REQUEST FOR QUOTE N6227119Q5017
This Request for Quote (RFQ), N6227119Q5017, for the Naval Postgraduate School (NPS) is prepared in accordance with the format in FAR 13 and supplemented with additional information included in this notice. This RFQ intends to result in a Firm Fixed Price (FFP) Purchase Order.
The Naval Postgraduate School has a Sole Source requirement, to be provided by Circadian Positioning Systems Inc., for 250 Actigpatches. The NAICS associated with this purchase is 334511, set aside for small business. Payment to be via WAWF unless otherwise requested. The Naval Postgraduate School intends to negotiate on a Sole Source basis with Circadian Positioning Systems Inc. for deliverables found in the below Schedule of Supplies.
Sole Source Requirement: The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under FAR Part 6.303-2. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. 1.0 Background/Introduction:
HEV light-blocking glasses and HEV-emitting devices could potentially be used onboard USN ships to control exposure to HEV light and help minimize circadian misalignment. With the exception of one study conducted at NPS, the utility of such method in the operational environment has not been assessed with empirical studies. The CPS actigpatches will integrate with the CPS light emitting device, designed to simulate day and night to augment the system’s ability to facilitate circadian entrainment. As the US Navy faces revolutionary changes both in terms of watch schedules and the operational envelope, it is critical to find new and improved ways of supporting the sailor and facilitating operational readiness and optimal performance -- regardless of time of day or watchbill.
2.0 Minimal Technical Requirements/Salient Characteristics:
The Actigpatch must be validated for research purposes and meet the following requirements:
• Low profile, can be worn 24/7 and allow the flexibility to be worn on wrist and /or other parts of body
• Must be able to transfer data using a hard wired platform
• Sleep/wake scoring algorithm must be able to be modified to account for external motion
• Battery and memory capacity must be able to accommodate 21 days of data collection with no intervention
• Software must be able to transition between different sleep/wake algorithms post study
• Must be compatible with the Circadian Positioning Lighting System
• Monitor skin temperature
• User-defined start-of-experiment and end-of-experiment dates to collect data within a given time period and to select the epoch length for data collection
• Resists dust, water, heat, perspiration and cold
• Measures activity with an on-board MEMS accelerometer
• Uses zero-crossing method to derive the activity values from raw acceleration data in real time
The technical quote shall be submitted no later than 11:00 AM PST 05/20/2019 and shall be valid for 30 days.
Quote Submission: Shall include all Terms and Conditions proposed to the government.
