Attachment A
Statement of Work
Mobile Inspection Pressure Vessel
1.0 SCOPE: The contractor shall furnish one (1) each AMSE certified Mobile Inspection Pressure
Vessel. The contractor shall be responsible for the design, fabrication, testing and delivery to the
Naval Oceanographic Office, Ocean Projects Department, Ocean Products Division, Code N93.
2.0 General Requirements.
• Pressure vessel shall be ASME Section VIII Div. 2 certified for the following pressure rating:
10000 pounds per square inch (psi) of freshwater and/or salt water for operational use by humans throughout the pressure range.
• Pressure vessel shall be ASME Section VIII Div. 2 certified with the requisite U and PE stamps.
• Contractor shall have ASME U and R stamps.
• The entire pressure vessel shall be mounted in a metal rolling motorized mobile cart.
• The pressure vessel shall not extend more than 12 inches above the top of the rolling cart.
• All opening/closing valves shall be ball valve type.
2.1 Pressure Vessel Cap
• There shall be a minimum of six (6) 1-14 threaded penetrations through the top end cap for bulkhead connector mounting of items that will be pressure tested.
• There shall be a lifting eye on the end cap for removal.
• There shall be a fitting in the top endcap for water egress with a manual ball valve for shutting off overflow. (This ensures no air gap inside pressure vessel prior to pressurizing).
• There shall be a certified digital pressure gauge installed on the pressure vessel cap. The minimum specifications shall be as follows: 0-10,000 psi, +/- 0.02% accuracy, and an ISO/IEC 17025 accreditation.
2.2 Lifting Device
• There shall be a lifting device attached to the cart used in lifting and lowering the pressure vessel cap.
2.3 Pressure Vessel Bottle
• The internal diameter (ID) of the vessel shall be 10 inches.
• The inside working length (length after pressure vessel cap has been secured onto pressure vessel bottle) of the vessel shall be 34 inches.
• The pressure vessel bottle shall be properly mounted in the cart with even weight distribution.
• There shall be a 3/8” male pipe thread (MPT) hose fitting near the top of the pressure bottle on the backside away from the pump for water outflow from the pressure pump to the pressure vessel.
• There shall be a ball valve mounted to the bottle in line with the incoming water.
• There shall be a 3/8” MPT fitting in the bottom of the bottle for a water low point drain with a manual ball valve for shutting off flow. Coming off of the 3/8” MPT fitting there shall be a 36” flexible drain hose provided with the low point drain for draining into a bucket.
2.4 Rolling Cart
• The rolling cart dimensions shall not exceed (LxWxH): (50x24x36) inches.
• Wheels for rolling cart shall be 6 inches minimum, solid polyurethane wheels, and not pneumatic.
• The cart shall be 12VDC motorized utilizing standard Commercial off the Shelf (COTS) components that are readily available for replacement purposes.
• The battery for powering the cart shall be a deep cycle marine grade battery. A spare battery shall be provided with the cart.
• There shall be two shelves on the rolling cart. The bottom shelf shall be 12 inches from the bottom.
The top shelf shall be 24 inches above the bottom shelf.
• Handle for pushing cart shall extend the entire width of the cart and be ergonomically placed for maximum comfort and ease of pushing.
• Cart shall have fixed wheels on one end with swivel locking casters on the other end.
2.5 Pressure Pump
• A hand pump pressure pump from Hydratron (or an equivalent) shall be provided and installed with the cart. The requested pressure pump part number is as follows: HPU-HP10-100 (or an equivalent)
Hand Pump.
• A spare pressure pump (HPU-HP10-100 (or an equivalent) Hand Pump) shall be provided.
• The hand pump shall be securely mounted on the top surface of the cart and to one side with the pump handles coming out towards the 50”side of the cart.
• All of the associated fittings and connecting hoses shall also be provided with the pump.
• All fittings and connecting hoses shall be quick-disconnect style.
3.0 Contractor Certifications: The contractor shall have ASME U and R stamps.
4.0 Quality Reports and Inspection: The contractor shall ensure delivered pressure vessel meets
American Society of Mechanical Engineers (ASME) Section VIII manufacturer’s data report (MDR) and user’s design specifications (UDS) per code and general operational procedures. The contractor shall provide a detailed quality report showing all the pertinent information involved with construction of the pressure vessel assembly.
The Government reserves the right to conduct in production inspections and inspection of the pressure vessel prior to shipment. The contractor shall provide the Government technical point of contact notification of proposed shipping date at least 10 days prior to shipment to allow sufficient time for Government inspection. Final inspection will be within 30 days after delivery to final destination.
5.0 Drawings: Prior to production, contractor shall deliver preliminary drawing of the pressure vessel bottle, pressure vessel cap, lifting device and pressure pump fully assembled and mounted on the rolling cart. Preliminary drawing shall be submitted electronically to the Contracting Officer for review and approval. Government review may take up to 14 calendar days. The Contractor will be notified by the Contracting Officer of the result of the review, and also of final approval. One copy of the submittals and approval status will be returned electronically to the Contractor. Any work performed prior to notification of approval shall be at the Contractor’s own risk.
At the completion of the project, contractor shall provide a detailed set of drawings for all manufactured parts and a detailed drawing showing the mounting and assembly on the rolling cart. A detailed drawing of the cart shall also be submitted, showing modifications allowing mounting of the pressure vessel bottle. Final drawings shall be submitted with delivery of the Pressure Vessel.
6.0 Delivery: Shipping shall be FOB Destination and pricing shall include the cost of delivery.
Contractor shall be responsible for unloading of all materials at the address listed below.

The Contractor shall notify the government of the shipment at least 10 days before the scheduled delivery date. All materials specified in this scope of work shall be delivered in one shipment.
Delivery shall be between the hours of 8:00 A.M. and 3:00 P.M., Monday through Friday, except on
Government holidays. Any delivery arriving after 3:00 P.M. will not be accepted by Government personnel until the next work period as designated above.
Delivery of final pressure vessel assembly, cart and lifting device shall be no later than six months after contract award date. No partial deliveries will be accepted.
