Performance Based Statement of Work Graduate School of Business & Public Policy

Graduate School of Engineering & Applied Sciences Naval Postgraduate School

1.0 Background/Introduction: At the Naval Postgraduate School (NPS) certain courses have dual accreditation or accompanying Defense Acquisition University (DAU) certifications. NPS courses that meet the learning objectives of one or more DAU courses are called "equivalent products" or "equivalents”. The certification of a course, gives credit for DAU learning objectives to students at the same time they attend an NPS course. These certifications are validated by an objective third party who reviews NPS course materials and makes recommendations for certification to DAU. The reviews provided by the third party organization are required by DAU Directive 708 in order to maintain DAU certification. The DAU certification is critical to the Military Officers whom attend NPS and is required by the Defense Acquisition Workforce Improvement Act (DAWIA) and the respective DoD services. The DAU certification is also crucial to the NPS mission in providing advanced education to increase the combat effectiveness of commissioned officers and enhancing the security of the United States.

2.0 Scope: NPS seeks a qualified third party review organization to perform equivalency reviews on the NPS courses identified below. Courses will be treated as individual contract line items as each course will incur its own individual cost. The cost associated with each option course will be equal to the cost of the review of an identified course.

3.0 Tasks: The contractor shall conduct DAU equivalency reviews and report to DAU on the following NPS courses:

Base Tasks:

3.1 ACQ 160 Program Protection Planning Awareness: Description: This course emphasizes the principles and policies of system security engineering. Program protection planning requires each acquisition’s integrated product team to prevent, detect, and respond to program protection challenges.

3.2 PMT 252 Program Management Tools Course, Part I: Description: Program Management Tools provides application skills needed in a program office as an integrated product team lead. It is a follow-on course to Level II Systems Acquisition courses and is designed to enhance journeyman-level skills.

3.3 ENG 201 Applied Systems Engineering in Defense Acquisition, Part I: Description: This distance-learning course provides an understanding of how DoD’s systems engineering technical and technical management processes can be applied to a notional system within the context of the acquisition life cycle.

The course content provides the student with information on the scope and role of systems engineering, its major inputs and outputs, timing of technical baselines, the role of technical reviews, important design considerations, and other related areas.

Option Tasks: Most likely the following 4 large courses

3.4 ACQ 315 Understanding Industry (Business Acumen): Description: Course covers a wide range of business acumen competencies including industry orientation, organization, cost and financial planning, business strategy/development, supplier management, incentives, and negotiating strategies. Business skills will be learned on aligning company strategies, finances, and operations that motivate company decisions to meet their business goals, gain fair and reasonable profits, while providing best taxpayer value to the government on defense products.

3.5 PMT 355 Program Management Office Course, Part A: Description: This course builds on the foundational and intermediate systems acquisition courses as well as the program management tools course. By focusing on the knowledge and skill requirements of upper mid-level and more senior leadership positions in a program office, the student’s analysis, synthesis, and evaluative skills are exercised to help these become more effective when occupying these leadership positions in a program office.

3.6 PMT 360 Program Management Office Course, Part B: Description: Expanding on Part A, this course continues to reinforce the student’s knowledge and hone their analysis, synthesis, and evaluative skills through the use of individual examinations, case studies and team exercises. Students completing this course are expected to be effective leaders in program offices at the upper mid and senior level positions while serving in program management positions.

3.7 BCF 110 Fundamentals of Business Financial Management: Description: This course provides fundamental knowledge, training, and skills necessary to create a uniform understanding of the Department’s strategy, approach and methodology to financial management for acquisition professionals.

It delivers an immersive and engaging learning experience with a broad overview of the Department’s Planning, Programming, Budging, and Execution (PPBE) process from a financial manager/program office perspective. Participants will gain a wider understanding of how our Nations National Security Strategy drives the Department PPBE process and how the program office, the Office of the Secretary of Defense, the Office of Management and Budget, and Congress participates within this process.
