Background/Introduction:

The Zeiss Neon 40 Scanning Electron Microscope (SEM) manufactured by Carl Zeiss AG (DE) is a research-scale scanning electron microscope (SEM) installed in Watkins Hall 231 at the Naval Postgraduate School (NPS). This instrument is vital to the mission of the Mechanical and Aerospace Engineering (MAE) department. The SEM is required for thesis and research work for most MAE students in the materials track. Additionally, all students taking courses in materials (MS2201, MS3202, MS3304, MS4312, and MS4601) require the SEM to conduct course-work. The SEM is the workhorse of the materials characterization labs of MAE having been operated for approximately 850 work-hours over the past year (04/20/18 – present).

Inclusive of the SEM, are two secondary electron detectors (SE2 and in-lens), a focused ion beam (FIB), a scanning transmission electron microscope (STEM) detector, and a LEO 1400 series electron backscatter detector (BSD). A service contract is required for these components. The SEM has additional attachments; an energy dispersive spectrometer (EDS) and an electron back-scatter detector (EBSD), which are covered by EDAX and are NOT included in this work statement.

Scope:

A service contract is required for the base tool which includes: the SE2 and in-lens detectors, electron beam column, and sample stage. Additionally, the service contract must cover maintenance of attachments: FIB, STEM detector, and the LEO 1400 BSD. The contractor shall inspect the equipment and make repairs as needed and shall be available throughout the contract period of performance to address all operational problems with hardware and software. As part of this requirement, the contractor must have full knowledge of the referenced equipment, must have all required technical manuals, and must be able to perform all work in compliance with the Original Equipment Manufacturers (OEM) technical specifications and in accordance with this performance based statement of work. All service engineers performing tasks on the SEM and attached accessories must be fully trained, qualified, and certified for work on this model of SEM. Service engineer and/or vendor must provide evidence of qualification before performance of tasks. All engineers must be fully equipped to address all the problems and seek help from other well-qualified personnel when needed.
