PO Number:
The effort listed on this form is for:
The material and/or service listed on this form is:
Restricted to the following source or manufacturer:
Manufacturer/Source:
Rohde & Schwarz USA, Inc.
POC and Phone Number:
ISR Specialist Rohde & Schwarz America
Address:
6821 Benjamin Franklin Drive Columbia, MD 21046-2633
Description of the item(s) or service(s) required and the estimated cost(s):
Item# MFG Name MFG Part# Description Qty U/I Unit Price Ext Price
0001 Rohde & Schwarz WPU 500 Wideband Processing receiver unit 1 Each
1. List the Required Delivery Date (RDD) or Period of Performance (POP):
RDD: 30 days from date of award.
2. Specify characteristics of the material or service that limit the availability to a sole source/brand product (unique features, function of the item, etc.). Describe in detail why only this source/brand can furnish the requirements to the exclusion of other sources/brands.
Purpose and Conclusions:
The Naval Postgraduate School (NPS) requires a receiver with high sensitivity, wide instantaneous bandwidth, and the ability to capture, analyze, and record Low Probability of Intercept (LPI) radar signals. An analysis of the instruments in this market is summarized below. The conclusion is that the Rohde & Schwarz USA, Inc.
(R&S) WPU500 is the only receiver on the market that meets the following requirements.
Sole Source Brand Name
Supply Service
Requirements:
1. Instantaneous BW of at least 500 MHz;
2. Capable of recording the digitized instantaneous BW;
3. Multiple number of channels at least > 2;
4. < -80 dBm sensitivity must be achieved;
5. Capable of automatic detection and characterization of pulsed and Continuous Wave (CW) LPI radar signals in densely populated environments;
6. Size, weight, and power must be sufficiently small to support benchtop installation in a laboratory environment.
Summary of Receivers Considered:
Rohde & Schwarz USA, Inc.WPU500 Frequency range: 20 MHz to 18 Ghz (upgradable to 40 GHz);
500 MHz of Stare Bandwidth;
4 channels of digital down conversion;
Automatic antenna switching;
Simultaneous signal processing for up to 4 channels included;
Ability to record raw I, Q or pulse descriptor word data;
Automatic intrapulse modulation recognition -81 dBm sensitivity achieved by adaptive/automatic BW selection Designed for detection and characterization of LPI waveforms per manufacturer documentation Width x Height x Depth = 16.8in x 6.9in x 17.7in Weight = 44lbs Power = Universal AC adaptor < 250 Watts R&S will provide device driver SW, NPS will need to load onto PC.
Keysight N9040B UXA Signal Analyzer + N9067EM0E Pulse Analysis Software Maximum Instantaneous BW = 510 MHz Maximum Analysis BW = 1 GHz 2 Hz to 50 GHz with all expansion options Automatic PDW generation and recording for modulation types used by LPI radars Width x Height x Depth = 18in x 11in x 19.8in Weight = 68 lbs Power = Universal AC adaptor < 850 Watts
Compared to WPU500 the Keysight solution:
1. Requires separate third party device (from X-COM) to enable recording of raw data
2. Single channel, which will limit density of the signal environment that the receiver can operate in
3. Not specifically marketed as capable of detecting and classifying LPI radar signals. Device is a more general purpose receiver and signal processing package since it allows for the analysis of commercial communications and digital video signals. Hence, this solution may be less capable since it’s not specialized toward radar signal analysis, like the WPU500.
4. No indication on what the sensitivity of the receiver is for extremely low power signals. All documentation specifies performance for extremely high SNR signals.
Rockwell Collins DPAU-4001 Digital Pulse Analyzer Unit Frequency range: 50 MHz to 18 Ghz (upgradable to 40 GHz);
Instantaneous BW = 500 MHz;
Single RF analysis channel;
PDW generation containing amplitude, frequency, pulse width, and pulse repetition interval

Compared to WPU500 the DPAU-4001:
1. Lacks the ability to record raw digital samples
2. Only contains a single analysis channel which will limit the number of simultaneous signals it can analyze relative to WPU500, which has four
3. Does not appear to be designed for the analysis of LPI radar signals
4. Does not appear to be capable for automatic waveform classification and identification
5. Does not appear to be capable for extracting other phase modulation characteristics
6. Possibly limited to estimating the frequency signals with a constant frequency. Not clear that it can estimate characteristics of FMCW like waveforms that are common to LPI radar systems.
Harris ES-5080 ESM/ELINT System This system detects and parameterizes low power, LPI radar signals but is not suited for bench installation. It’s a very large, complex system more suitable for purchase as a deployable system for a forward operating military application. This immediately rules out the ES-5080 as it does not meet the requirement that it be a benchtop system.
Tektronix DataVu-PC Software + RSA7100A The hardware and software pairing does not meet the requirements because the maximum analysis bandwidth of the DataVu software is 40 MHz per channel. It is also not clear from the specifications of the DataVu software that it is capable of receiving and analyzing waveforms of interest to LPI radar systems.
3. Indicate if the requested material or service represents the minimum requirements of the Government.
The requested material represents the minimum requirements of the Government.
4. Indicate if the material or service must be compatible in all aspects (form, fit, and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect or interface with the existing system.
N/A
5. Does a patent, copyright or proprietary data limit competition?
N/A
6. Are the items “direct replacement” parts/components for existing equipment? If so, provide the information about the Next Higher Assembly (NHA)/equipment which the replacement parts are going into (e.g., description, model, part number, Original Equipment Manufacturer (OEM), etc.).
N/A
7. Provide any additional information to support a sole source/brand name sole source procurement.
The rationale must justify “either” substantial duplication of cost to the Government that is not recovered through competition or unacceptable delays in fulfilling the mission of the agency.
N/A
TECHNICAL OR REQUIREMENTS CERTIFICATION
I CERTIFY THAT THE STATEMENTS CHECKED, AND INFORMATION PROVIDED ABOVE ARE
COMPLETE AND CORRECT TO THE BEST OF MY KNOWLEDGE. I UNDERSTAND THAT THE
PROCESSING OF THIS SOLE SOURCE/BRAND NAME SOLE SOURCE JUSTIFICATION PRECLUDES
THE USE OF FULL AND OPEN COMPETITION.
