QUESTIONS AND ANSWERS TO SOLICITATION N6230617PR052NV

1. The dimension that is quoted in this solicitation will not weigh 800lbs it will actually weigh 1,000lbs. What is the weight of the anchors?

Answer: Approximately 1000 lbs.

2. Can a railroad wheel be used for the anchor?

Answer: No, due to space limitations on the ship fantail.

Stacked train wheels would be stored on an unstable and unsafe platform, the ship's fantail. The anchor must adhere to the drawing.

3. Does the 6"x6" barstock needs machined chamfers?

Answer: Break sharp edge. Method at vendor's discretion.

4. The 6" x 6" bar stock is called out as A-36. Is 1018 CR an acceptable substitute?

Answer: No, A-36 Bar stock is asked for and available.

5. According to #2 on the SOW the Anchors are supposed to be Spray painted with Flat Black Paint. Do the units get sandblasted prior to painting?

Answer: No, that is not necessary

If not do we just wire brush, remove scale and then apply paint?

Answer: Yes

Paint specification calls out spray paint "Black'. How many Coats of paint, is there a specific primer you want to use?

Answer: 1 coat, no primer required

Do we need a specific type of Marine Grade Black Paint?

Answer: No

6. Are saw cut ends acceptable?

Answer: Saw cuts allowed. No specific finish is called out. Follow maximum surface finish criteria contained within drawing.

7. Since the unit is fabricated from individual sheets of Steel and the Welding specified is 1-1/2" long filet located as shown[on the drawing] at the longitudinal and horizontal intersection, these plates abut each other, what gap is allowed plate to plate at all these plate intersections ?

Also for strength, continuity and accepted fabrication/welding practices would you like additional 1-1/2" long filet welds uniformly spaced as shown on the attached Sketch AA?

ANSWER: 1/4" gap allowable- Weld according to solicitation engineering drawing.

8. The request is for 100 Anchors in the first grouping. Is it permitted to make partial shipments?

ANSWER: Partial shipments allowed… up to four at the discretion of vendor.

9. Our understanding is as follows:

12-3/8 inch x 12-3/8 inch x16 inch [ including 3/16" straps] . What tolerance is to be applied to these dimensions + or- 1/16 inch?

ANSWER: Tolerances specified in ledger on drawing.

10. What is the thickness of 6 inch x 6 inch stock Steel Plates?

ANSWER: The anchor is constructed from A36 Bar stock, not plates.

11. Is the 3/16 inch thick strap bent or can it be welded construction.

Answer: Bent. Wrap as shown on drawing.

If it is bent, then is the interfacing corner of plates have a mating Radius?

Answer: Match the radius of corresponding location on the bar.

Are the plates point welded where they about each other?

Answer: They are bar stock not plates.

Is there any other welding required other than as shown on your drawing?

Answer: No

12. What is spacing of the 2" wide straps on the top of the unit?

Answer: 2" from the edge.

13. We understand the lifting lug plate is welded center line on unit. *What is the angle of side cut on Lifting lug plate?

Answer: 52.5 degrees

14. We understand all welds are "as welded". Will grinding be required to enhance appearance of the weld?

Answer: Correct - Yes, that should be done

15. Is there any Identification or Serial numbers to be applied to the outside surface of unit?

Answer: No

Answer: No, A36 Bar stock is asked for.

17. The fabrication drawing (EA-SM-0277-04-101-REV B) does not list any welding requirements (i.e. AWS). I assume this implies the anchors can be welded to best commercial practice?

Answer: Yes. However, please note that a first article may be required for inspection.

18. SOW item 5 requires material certification to be provided for the first delivery, and upon request for future deliveries. The fabrication drawing lists the material as ‘C.S.’, meaning carbon steel, for all items except the A-36 bar stock. It is unclear what material certification should be provided. Please clarify if possible.

Answer; Country of Origin and Manufacturer. Composition of material used and/or Material Data or Specifications sheet.

19. The T&C document indicates that the first article shall be provided to the Government (Naval Oceanographic Office), and that the government has 30 calendar days to notify the contractor of conditional approval, approval, or disapproval. Is the delivery of CLIN 0001 required 120 days ARO, or 120 days after first article approval?

Answer: Delivery would be 120 after approved first article testing.

Yes. Vendor must weld eye pad at vendor location.

21. Statement of Work item 7 indicates partial deliveries will be accepted. Will partial payments via WAWF be available as well?
