3. Identification of the justification rationale. This acquisition is conducted under the authority of the Multiple Award Schedule Program (Title III of the Federal Property and Administrative Services Act of 1949 (41 U.S.C. 251 , et seq.) and Title 40 U.S.C. 501, Services for Executive Agencies). Authority to limit sources to less than those required by FAR 8.405-1 and 8.405-2 is found at FAR 8.405-6. Justification for limiting sources is as follows (CHECK ONE):

(a) 0 Only one source is capable of responding due to the unique or specialized nature ofthe work;

OR

(b) 0 The new work is a logical follow-on to an existing order provided that the original order was placed in accordance with FAR 8.405-1 or 8.405-2 (excluding orders placed previously under sole source requirements); OR

(c) 0 The item is peculiar to one manufacturer. (A brand name item, available on various schedule contracts, is an item peculiar to one manufacturer; see note below); OR

(d) 0 An urgent and compelling need exists, and following the ordering procedures would result in unacceptable delays.

Note to item (c) above: When restricting consideration to an item peculiar to one manufacturer (e.g., a particular brand name, product, or a feature of a product peculiar to one manufacturer), an ordering activity must j ustify its action.

Brand name specifications shall not be used unless the particular brand name, product, or feature is essential to the Government's requirements and market research indicates other companies' similar products, or products lacking the particular feature, do not meet or cannot be modified to meet the agency's need.

4. Description of the item or service required, statement that the requested material or service represents the minimum requirements of the government, the estimated cost, and required delivery date or performance period.

(a) Description:

The minimum Government requirement for this acquisition is to maintain , enhance and upgrade the C/JMTK C-EIPB application and all supporting data layers. This includes upgrades to newer versions of the ArcGIS framework as necessary, transition any remaining legacy COLLECTOR-GIS software functionality, provide performance enhancements allowing for quick retrieval and display of data layers. The C-EIPB application will support capabilities to facil itate net-centric I server based technologies with a focus on enhancing existing post time platform event reconstruction analysis tools for CUS and the Anti- Submarine Warfare (ASW) Acoustic Path support tools for NAVOCEANO's Reach- Back-Cell (RBC) and forward deployed NITES-Fielded systems.

(b) Estimated cost (total value, base plus options): Base $3,000,000.00 Options $

(c) Required delivery or start date: 02 September 2014

5. Specific characteristics of the material or service that limit the availability to this/these source(s) (unique features, function of the item, etc.).

(a) Detailed description as to why only the identified source/sources can furnish the stated requirements, to the exclusion of other sources:

The current COLLECTOR-EIPB Toolkit v4 .0 application built on top of ESRI 's ArcView v10.x framework has been developed and successfully maintained by the incumbent. COLLECTOR-EIPB is in operational use across several Naval Warfare communities. Some of the core stakeholders include the Chief of Naval Operations, Office of Naval Intelligence, Commander of Undersea Surveillance, and the Naval Oceanographic Operations Command. The incumbent is currently the only source possessing the in-depth knowledge of the COLLECTOR-EIPB source code baseline, structure, routines, and complexity required to satisfactorily complete all upgrades and maintenance in an efficient and timely manner.

The start up time for another source would cause critical disruption of services to the Fleet. It is in the best interest of the government to continue with current source to ensure all deliverables stay on schedule to outside sponsors and customers. These time-lines are also tied to deployment schedules for various naval assets.

(b) Description of market research conducted among the GSA FSS contract holders, including the results, or a statement as to the reason no market research was conducted:

Market research was conducted on GSA Advantage and revealed that several contract holders have the same or similar labor categories; however, none possess the specific, expansive software (EIPB source code) set of skills required by the SOW, other than the incumbent. The coordinator of the Intelligence-Related Coordination Office (IRCCO) in Arlington, Virginia must review contract packages and give authority on 00254 allowing NAVOCEANO to manage new contract vehicle in-house. Any new source would require significant startup time (months to years) and sufficient number or SCI personnel to begin work.

6. Other information to support a limited source purchase:

The incumbent already meets the SCI security access requirements necessary to complete all SCI components of this work. Since it takes about one year to read in a new contractor, NAVOCEANO (and its outside sponsors and customers) would incur a significant delay if another source were selected to manage COLLECTOR-EIPB.
