1. List the Required Delivery Date (RDD) or Period of Performance (POP):
Delivery required by Sept 30, 2019
Sole Source Brand Name
Supply Service
*** If additional space is required, please attach a continuation sheet.
2. Specify characteristics of the material or service that limit the availability to a sole source/brand product (unique features, function of the item, etc.). Describe in detail why only this source/brand can furnish the requirements to the exclusion of other sources/brands.
The materials included as part of this procurement package are a direct form, fit and function replacement for existing equipment at NPS and other MC3 ground station sites. This procurement will allow NPS to refurbish and extend the life of the MC3 ground stations, to ensure reliable communication with space assets launched by the United States Government and other organizations. The MC3 ground station is currently operational, and the ground station sites cannot afford to be offline for extended periods of time. Using equipment from other manufacturers, which is not a direct replacement for the equipment that is being currently used, will require a significant amount of testing to ensure compatibility, and will require the Radio Frequency License application to be amended. Testing can take on the order of multiple months, and RFA application updates can take up to two years to be approved. NPS cannot afford to lose up to two years of valuable time, as this will impact operations of current and upcoming USG satellites on orbit. Therefore, to minimize impacts and to continue supporting existing satellites, direct replacement parts for these Yagi antenna systems must be procured.
3. Indicate if the requested material or service represents the minimum requirements of the Government.
Yes, the requested material or service meets the government minimum requirements outlined in the Statement of Requirements document.
4. Indicate if the material or service must be compatible in all aspects (form, fit, and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect or interface with the existing system.
Yes, the materials shown in the table above must be compatible in form, fit, function, and part number with systems presently installed and operational, as part of the MC3 ground station network. The equipment we have now is the MC3 ground system rack, which interfaces with the Yagi antenna system outlined as part of this procurement. The Yagi antennas and their controllers need to be able to interface electrically with the MC3 ground system rack, using the connectors defined in the Statement of Requirements. The Yagis must also be compatible with the receive and transmit frequency ranges of the MC3 ground system network. The part numbers of the antennas are also an integral part of the frequency license application for the MC3 ground station network. MC3 currently has an approved radio frequency license. Changing the part number of the antennas will require the MC3 ground system network to be re-licensed, and this will cause unacceptable delays to the government.
5. Does a patent, copyright or proprietary data limit competition?
Not to our knowledge.
6. Are the items “direct replacement” parts/components for existing equipment? If so, provide the information about the Next Higher Assembly (NHA)/equipment which the replacement parts are going into (e.g., description, model, part number, Original Equipment Manufacturer (OEM), etc.).
Yes, the items part of this procurement are direct replacement parts for the MC3 ground station network. There are multiple ground station sites across the US, and they are maintained and built by NPS. No service or installation contract will be necessary for these units. As direct replacement units, no additional work will be necessary to integrate the signal uplink/downlink with the existing MC3 software system and data transfer capabilities.
7. Provide any additional information to support a sole source/brand name sole source procurement. The rationale must justify “either” substantial duplication of cost to the Government that is not recovered through competition or unacceptable delays in fulfilling the mission of the agency.
A brand name sole source procurement is necessary because not doing so will cause unacceptable delays to the government. The MC3 ground station services multiple current and upcoming USG satellites. The MC3 network is currently operational and licensed. The Radio Frequency License lists the antennas utilized for the system, and the currently utilized antennas have been approved for use. If these exact antennas are not used as part of the system, the radio frequency license will need to be re-submitted. Granting of a new license can take up to two years, and a two year delay is not acceptable, as it will cause loss of coverage and communication for current and upcoming satellite missions that rely on the MC3 network. Additionally, using antennas from a different manufacturer will require significant testing and coordination with the manufacturer to ensure compatibility with MC3, which will result in significant expenses and delays to the government.
