COMBINED SOURCES SOUGHT AND NOTICE OF INTENT TO SOLE SOURCE
FOR
COMBINED ARMS VIRTUAL ENVIRONMENT TRAINER (CAVE)
UPGRADE
INTRODUCTION: The Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, FL intends to sole source the effort to restore non-mission-capable Portable Lightweight Designator/Rangefinder (PLDR) and Common Laser Range Finder - Integrated Capability (CLRF-IC) targeting assets to a fully operational, calibrated, and deployable status to Battlespace Simulations LLC (BSI) (CAGE code 4KC80) of Lakewood Ranch, FL under the authority of 10 USC 2304 (c) (1) as implemented by FAR 6.302-1. BSI is the developer of the specialized software and custom firmware plug-in configurations integrated into these tactical units, and possesses the exclusive proprietary source code, technical data rights, and certified optical calibration chambers required to align the optics and certify that the lasers meet original MIL-SPEC eye-safe parameters. The Government does not have and cannot provide data rights to any software components that would be necessary to perform this upgrade.
In order to comply with PGI 206.302-1, the Government is seeking information on the availability of potential comparable sources to upgrade the existing CAVE training systems capability located at Expeditionary Warfare Training Group, Pacific (EWTGPAC), Naval Amphibious Base (NAB) Coronado in San Diego, California (CA).
BSI is the only responsible source capable of satisfying this requirement because they hold the proprietary technical data, software rights, and specialized calibration tooling necessary to return these military-unique targeting systems to a mission-capable state. The updated hardware components utilized during the refurbishment process require a proprietary software firmware plug-in developed exclusively by BSI.
Only BSI's engineering team possesses the proprietary source code and technical data rights to configure, install, and test this software on the PLDR and CLRF-IC systems. No other vendor can provide or support this critical interface software.
ANTICIPATED SCOPE OF EFFORT: The preponderance of this effort consists of execution of a full refurbishment of the PLDR unit, replacement of the internal display mechanism and to conduct baseline operational testing on the CLRF-IC. If post-replacement testing indicates that the unit is still not fully operational, conduct a full refurbishment to restore complete system functionality.
PLACE OF PERFORMANCE: The preponderance of the effort can be completed at the contractor’s facility with installation, integration and final testing to be conducted at the trainer sites. The anticipated allocation of work among the places of performance is:
Location % On-Site Government % On-Site Contractor
EWTGPAC 20 80
PROGRAM BACKGROUND: NAWCTSD is designated as the training system acquisition agent for PMS-339 to contract for the task to accomplish this Baseline update on training device(s). Historically, similar efforts have been negotiated and awarded under a sole source basis to BSI in order to accomplish the last trainer baseline updates of the CAVE Trainers under contracts N6134025P0046 and N6134026P0005.
All work under the contract is estimated to be completed 60 days from the date of award which is anticipated in September 2026.
RESPONSE REQUIREMENTS: Responses by interested parties shall be written and should provide documentation on their firm’s capabilities, experience in similar updates, schedule, and cost/rough order of magnitude (ROM) to meet the requirements that demonstrate the ability to fulfill the trainer enhancements and tasks presented in this Combined Sources Sought and Notice of Intent to Sole Source.
EXPERIENCE: BSI is the only responsible source capable of satisfying this requirement because they hold the proprietary technical data, software rights, and specialized calibration tooling necessary to return these military-unique targeting systems to a mission-capable state.
Proprietary Software Integration: The updated hardware components utilized during the refurbishment process require a proprietary software firmware plug-in developed exclusively by BSI. Only BSI's engineering team possesses the proprietary source code and technical data rights to configure, install, and test this software on the PLDR and CLRF-IC systems. No other vendor can provide or support this critical interface software.
CAPABILITIES: Interested parties should provide a brief company introduction and details on the company/organization, including any potential teaming arrangements. Include information on program management, systems engineering, requirements management, risks, and software development plans and processes. Discuss any customary business practices that might affect the firm’s fulfillment of the requirement or its relationship with the Navy customer. Please provide documentation that demonstrates your legal and technical ability to perform the needed upgrade using similar work and relevant experience. Specifically address ability as it relates to obtaining the proprietary source code and technical data rights necessary to perform the integration.
SCHEDULE: The Government anticipates the effort to require first delivery to be completed NLT 60 days after contract award. Companies should provide comments as to their likelihood of satisfying the requirements stated above.
SMALL BUSINESS PARTICIPATION: Responses from large corporations will discuss any potential participation by small, HUBZone, small disadvantaged, or woman owned small business concerns.
SIZE STATUS: The applicable NAICS code for this requirement is 811210 (Electronic and Precision Equipment Repair and Maintenance), size standard of $34,000,000. The Product Service Code is 6910
(Training Aids). Companies must identify their size status, the results of which will be utilized as guidance to determine any potential set-aside basis.
SUBMISSION DETAILS: Interested businesses shall submit responses and all written questions by email to Tina Ruscito at christina.r.ruscito.civ@us.navy.mil and Hannah Garner at hannah.p.garner.civ@us.navy.mil. No phone or email solicitations with regards to the status of any subsequent RFP will be accepted prior to its release.
One electronically submitted response shall be received no later than 4:30pm (EST) on 15 September 2026 and reference: FOR COMBINED ARMS VIRTUAL ENVIRONMENT TRAINER (CAVE) – Combined Sources Sought and Notice of Intent to Sole Source.
