Statement of Requirements Department of Physics Naval Postgraduate School
1.0 Background/Introduction:
The Naval Postgraduate School (NPS) Physics Department has been furnished with a quantity of eight (8) 1 MJ capacitor modules to deliver the energy required to launch a projectile off a railgun, reaching speeds up to 2 km/s. The Electromagnetic Launcher has also been provided. The modules are used as a pulse forming network (PFN) that shape the pulse current flowing in the railgun during a few milliseconds. The Electromagnetic Launcher is instrumented with high speed, high resolution current and voltage sensors. These sensors will capture data before, during, and after a projectile is launched. As the projectile leaves the gun, a super-high speed camera captures a video.
Any copper wire into the pulse power system, the electromagnetic launcher, its instrumentation, and the imaging system requires being fiber isolated to prevent electrical shock to the operator and/or other building occupants. In particular, the control room should be electrically isolated from the pulse-forming network and the railgun instrumentation through fiber cables. Furthermore, fast data rates acquisition, in the MHz range, is required in order to capture all the events of undergoing in the launcher of a 2 km/s projectile. To accomplish this, seventeen (17) 14 Bit Analog/Digital Fiber Link Receiver, a 14 Bit Analog/Digital Converter, and specialized fiber optic cable links, are required.
We have integrated several National Instruments (NI) Data Acquisition units and designed the architecture to integrate several NI PXI’s systems that require fast high resolution acquisition fiber link systems (of the order of 50 mega-samples/second with 14 bit resolution) which can be operated by standalone 12 V batteries, in order maintain electrical isolation integrity. The expected data measured will also be on the order of +/- 5V.
2.0 Minimal Technical Requirements/Salient Characteristics:
*Analog/Digital Fiber Link receiver – (Receiver unit in the Fiber Link Pair) *Analog/Digital 850 nm Converter with universal Power Supply – (Transmitter unit in the Fiber Link Pair) *The Fiber Link Pair needs to be purchased together to function Purchasing a Transmitter/Receiver Pair is essential for the function of Fiber Optic Systems 50 Mega Samples/s 14 bit Resolution +/- 5V Analog Transmission DC-12.5 MHz - Signal Transmission 12 VDC operation
Patchcord 20 m ST/ST Simplex 62.5/125m Patchcord/Fiber Cable must match the connectors on the Fiber Link Pair Units
· The Terahertz Technologies Inc. units suggested use ST/ST connection.
Cable Length should be approximately 20 meters Fiber must match the mode type of the Fiber Link Pair Units
· The Terahertz Technologies Inc. units suggested are 850 nm multimode units.

FAR 52.204-7 – System for Award Management
(a) Definitions. As used in this provision— “System for Award Management (SAM) database” means the primary Government repository for contractor information required for the conduct of business with the Government.
“Commercial and Government Entity (CAGE) code” means—
(1) A code assigned by the Defense Logistics Information Service (DLIS) to identify a commercial or Government entity; or
(2) A code assigned by a member of the North Atlantic Treaty Organization that DLIS records and maintains in the CAGE master file. This type of code is known as an “NCAGE code.”
“Data Universal Numbering System (DUNS) number” means the 9-digit number assigned by Dun and Bradstreet, Inc. (D&B) to identify unique business entities.
“Data Universal Numbering System +4 (DUNS+4) number” means the DUNS number assigned by D&B plus a 4-character suffix that may be assigned by a business concern. (D&B has no affiliation with this 4-character suffix.) This 4-character suffix may be assigned at the discretion of the business concern to establish additional SAM records for identifying alternative Electronic Funds Transfer (EFT) accounts (see FAR 32.11) for the same parent concern.
“Registered in the System for Award Management (SAM) database” means that—
(1) The contractor has entered all mandatory information, including the DUNS number or the DUNS+4 number, and Contractor and Government Entity (CAGE) code into the SAM database; and
(2) The contractor has completed the Core Data, Assertions, Representations and Certifications, and Points of Contact sections of the registration in the SAM database;
(3) The Government has validated all mandatory data fields, to include validation of the Taxpayer Identification Number (TIN) with the Internal Revenue Service (IRS). The Contractor will be required to provide consent for TIN validation to the Government as part of the SAM registration process; and
(4) The Government has marked the record “Active.”
(b)
(1) By submission of an Offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
(2) The Offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation “Unique Entity Identifier” followed by the unique entity identifier that identifies the Offeror’s name and address exactly as stated in the offer. The Offeror also shall enter its EFT indicator, if applicable. The unique entity identifier will be used by the Contracting Officer to verify that the Offeror is registered in the SAM database.
(c) If the Offeror does not have a unique entity identifier, it should contact the entity designated at www.sam.gov for establishment of the unique entity identifier directly to obtain one. The Offeror should be prepared to provide the following information:
(1) Company legal business name.
(2) Tradestyle, doing business, or other name by which your entity is commonly recognized.
(3) Company physical street address, city, state and Zip Code.
(4) Company mailing address, city, state and Zip Code (if separate from physical).
(5) Company telephone number.
(6) Date the company was started.
(7) Number of employees at your location.
(8) Chief executive officer/key manager.
(9) Line of business (industry).
(10) Company Headquarters name and address (reporting relationship within your entity).
(d) If the Offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror.
(e) Processing time, which normally takes 48 hours, should be taken into consideration when registering. Offerors who are not registered should consider applying for registration immediately upon receipt of this solicitation.
(f) Offerors may obtain information on registration at https://www.acquisition.gov (End of Clause) 52.247-34 -- F.o.b. – Destination (Nov 1991)
(a) The term “f.o.b. destination,” as used in this clause, means --
(1) Free of expense to the Government, on board the carrier’s conveyance, at a specified delivery point where the consignee’s facility (plant, warehouse, store, lot, or other location to which shipment can be made) is located; and
(2) Supplies shall be delivered to the destination consignee’s wharf (if destination is a port city and supplies are for export), warehouse unloading platform, or receiving dock, at the expense of the Contractor. The Government shall not be liable for any delivery, storage, demurrage, accessorial, or other charges involved before the actual delivery (or “constructive placement” as defined in carrier tariffs) of the supplies to the destination, unless such charges are caused by an act or order of the Government acting in its contractual capacity. If rail carrier is used, supplies shall be delivered to the specified unloading platform of the consignee. If motor carrier (including “piggyback”) is used, supplies shall be delivered to truck tailgate at the unloading platform of the consignee, except when the supplies delivered meet the requirements of Item 568 of the National Motor Freight Classification for “heavy or bulky freight.” When supplies meeting the requirements of the referenced Item 568 are delivered, unloading (including movement to the tailgate) shall be performed by the consignee, with assistance from the truck driver, if requested. If the contractor uses rail carrier or freight forwarded for less than carload shipments, the contractor shall ensure that the carrier will furnish tailgate delivery, when required, if transfer to truck is required to complete delivery to consignee.
(b) The Contractor shall -- (1)
