SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0003

The purpose of this Amendment is to provide an official response and distribute answers to questions raised since the initiation of this Request for Proposal. The following questions were raised verbally or were submitted in writing prior to the published deadline.

A.

1. Q: Type of engine on Bertram; how old?

A: Cummins QSM 11; 6 years old.

2. Q: Type of generator on Bertram; how old?

A: Northern Lights 16 kW; 6 years old.

3. Q: General question on boat servicing plans for near future?

A: Overhauls on engines, replacement of electronics, replacement of generators, installation of transducers with fairings on 6 HSLs.

4. Q: Will there be required minor maintenance?

A: Discussed the fact that most of the minor work such as oil changes and minor repairs would be done by NAVO.

5. Clarified the fact that the 2nd SWATH is located on the coast of Virginia and that the chances are that work on that boat would be completed by local contractors. There could be a chance that we would ask the awardee to travel to that location to complete work if it were significant and or required their specialized service. However this is NOT a condition of the contract and the awardee would not be obligated to respond to such a request. Only if circumstances dictated and there was mutual agreement between the parties (gov’t & contractor) to travel such distance to perform services, would a task order of that nature be issued.

6. Discussed the fact that at times NAVO will provide detailed Mechanical Drawings of requested modifications; refurbishments or fabrications and, at times, NAVO will ask the contractor to generate simple designs and provide a hand drawing to NAVO that can be converted into a computer drawing.

7. Discussed the fact that NAVO wanted detailed information about the contractor’s facility included in Offeror proposals.

8. Q: Can Subcontractors be used to repair things like air tubes on a RHIB’s?

A: Yes

9. Q: How do we submit invoices?

A: Wide Area Workflow (WAWF).

10. Q: How does the contract work and how will the work be assigned?

A: The contract will be an Indefinite Quantity/Indefinite Delivery (IDIQ) type of contract. The contract itself has only a ceiling value assigned but no funding.

When a specific task (repair, modification, refurbishment, etc.) is identified for a

NAVO boat, a Statement of Work (SOW) specifically identifying needed work, will be sent to the Contractor requesting a Proposal. When responding, the Contractor

Proposal should include labor categories, labor rates, labor hours and materials, as well as any other applicable costs, necessary to complete the task as described. Once the government receives the proposal, it will either accept or further negotiate the final price. The government will then issue a Contract Task

Order (CTO) for the agreed to work. This CTO will have funding assigned. Once the work is completed, inspected and accepted by the government, the contractor may then submit their invoice in WAWF for payment.

11. Q: Will the Contractor be required to pick up the boats and transport them back to their yards to complete the work or, will work be performed at NAVO, Stennis

Space Center or the Boat Operations Branch in Pass Christian Harbor?

A: NAVO will be responsible for delivering and retrieving boats to and from the

Contractor Facility. Inspection and acceptance of completed work will occur at the

Contractor Facility.

12. Q. How many days can we expect the Bertram and the SWATH to be out of the water per year?

A: It is anticipated that the Bertram and the SWATH will be out of the water an average of 30 days per year for the next 3 years. This is only an estimate and can be affected by emerging mission needs or unforseen requirements or repairs.

13. Q: Can other than government contracts be referenced when documenting past performance.

A: Yes. Please refer to paragraph 2.a. on page 56 of the RFP. “The Offeror shall describe its past performance on directly related or similar contracts it has held within the last three years”. The word similar does not necessarily mean that is has to have been a government contract. As long as the previous contract work is relevant to the Statement of Work as described in the RFP, that past performance information will be considered in the evaluation of the proposal.

B. All other terms and conditions of the RFP remain unchanged.
