AUTONOMOUS SURFACE DRIFTING BUOY IDIQ
STATEMENT OF WORK
JUNE 30, 2017
1. Item
Air- or Surface-deployable, Autonomous Surface-Drifting Buoys
2. Description
Surface-drifting buoys are a cost-effective means for obtaining meteorological and oceanographic data from remote ocean areas. There are different types of surface drifting buoys approved by the Data Buoy Cooperation Panel
(DBCP) depending on the application and measurements needed for different areas of the ocean. Communicating in real-time via satellite telecommunication systems, surface drifting buoys are air- or surface-deployable surface instruments capable of operating in the open sea and providing surface measurements of sea surface temperature along with other environmental properties. Applications of these measurements include model validation, surface truthing of some kinds of satellite data, and contributing to initial fields in ocean prediction models. There are several types of commercially available surface drifting buoys. The main housing of the surface drifting buoys contains the batteries, circuit boards, satellite transmitter, and other electronic components.
3. Scope
The objective is to procure surface drifting buoys and to provide incidental repair and refurbishment services. The surface drifting buoys should perform operational oceanographic and meteorological data collection. The drifters and drifter data must meet DBCP requirements and be air/surface deployed.
4. Period of Performance
The period of performance consists of a continuous five (5) year ordering period beginning the date of contract award, with no option periods.
5. Surface Drifting Buoys: Brand Name or Equal Salient Characteristics

(IMEI) must be DoD-approved and “white-listed” (determined as suitable for worldwide use on
GSM networks); the IMEI must not be a commercial IMEI. The same IMEI must be provided by the vendor to the U.S. Navy for provisioning and activation by the U. S. Government as necessary.
The modem must transmit all collected data via the DoD EMSS Gateway directly to the customer.
5.4.2. Changes to setting(s) must not allow any other communications protocol except Iridium and/or hardwired communications via USB. (Bluetooth, Wi-Fi, phone applications, etc. shall not be allowed.)
5.4.3. The Iridium SBD remote control commands must include the ability to:
5.4.3.1. Modify the transmitter interval/repetition rate
5.4.3.2. Modify the sampling rate
5.4.4. The Iridium SBD surface drifting buoy must be capable of receiving a file over air containing
Commands that will change the settings of the operating parameters of the surface drifting buoy.
6. Sound Velocity Program (SVP) Surface Drifting Buoy: Brand Name or Equal Salient Characteristics
6.1. The vendor must program all surface drifting buoys to meet minimum DBCP specifications including data format specifications and scientific sensor specifications.
6.2. Must be capable of operating unattended for at least 12 months at an operational repetition rate of 30 minutes. The surface drifting buoy must be capable of collecting data according to a user-approved repetition rate.
6.3. Must have a submergence sensor to verify the presence of the drogue.
6.4. Must have a drogue centered at a depth of 15 meters beneath the sea surface.
6.5. Must be packaged and configured in such a way to allow the user to perform tests prior to deployment by simply and conveniently turning the transmitter on and later off again.
7. Davis and Search and Rescue (SAR) Surface Drifting Buoy Brand Name or Equal Salient Characteristics
7.1. Must be air-deployable and surface-deployable and must contain all associated packaging and rigging, including parachute.
7.2. Must be air-deployable from C-130 and rotary wing aircraft.
7.3. The Davis-type surface drifting buoy must be capable of operating unattended for at least 30 days after deployment at an operational repetition rate of 30 minutes.
7.4. The SAR-type surface drifting buoy must be capable of operating unattended for at least 15 days after deployment at an operational repetition rate of 30 minutes.
8. Technological/Service Advancements
8.1. In anticipation of technological advancements/improvements over the course of this contract, newer
Equipment with such technological advancements shall be evaluated and added to NAVOCEANO inventory when that equipment proves to be superior, cost effective, and compatible to previously purchased equipment, and continues to meet DBCP specifications and requirements.
8.2. If any existing/newer equipment, equipment servicing, packaging, disposal or repair requires additional expenditures, the vendor shall submit an official request in writing to the Contracting Officer for review and approval. Changes to the Statement of Work will be made via modification by the Contracting Officer only.
9. Packaging
