February 2018 CONDEPTSOP 4200.03 Performance Work Statement (PWS) For
MVP and SSSV Equipment Calibrations and Repairs
PART 1
GENERAL INFORMATION
1.1 Description of Services/Introduction: The Naval Oceanographic Office (NAVOCEANO) utilizes Moving Vessel Profile (MVP) sensors to collect Physical Oceanography Data in support of Military Survey Operations world-wide. As a part of this effort, NAVOCEANO routinely deploys scientist and engineers to Military Sealift Command (MSC) T-AGS 60 Class survey vessels. Each T-AGS 60 survey vessel is equipped with a MVP300. In which, this system utilizes temperature, pressure, sound velocity, and conductivity sensors.
In addition, some T-AGS 60 class vessels, are equipped with smaller boats called Hydrographic Survey Launches (HSL). For HSL operations there are six (6) MVP30 systems that use temperature, pressure, and sound velocity sensors to collect oceanographic data. Also, each T-AGS 60 survey vessel and each HSL has a Sea Surface Sound Velocimeter (SSSV) system. By using temperature and sound velocity sensors this system collects data by measuring the transit time of a single acoustic pulse.
The NAVOCEANO Physical Oceanography Support Branch, N723 is responsible for managing maintenance, calibration, and logistics for all MVP and SSSV systems in NAVOCEANO inventory. N723 ensures that well maintained and calibrated sensors are available to support mission requirements. NAVOCEANO's N723 Branch is seeking to execute a multi-year contract for maintenance and calibration of MVP and SSSV systems. The purpose of this Performance Work Statement (PWS) is to define the technical requirements and acceptance criteria.
The contractor shall provide all personnel, equipment, tools, materials, supervision, and non-personal services necessary to perform calibrations and repairs to the MVP and SSSV systems as defined in this Performance Work Statement. The contractor shall perform to the standards in this contract.
1.2 Background: The MVP andSSSV systems utilized by NAVOCEANO are typically replaced at a ten-year life cycle replacement interval. The majority of systems currently in service were acquired under multiple contracts.
NAVOCEANO owns six (6) MVP300 systems and eight (8) MVP30 systems, which uses various sensors to collect physical oceanography data. The following data is collected, but is not limited to, conductivity, d, pressure, sound velocity, and temperature. Also, all six T-AGS 60 vessels and all six HSLs have a SSSV system. This system uses a sound velocity (SV) and a temperature sensor to collect data. All of these sensors are supported by either a Micro Conductivity Temperature Depth (CTD) housing, Micro Sound Velocity Temperature & Pressure (SVXTP or SVTP) housing, Micro Sound Velocity Pressure & Temperature (SVP&T), MVP•X housing, Smart X Probe housing, or Smart Sound Velocity &Temperature (SV&T) housing.
1.3 Objectives: NAVOCEANO shall request routine calibration and repair services to be accomplished through individual task orders.
Calibration of:
· CXchange Sensor
· TXchange Sensor
· SVXchange Sensor
· PXchange Sensor
· Mirco CTD Sensor
· Mirco SVXPT Sensor
· Micro SVTP Sensor
Repair of MVP and SSSV Equipment:
· For all equipment needing repairs, the contractor shall follow the procedures below before any repair services can be performed.
1.) Submit to the NAVOCEANO Contracting Office and COR an itemized list of parts, labor, and services required to restore each unit to full operational capability. Inspection, evaluation, storage fees, and services shall be itemized appropriately.
2.) Upon review of the itemized list, the government shall have five (5) business days to determine the disposition of the equipment and instruct the contractor to either return the equipment to NAVOCEANO as is or to proceed with repairs.
** No Equipment shall be repaired until NAVOCEANO's authorization is given**
NAVOCEANO shall be responsible for shipment of equipment to the vendor facility. All equipment shall be shipped to the contractor in its original re-useable transportation container that is designed for a marine and shock and vibration environment.
NAVOCEANO shall inspect and evaluate all equipment after return from the ship or field environment. Equipment shall be inspected, and routine maintenance shall be performed. It will then be determined if additional maintenance or calibration is required, that only the vendor can perform. This will be accomplished through individual task orders.
NAVOCEANO shall follow the Inspection and Acceptanceace procedure listed below.
1.) The government shall have seven (7) days after receipt of equipment to conduct inspection and acceptance.
2.) A physical inspection shall be immediately performed and the vendor shall be notified of any suspected damage occurring in shipping.
3.) Acceptance shall consist of a physical inspection review of the calibration sheets.
4.) Acceptance testing may include installation of CXchange, TXchange, PXchange SVXchange,, Micro CTD, Micro SVXPT,Micro SVP&T sensor, MVPX housing, and SmartX probe to ensure that sensor power outputs and analog / digital channels are functional as applicable.
5.) Single point comparisons may be made between individual sensors to establish sensor functionality and ensure that the calibration coefficients are correct. The intent of this test is to establish that sensor readings are within reason.
