JUSTIFICATION FOR SOLE SOURCE (Simplified Acquisitions <$150K)
The service or material listed on N6228519RC062AE is sole source and competition is precluded for reasons indicated below. There are no substitutes available for this material or service.
Restricted to the following source. Provide original manufacturer’s name. (If a sole source manufacturer distributes via dealers, ALSO provide dealer information.)
Manufacturer:
David Salstein, Government Sales Manufacturer POC:
Dr. David Salstein Mfr. Address:
11 Allen Ave

6Z3B1 _X_ Description of the item or service required, the estimated cost, and required delivery date.
Under the Joint Chiefs of Staff instruction CJCSI 6130.01E, the U. S. Naval Observatory
(USNO) is directed to supply Earth Orientation Parameters (EOPs) to meet DoD operational needs for navigation and referencing. Also, DoD Directive 4650.05 charges the Secretary of the Navy to “direct the U. S. Naval Observatory to develop and maintain the standards for Earth orientation parameters” for the DoD components.
· Specific product name: “Report on optimality of Angular momentum algorithms for producing Earth orientation predictions of polar motion and UT1-UTC.”
· Dr. Salstein is providing documentation, which is a review of Angular Momentum processes, models, and code to ensure optimality of those algorithms for producing earth orientation predictions of polar motion and UT1-UTC. (Polar Motion and UT1-UTC are Earth orientation parameters.)
Period of Performance:
18 Sep 2019 through 17 Sep 2020
18 Sep 2020 through 17 Sep 2021
18 Sep 2021 through 17 Sep 2022
· The minimum Government need is:
a) a comprehensive report on the optimality of Angular momentum algorithms provided by the Navy to improve polar motion and UT1-UTC;
b) algorithms or telecons will be provided by DoD Navy institutions and Dr. Salstein will ask questions during the telecons, listen to what is said, and make recommendations on how the algorithms can be improved to meet Government needs.
Current US Navy algorithms do not meet the full need of US Naval Observatory to improve polar motion and possibly UT1-UTC. Algorithms have been developed over many decades for ship needs, and need to be tweaked for USNO Earth orientation needs. Dr Salstein has had experience in advising European and other organizations how to tweak their algorithms for EOP needs for polar motion and UT1-UTC improvements. No other scientist in USNO research with American citizenship has the requisite experience and USNO risks losing Dr. Salstein’s expertise exclusively to European organizations. (e.g., already the ECMWF weather model is potentially superior to National Oceanic and Atmospheric Administration (NOAA) and other US models for weather prediction and possibly for Earth orientation). The loss of Dr. Salsteins expertise will significantly impact USNO mission parameters.
_X_ Specific characteristics of the material or service that limit the availability to a sole source (unique features, function of the item, etc.). Describe in detail why only this suggested source can furnish the requirements to the exclusion of other sources.
Dr. David Salstein is a world-renowned expert with over 25 years of experience in reviewing and helping to make Atmospheric Angular Momentum (AAM) and Oceanic Angular Momentum (OAM) models for climate forecasting and for Earth orientation parameter (EOP) estimation purpose. He has very unique skills in combining these two fields of study and understanding the interaction between these areas. Using AAM and OAM techniques will be used for helping to predict when the occurrences of leap seconds will happen, which several DoD organizations have requested.
USNO
further researched and consulted with Dr. Dennis McCarthy regarding other potential scientists who have US citizenship who could advise USNO. Dr. McCarthy stated that only Dr Salstein has the experience with European angular momentum models who has US citizenship. There are many other authors when one searches for this topic of combined knowledge of AAM, OAM, and EOPs. E.g., Robert Dill is a German citizen; Dobslaw is also a German Citizen; Christian Bizouard is a French citizen, etc. US citizenship is needed by the contractor to obtain a Common Access Card (CAC) because of the necessity to access Government/military unclassified computer systems, per USNO Information Assurance directives.
Dr. Salstein’s contribution is expected to achieve a 25% improvement of polar motion and UT1-UTC 1 to 5 day predictions of EOPs.
_X_ The requested material or service represents the minimum requirements of the government.
___ The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.
___ A patent, copyright or proprietary data limits competition. The proprietary data is ____________
____ These are “direct replacements” parts/components for existing equipment.
__X__ Other information to support a sole source buy:
· Dr. David Salstein currently provides Angular Momentum expertise services to:
· DoD
· USAF GPS wing
· Federal Aviation Administration
· NASA
· Missile Defense Agency
· And several agencies.
I CERTIFY THAT STATEMENTS CHECKED, AND INFORMATION PROVIDED ABOVE, ARE COMPLETE AND CORRECT TO THE BEST OF MY KNOWLEDGE. I UNDERSTAND THAT THE PROCESSING OF THIS SOLE SOURCE JUSTIFICATION PRECLUDES THE USE OF FULL AND OPEN COMPETITION.
