Shelf (GOTS) software and databases that may also utilize and/or have Commercial Off the Shelf (COTS) software elements embedded within it, to include COTS GUI, display, relational database, and GIS solutions; (2) maintaining and troubleshooting the ability of this software to archive and load in-situ optics and bioluminescence data into the NAVOCEANO Data Warehouse and the Threaded Ocean Data Base (TODB) (3) modifying, upgrading and enhancing the ability of this software to be able to process new types of in-situ optics and bioluminescence data using Government Off the Shelf (GOTS) software and databases that may also utilize and/or have Commercial Off the Shelf (COTS) software elements embedded within it, to include COTS GUI, display, relational database, and GIS solutions; and (4) modifying and upgrading this software to be able to archive and load all types of in-situ optics and bioluminescence data into the NAVOCEANO Data Warehouse and the Threaded Ocean Data Base (TODB).
