STATEMENT OF WORK
Global Information Network Architecture (GINA) Information Technology (IT) Support
Naval Postgraduate School Distributed Information Systems Experimentation (DISE) Research Group
Program for Information Exchange (P4IE)
1. BACKGROUND
The Naval Postgraduate School (NPS) is performing research in the domain of information science.
Specifically, the NPS seeks to improve the ability for government agencies to share information in a secure and efficient manner. An innovative system for information exchange, called Global Information Network Architecture (GINA) is a major part of this research. In addition, student instruction, focused on information sharing, is provided by NPS faculty. This research and instruction is being conducted at the Program for Information Exchange (P4IE), within the Distributed Information Systems Experimentation (DISE) Research Group, within the Information Sciences (IS) Department. GINA research is also underway at the Common Operational Research Environment (CORE) lab.
2. SCOPE
In support of this GINA research, and to enable NPS faculty to focus on pure research and student instruction, it has become necessary to contract out a portion of the Information Technology (IT) support. This IT support entails the development of Systems of Systems (SoS) using GINA, (including various interfaces to GINA,) student training in GINA techniques and procedures, demonstration support, license fees, and system installation support.
3. TASKS
3.1. Lighthouse Sensitive Site Exploitation (SSE)
Project Description: "Lighthouse SSE" is a smart device application that allows government employees conducting SSE on-site to digitally catalog and link sensitive material and people to one another and /or to a geo-reference for future analytical use. The data gathered is properly structured and formatted so that government intelligence entities can immediately use data at all classifications and all analytical software already in use by the government.
Lighthouse SSE establishes a digitally structured method for the military to catalog SSE data near real-time (on the objective), which currently does not exist.
The Lighthouse SSE application will uniformly aid all military operators who conduct SSE on the objective and be useable by other non-military government agencies further bridging the information-sharing gap.
The goal of this task is the integration of data collected using ATAK that is updating an SQLite database incorporating SpatiaLite features. The most important objective is capturing the data and aggregating it with other instances. Existing GINA functionality should be used to export data in XML suitable for Carnegie Mellon’s ORA SNA tool. Additional required capabilities are the generation of Comma-Separated Values (CSV) and Extensible Markup Language (XML) that are suitable for exercises. Asymmetric Threat Response Analysis Program (ATRAP) integration is also required.
3.1.1. Integrating SSE
3.1.1.1. Data Exports
3.1.1.1.1. Aggregate SpatiaLite Generation: Export data from the aggregated database back into SpatiaLite-enabled SQLite databases.
3.1.1.1.2. CSV Export: Generate a CSV file that can be loaded into systems like Palantir & ORA.
3.1.1.1.3. ATRAP Load: Load the data as references into ATRAP.
3.1.2. Software Setup and Demonstration
3.1.2.1. Configure software, such that the GINA-enabled ATAK data feed into ORA is operational.
3.1.2.2. Demonstrate operational system to CORE lab personnel.
3.2. Massive Multiplayer Online Wargame Leveraging the Internet (MMOWGLI)
Project Description: MMOWGLI is a message-based game to encourage innovative thinking by many people, connected via the Web. It has been used to study a number of topics, such as how the Navy can prepare for the future of energy, starting in 2021 and beyond.
The goal of MMOWGLI is to expand engagement in military and non-military strategy development for complex geopolitical problems. The platform is designed to support large numbers of distributed global players working together on idea generation and action planning, with an eye towards surfacing innovative outlier strategies.
The use of MMOWGLI is increasing to the point that it has become necessary to gain better understanding about the locations of the participants. Using tables of incoming Internet Protocol (IP) addresses, it is possible to map general locations of MMOWGLI participants on a Graphical Information System (GIS) display. GINA provides this capability.

3.3. Secure Internet Protocol Router Network (SIPRNet) Integration
Project Description: Understanding the impact of the power of GINA to aggregate and make sense of large data sets must include a test over the SIPRNet. To accomplish this research, it will be necessary to install and configure a GINA server in the Systems Technology Battle Lab (STBL) at NPS.
3.3.1. Provide tier-3 help desk support to the NPS Information Technology Assistance Center (ITACS) during ITACS installation of GINA Server
3.3.2. Provide tier-3 help desk support to ITACS with configuration of GINA Server, including the installation of GINA software.
3.4. Systems Engineering (SE) Support
Coursework in the SE/IT aspects of Information Exchange and Big Data are underway at NPS. Contractor support of this instruction is necessary until a proper corpus of knowledge and capabilities has been built within the NPS faculty.
3.4.1. Contractor will provide tier-3 help desk support to students working on GINA enabled thesis projects.
3.4.2. Provide NPS professors with training in all aspects of GINA.
3.5. Coastal Trident Field Experimentation Exercise, June 2014 The Coastal Trident (CT) Field Experimentation Exercise Series is a multi-phased and cyclical effort that has reinforced cooperation and coordination between local, state, and federal response agencies and port stakeholders through various activities. CT is hosted by the Center for Asymmetrical Warfare (CAW), which is an NPS center.
In 2014, P4IE will coordinate an interagency drug interdiction exercise from the Federal Government.
GINA will be the center point of technology integration, enabling agencies at all levels to communicate effectively, through a GINA-Enabled System of Systems (SoS). CT 2014 will be a one-week exercise in the Port Hueneme area.

3.6. GINA Training Class
New personnel within the P4IE require training in operation of GINA. This is a 3-day class that builds familiarity with GINA and its concepts, provides instruction on how to build information models, and provides a practical application exercise. At the end of the class, students will be able to build an operational GINA model without assistance. Class size will be limited to 10 students. Dates will be determined after contract award, but will occur within PoP. Class will be delivered on the NPS campus.

3.7. Ft Bragg Force Protection Test Site, November 2013
Ft Bragg is a large United States Army installation, located in Cumberland, Hoke, Harnett and Moore counties, North Carolina. It covers over 251 square miles, and is the home of the US Army airborne forces and Special Forces, as well as U.S. Army Forces Command and U.S. Army Reserve Command.
Ft Bragg is the government chosen site for a test implementation of GINA as a sensor integrator for Force Protection (FP) sensors. In this test, two dozen analog camera systems have been integrated digitally, through GINA. The contractor will provide onsite tier-3 help desk support during the installation and testing phase.

3.8. Collaborative Emergency Operations for Navy Installations The Emergency Operations Center (EOC) at Naval Support Activity (NSA), Monterey, California is encumbered with seven different IT interfaces from various emergency operations authorities. P4IE is using NSA Monterey EOC as a test case for Collaborative Emergency Operations enabled by GINA. The contractor will design, implement and demonstrate an integrated SoS for NSA EOC.

6. SECURITY CLASSIFICATION REQUIRED

7. TRAVEL
7.1. There will be four (4) trips required to support Coastal Trident 2014.
- Two trips are for coordination of GINA technology integration (to be attended by one contractor representative each), and
- Two trips are for the actual CT exercise (to be attended by a network architect and a technician).
7.2 There will be two (2) trips required to support Ft Bragg Force Protection Test.
- Two trips are required (to be attended by two contractor employees)
8. GOVERNMENT FURNISHED EQUIPMENT
8.1. The government will supply a server for tasks 4.3.1 and 4.3.2. All other equipment and materials are to be provided by contractor.

12. NON-PERSONAL SERVICES
12.1 Contractor employees performing services under this order will be controlled, directed, and supervised at all times by management personnel of the contractor. Contractor management will insure that employees properly comply with the performance work standards outlined in the SOW. Contractor employees will perform their duties independent of, and without the supervision of, any Government official or other Defense Contractor. The tasks, duties, and responsibilities set forth in the task order may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the United States Government, overseeing the work of Federal employees, or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR). The Government will control access to the facility and will perform the inspection and acceptance of the completed work.
13. CONTRACTOR IDENTIFICATION
13.1 In accordance with DFAR 211.106, there shall be a clear distinction between Government employees and service contractor employees. Service contractor employees shall identify themselves as contractor personnel by introducing themselves or being introduced as contractor personnel and displaying distinguishing badges or other visible identification for meetings with Government personnel. In addition, contractor personnel shall appropriately identify themselves as contractor employees in telephone conversations and in formal and informal written correspondence.

(a) Invoices for goods received or services rendered under this contract shall be submitted electronically through Wide Area Work Flow -- Receipt and Acceptance (WAWF):

(3) Select the invoice type within WAWF as specified below. Back up documentation (such as timesheets, receiving reports etc.) can be included and attached to the invoice in WAWF. Attachments created in any Microsoft Office product are attachable to the invoice in WAWF. Total limit for each file is not to exceed 2MB. Multiple attachments are allowed.

(c) Contractors approved by DCAA for direct billing will not process vouchers through DCAA, but may submit directly to DFAS. Vendors MUST still provide a copy of the invoice and any applicable documentation that supports payment to the Acceptor/Contracting Officer's Representative (COR) if applicable. Additionally, a copy of the invoice(s) and attachment(s) at time of submission in WAWF must also be provided to each point of contact identified in section
(d) of this clause by email. If the invoice and/or receiving report are delivered in the email as an attachment it must be provided as a .PDF, Microsoft Office product or other mutually agreed upon form between the Contracting Officer and vendor.
