REQUEST FOR QUOTE N62271-18-Q-1159
This COMBINED SYNOPSIS/SOLICITATION is prepared in accordance with the format in FAR 13 and supplemented with additional information included in this notice. This RFQ intends to result in a Firm Fixed Price (FFP) Purchase Order.
Solicitation is issued as a request for quotation (RFQ).
The Modeling, Virtual Environments and Simulation (MOVES) Institute at the Naval Postgraduate School has a Sole Source requirement, to be provided by Web3D Consortium Inc., for an annual membership to Web3D Consortium for one base year plus four option years. The award will be evaluated on a Lowest Price Technically Acceptable (LPTA) basis. The NAICS associated with this purchase is 541511, business standard $27.5M.
Sole Source Requirement: The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under FAR Part 6.303-2. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
While discussions are not anticipated, the Government reserves the right to do so.
EVALUATION:
Procedures in FAR 13.106 are applicable to this procurement. While price will be a significant factor in the evaluation of offers, the final contract award will be based on a combination of factors. A combination of price and Minimal Technical Requirements/Salient Characteristics as in the above Statement of Requirements, delivery date, a determination of responsibility, on a technically acceptable lowest price basis.
System for Award Management (SAM). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/.
INSTRUCTIONS FOR SUBMISSION OF QUOTATION:
The technical quote shall be submitted no later than 1:00 PM PST on 07/10/2018 and shall be valid for 30 days.

Contractor’s proposal shall be valid for thirty (30) days and include Volume 1, and 2. Each document should contain the following language on every page: SOURCE SELECTION SENSITIVE - SEE FAR PART 2.101 AND 3.104, preferably submitted combined in one PDF file, not to exceed 20 pages and 2MB).
Volume I - Technical Submission
· Volume 1 shall include the offeror’s name, CAGE code, DUNS number and business size
· Technical proposal to include delivery time and product specifications in accordance with the minimum technical requirements specified in the Statement of Requirements
· Submitted in MS Word and / or Excel or PDF format. No more than 20 pages total.
· Each page labeled with Contractor’s name and pages numbered in the following format: page ___ of ___.
Volume II – Price Submission - vendors shall provide a proposed schedule of supplies with associated prices at a firm-fixed price in accordance with the CLIN table provided below. Detailed price quote shall break out the cost of all equipment and shipping (if not included).
Contractors are encouraged to include any Federal and/or Educational discounts
Include all warranty information, terms and conditions and anticipated lead time and delivery date. Quoted items must include all power sources and note items needed to operate the equipment.

Statement of Requirements NPS Membership Renewal, Non-Profit Web3D Consortium Modeling, Virtual Environments and Simulation (MOVES) Institute Naval Postgraduate School
1.0 Background/Introduction:
The Naval Postgraduate School (NPS) has been a Directing member in the Web3D Consortium, and its predecessor, the Virtual Reality Modeling Language (VRML) Consortium, since its original founding in 1997. Organization/Directing membership allows NPS the opportunity to engage in direct influence of Web-based 3D content development. As demonstrated by multiple projects over many years, such participation which provides direct benefits for Department of Defense (DoD) interests.
NPS has extensive experience in construction and integration of three-dimensional (3D) models using Web3D Consortium-produced Extensible 3D (X3D) Graphics International Standard for a variety of technical and tactical applications. Based on prior participation and experience, we are in a prime position to reach out and strategically guide Web-based 3D content development now and in the future. Specific projects with Navy/USMC applicability include the X3D Model Exchange for 3D Printing (https://modelexchange.nps.edu) and NAVFAC’s NMCI-based SPIDERS3D Virtual Environment. Another large 3D modeling database for DoD use, authored in X3D from NPS students, is found in the Scenario Authoring and Visualization for Advanced Graphical Environments (SAVAGE) archive (http://web.nps.navy.mil/~brutzman/Savage).
NPS has enjoyed participating in standardization of Web-based 3D graphics languages such as the VRML and X3D. NPS was a prime mover, participating through the Web3D Consortium, in making X3D an International Standardization Organization / International Electrotechnical Committee (ISO/IEC 19775) standard, in August 2004, for 3D graphical content rendering on the World Wide Web (WWW). The Web3D Consortium is the only Web-based 3D graphics standardization organization that provides us this opportunity. Continued membership will further extend ongoing NPS and partner efforts.
2.0 Minimal Technical Requirements/Salient Characteristics:
NPS will be granted the following in accordance with approved Consortium by-laws, policies and procedures:
· Participation in working groups that apply technology to produce new versions of international specifications. Participation is for all NPS personnel and includes meetings, teleconferences and mailing lists.
· Participation in Board of Directors (BoD) in a technical, non-fiduciary role to observe and influence strategic activities of mutual benefit.
· Access to other members, gaining direct knowledge of industry “best practices” and goals which may help steer NPS education and research along directions of greatest potential value to Department of Navy and Department of Defense.
· Liaison with other standards organizations, which is essential to our goal of establishing shared Web-standards strategies for information presentation.
· Archival access for long-term version-control publication of models and data.
· Vote in Consortium Ballots on specification adoption.
· Enhanced outreach benefits including dissemination of research projects, speaking opportunities, and seminar participation.
This current contract is for one year of membership, plus 4 optional membership years to follow. Options will be executed if funding is available.

52.217-9 -- OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 3 years.

Authorized Changes Only by Contracting Officer - The Contractor shall not comply with any order, direction or request of Government personnel unless it is issued in writing and signed by the Contracting Officer, or is pursuant to specific authority otherwise included as part of this contract. Except as specified herein, no order, statement, or conduct of Government personnel who visit the contractor’s facilities or in any other manner communicates with Contractor personnel during the performance of this contract shall constitute a change under the Changes clause in Section I. In the event the Contractor effects any change at the direction of any person other the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in cost incurred as a result thereof. PAPERLESS CONTRACTING All contractual documents (I.E. contracts, purchase orders, task orders, delivery orders, and modifications) related to the instant procurement are considered to be “issued” by the Government when copies are either deposited in the mail, transmitted by facsimile, or sent by other electronic commerce methods, such as e mail. The Government’s acceptance of the contractor’s proposal constitutes bilateral agreement to “issue” contractual documents as detailed herein.
