Performance Work Statement

Unmanned Maritime Systems Certification Course

1.Background
1.1The University of Southern Mississippi offers an Unmanned Maritime Systems Certificate Program at the Southern Mississippi Division of Marine Science, School of Ocean Science and Technology. Autonomous vehicles are becoming increasingly involved in routine, innovative, and emergency data collection in the marine environment yet few curricula exist worldwide to train operators for this equipment. This certification program will provide students with a working knowledge on the operation of a variety of autonomous marine survey vehicles and to help them to understand the environment in which vehicles operate and how that environment factors into decisions and mission planning.
2.Scope:
2.1The course of study in the program will introduce students to unmanned maritime systems, provide them a complete understanding of the physical environment in which these systems operate, and teach them how the environment influences unmanned operations and mission planning. Students will learn foundational material upon which to build more detailed skills related to the mission planning and operation of specific UUVs (Unmanned Undersea Vehicles, including powered vehicles as well as gliders) and USVs (Unmanned Surface Vehicles).
2.2Course topics covered shall include, but not be limited to:

· basic oceanography, including waves, the thermocline, circulation, and the concept of buoyancy

· basic understanding of how oceanography affects unmanned maritime systems

· basic electricity and electronics, including how Ohm’s Law affects unmanned maritime systems

· an introduction to marine sensors, including acoustic, optical, electric, and imaging instrumentation

· the process of troubleshooting, including the application of common test equipment and procedures

· generalized configuration and application of surface vehicles, gliders, and powered UUVs, including mission requirements, sensing capabilities, and operational constraints.

· field work: hands-on instruction in the operation of at least one UUV including aspects of mission planning, execution, and data download and processing.

2.5Course Materials
2.5.1All materials required for the course shall be provided for by the contractor in support of this course for each student enrolled.
2.6Course Location:
2.6.1The contractor shall provide instruction location.

Email: tony.d.taylor@navy.mil
3.Deliverables
3.1Contractor shall provide an academic Certificate of Competency in Unmanned Maritime Systems to each individual student achieving satisfactory performance upon completion of the course.
4.Period of Performance:
4.1The period of performance will be 1 April to 3 May 2019.
5.CONTRACTOR MANPOWER REPORTING
5.1The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Naval Oceanographic Office via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/.
5.2Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk at help desk at: http://www.ecmra.mil/.
6.PERFORMANCE REQUIREMENTS SUMMARY
6.1Performance Requirements Table. This PWS discusses work to be performed, performance standards, and acceptable performance levels (APL). Performance standards are "tools" the government uses to measure level of performance. A standard is an optimum performance level against which actual performance can be measured or evaluated. For example, in the statement "complete a service call in 24 hours" the standard is 24 hours. The number of days actually taken to finish this task is the performance indicator, which determines if the work performed was below, met, or exceeded the standard. Developing accurate performance standards is crucial to ensuring that the actual performance received, regardless of the service provider, meets the requirements of the Statement of Work. This PWS includes performance standards for each of the Functional Areas of the PWS. The performance standards provided with this PWS seek to state the characteristics of properly completed outputs. Each performance standard contains standards for both quality and timeliness.
6.2Quality Assurance. The COR will inspect for compliance with Contract terms throughout the Contract period. Evaluation will be based on the Contractor’s compliance with the requirements set forth in the Performance Requirements Summary (PRS). The Government will monitor the Contractor's performance under this Contract by performing surveillance using the PRS. The PRS is used primarily to determine if the Contractor is performing all required outputs. The PRS also indicates for contractors the importance of each required service.
