Amendment 0001 to RFP N6134026R1014 – FTSS V Maritime COMS Task Order
This is Amendment 1 to a Request for Proposals issued by the Naval Air Warfare Center Training Systems Division (NAWC TSD) on September 17, 2026, with an effective date of October 15, 2026. The amendment updates Section L (Instructions, Conditions & Notices to Offerors), Section M (Evaluation Factors for Award), and Section J (List of Attachments) in accordance with final RFP questions and answers. Key changes include revisions to electronic proposal format requirements, proposal content and volume specifications, staffing chart submissions (Attachment L-2), price evaluation worksheets (Attachment L-8), and performance work statement attachments for two maritime Communications (COMS) sites at NAS Jacksonville and NAS Whidbey Island. The amendment also incorporates updated Collective Bargaining Agreements for NAS Jacksonville (P-3 2026, effective October 1, 2026 through September 30, 2030), pre-solicitation conference materials, and final solicitation questions and answers.
Proposals must be submitted electronically via the Procurement Integrated Enterprise Environment (PIEE) system and are limited to 15 pages for the Technical Volume (excluding title page, table of contents, and required staffing charts). The proposal must address COMS staffing approach, including analysis of maintenance requirements at each site, proposed shift structure, and technician experience/skill mix. The Price Volume requires completion of Attachment L-8 (Price Evaluation Worksheet) and Attachment L-6 (Staffing/Price Correlation Worksheet) with prices in compliance with Service Contract Labor Standards wage determinations and collective bargaining agreements. Large business offerors must demonstrate 8.0% small business participation (exclusive of the FAR 52.217-8 option to extend services). Evaluation criteria include Technical (Staffing Approach—significantly more important), Price, and Small Business Participation (Acceptable/Unacceptable basis required for award eligibility). The prime contractor must hold or obtain a Top-Secret Facility Clearance by December 15, 2026, and maintain current CMMC Level 1 annual self-assessment certification. Proposals require a minimum 210-calendar-day acceptance period and must acknowledge this amendment prior to the deadline.

Section L - Instructions, Conditions, & Notices to Offerors or Quoters
Miscellaneous text in this section has been modified to:
SECTION L
Section L - Instructions, Conditions and Notices to Bidders
PART A: GENERAL INSTRUCTIONS
1.0 GENERAL
The instructions and procedures in this solicitation supersede those in NAVAIR clause 5252.216-9535 of the MAC. Section L contains instructions on how to prepare and submit proposals in response to this solicitation. Nonconformance with these instructions may result in an unfavorable proposal evaluation and elimination from consideration.
The offeror has the burden to submit a proposal that clearly and convincingly demonstrates that the offeror has an accurate understanding of the requirements, the associated risks, and otherwise sufficiently addresses all aspects of the solicitation. The offeror must clearly and convincingly reveal that the offeror's proposed approach is viable for the evaluated requirements.
It is the offeror's responsibility to draft a logical, unambiguous proposal that contains all pertinent information in sufficient detail so that Government evaluators are able to meaningfully evaluate the Offeror's proposed approach and price. Each FTSS Task Order procurement stands alone, and an action, or actions, taken under a prior procurement is not necessarily relevant to the reasonableness of the action taken under the present procurement since requirements vary between Task Orders as well as previous Task Order.
An offeror's proposal must clearly and convincingly demonstrate that the offeror has an accurate understanding of the requirements, the associated risks, and otherwise sufficiently addresses all aspects of the solicitation. An offeror's proposal must clearly and convincingly demonstrate that the offeror's proposed approach is viable for the evaluated requirements. Evaluators are not required to, nor will they, piece together general statements and disparate parts of an Offeror's proposal to determine the Offeror's intent. It is the offeror's responsibility to submit a proposal that enables government evaluators to effectively evaluate and substantiate the validity of any assertions set forth in the offeror's proposal. Assume the government has no prior knowledge of an offeror's facilities and experience. Accordingly, do not simply rephrase or restate the government's requirements.
Statements that the offeror will provide a particular feature, objective, or outcome without explaining how the offeror proposes to meet that feature, objective, or outcome are generally inadequate and may adversely impact the government's assessment of the offeror. Statements that use past performance as the basis for an Offeror's technical approach are also generally inadequate. Also inadequate are the following types of statements:
unsupported statements that the offeror allegedly understands the requirements and risks;
unsupported statements that the offeror allegedly can or will comply with requirements;
unsupported statements that merely paraphrase the requirements;
undefined or unexplained statements such as "best commercial practices will be used";
undefined or unexplained statements such as "standard procedures will be used";
and undefined or unexplained statements such as "well-known techniques will be employed."
Alternate proposals are not acceptable. In addition, taking exception or deviating from any term or condition of the RFP may make an offer unacceptable, and the proposal unawardable, unless the RFP expressly authorizes such an exception or deviation with regard to that specific term or condition.
There is no need to repeat information in the same volume or in more than one volume. If an overlap exists, the detailed information should be included in the most logical place and summarized and referenced in other areas. With the exception of the Price Volume, no cost or pricing information should appear in any volume.
Offerors are instructed to not provide a list, call-out boxes, margin text or otherwise self-identify areas or features of its proposal that it feels is a positive attribute.
2.0 ELECTRONIC PROPOSAL FORMAT
This section is intended to provide information to the offerors on the electronic format and application software to be used for submitting proposals.
Do not submit hardcopy proposals for this solicitation. Use of the software and procedures described in this section will reduce the amount of time and effort needed to receive and upload proposals and will ensure the proposals received are suitable for reading electronically during evaluation.
Proposals must be formatted using a Times New Roman 12 pt Normal font (no reduction permitted), single-spaced with 1-inch margins all around, and formatted for standard 8.5 x 11 inch paper. All pages should be numbered with section and page numbers. Graphs and tables shall be presented in no smaller than a 10 pt font and should contain a grid, which allows values to be read directly from the graph. Graphs and Tables that fit on an 8.5" X 14" or "11" X 17" printed page will be counted as one page. Government issued "L-X" Attachments are acceptable in the format that they were provided. Drawing may be of any size and will count as one page. Graphic resolution, including such data as tables or charts, should be consistent with the purpose of the data presented.
All proposal documents must adhere to the following formatting and compatibility requirements. Submit documents in Microsoft Office 2016 and later (Microsoft Word or Excel only) and/or Adobe Acrobat Reader Portable Document Format (.pdf). Ensure all files, including graphics, are fully searchable, and provide searchable text wherever possible. While we understand some graphics may not be fully searchable within Microsoft Office 2016 and later, graphic resolution, including tables and charts, should be appropriate for the data's purpose and easily readable. If full graphic searchability cannot be achieved within the Microsoft Office 2016 and later version of the Technical Volume, you may submit a supplemental .pdf version of that specific volume." If an Offeror elects to submit the Technical Volume in both Microsoft Word 2016 or later and in Adobe Acrobat Reader Portable Document Format (.pdf), the Microsoft Word document is the Master document and will take precedence, in the event there are any discrepancies between the Word and PDF submissions. The Government will only evaluate the page count in the required Microsoft Word 2016 and later format.
The offeror is responsible for ensuring electronic proposals are virus free and shall run an anti-virus scan before submission. In order to reduce file sizes, the offeror shall not embed sound or video (e.g., MPEG) files within the proposal submission. The offeror is encouraged to simplify the color palette used in creating figures; and minimize size of graphics files; and avoid scanned images.
3.0 PROPOSAL CONTENT AND VOLUMES
All volumes of the proposal shall be received electronically via the Solicitation Module in PIEE prior to the closing date/time stated in this solicitation. All proposals must be CONTROLLED UNCLASSIFIED INFORMATION (CUI), and each document shall be marked as such. Each volume of the proposal shall be submitted as one electronic folder labeled as specified in the table below.
Page limitations for each volume are specified in the table below. Proposal pages beyond the specified limit will not be evaluated. Title/cover pages, table of contents, and list of figures/tables do not count towards the page limit.
Each volume shall contain the following information:
Cover and title page Title of proposal and proposal number as applicable Offeror's name, address, POC name, phone number, and email address RFP number Proposal volume Table of Contents (The table of contents must provide sufficient detail to enable easy location of important elements)
Volume Number Volume Title Page Limit Copies Required
1 TECHNICAL 15 pages* 1 Original
2 PRICE None** 1 Original
3 SMALL BUSINESS PARTICIPATION None 1 Original
* Volume 1, Technical MUST be submitted in Microsoft Office 2016 and later and/or Adobe Acrobat Reader Portable Document Format (.pdf). The fifteen-page limit does not include the proposal's title page, table-of-contents, any glossary/acronym pages, or required Attachment L-2 COMS Staffing Charts.
Note: An offeror may include a PWS compliance (cross-reference) matrix in its proposal, if desired. If submitted, the cross-reference matrix will not be included in the page count. If submitted, the matrix would solely be used by evaluators as a reference tool in order to facilitate review of the proposal. Because of this, an offeror should NOT include any substantive content it intends to be evaluated within its matrix. Any such content will NOT be considered in the government's evaluation.
** "None" indicates that detailed cost data within the Price Volume is not desired or intended, e.g. there is not a need for Offerors to submit cost build-up of the Offeror's pricing inputs into Attachment L-8. Rather, the offeror is encouraged to present as short and concise a Price Volume as is reasonable for the offeror to effectively convey all relevant Price data to enable the government to accomplish its evaluation.
4.0 ELECTRONIC PROPOSAL SUBMISSION:
All volumes of the proposal shall be submitted electronically through the Solicitation Module of the Procurement Integrated Enterprise Environment (PIEE) at https://piee.eb.mil. No other submission method, such as mail, hand-carried, or other electronic system (e.g., DOD SAFE) are authorized by the solicitation unless specifically authorized by the Contracting Officer pursuant to paragraph 4.1 below. For instructions on how to post an offer, please refer to the Posting Offer demo: https://pieetraining.eb.mil/wbt/sol/Posting_Offer.pdf or https://pieetraining.eb.mil/wbt/sol/Posting_Offer.html.
Offerors shall submit all proposal documents against Solicitation Number N6134026R1014 in the PIEE Solicitation Module. If a proposal is not submitted in the PIEE Solicitation Module against this Solicitation Number, then the submission will not be considered as having been submitted in response to this Solicitation. For example, any proposals that are submitted under the PIEE Solicitation Module's "Unsolicited Proposal" section are not considered to have been submitted in response to this Solicitation Number. Additionally, if a proposal is inadvertently submitted against a different Solicitation Number in the PIEE Solicitation Module, then that proposal will not be considered as a response to this Solicitation. Similarly, if a portion of a proposal is incorrectly submitted (such as in the wrong PIEE module, the PIEE Solicitation Module "Unsolicited Proposal" section or under another solicitation number), then the incorrectly submitted portion of the proposal will not be considered as having been submitted in response to this Solicitation and will therefore not be evaluated by the government.
It is the Offeror's responsibility to follow the registration instructions found on the PIEE website. It is advised that all potential prime Offerors and their subcontractors ensure the proper company points of contact are registered in the site based on their CAGE codes and have the proper roles assigned well in advance of the solicitation closing date. Subcontractors are only required to register in PIEE if they want to submit their proprietary proposal information separate from the prime offer. Documents submitted by the subcontractor directly to the Government must have the prime contractor's name, CAGE, and RFP number on the first page of the document.
It is also the Offeror's responsibility to confirm receipt of proposals and all electronic communications. Screen shots of the submission should also be taken to validate a submission was accepted in the PIEE system against this solicitation. As described above, the Government will not search for incorrectly submitted proposals in PIEE.
The submission date for all Volumes shall be no later than the date and time specified in Block 9 of the SF 33 of the RFP. Offerors are on notice that the PIEE system will determine a proposal as late, or untimely, if the submission is not fully submitted prior to the time specified in Block 9 of the SF
33. For example, if the time specified in Block 9 of the SF 33 is 3:00 pm, then the PIEE system will consider a proposal as late if it is submitted at 3:
00:01, one second after the deadline. The PIEE system should notify an Offeror if the proposal was submitted after the deadline for submission, and whether a proposal is late. However, even if the PIEE system does not provide this notification, the contracting officer will utilize the time stamp(s) of the proposal submission(s) to make a determination if the proposal submission(s) was timely submitted.
4.1 If there is an unanticipated PIEE System outage within 24 hours of the proposal due date and the outage has interrupted normal Government processes so that proposals cannot be received by the exact time specified in the solicitation, the Contractor shall immediately notify the Contracting Officer. This notification shall occur prior to the proposal submission deadline and shall be made in writing. The notification may be in conjunction with verbal notification, but verbal notification alone shall not be sufficient. The Offeror shall obtain written approval from the Contracting Officer to submit the proposal via an alternate method as shown in paragraph 4.2 or the Contracting Officer may advise the Offeror that the Government will follow the procedures set forth in FAR 15.107(c) for amending the solicitation closing date.
4.2 The following alternate methods may be utilized when authorized by the Contracting Officer in accordance with paragraph 4.1.

6.0 OTHER INFORMATION
Any proposal submitted requires a minimum acceptance period of 210 calendar days after proposal due date in Block 9 of the SF 33. The Government may reject an offer allowing less than the minimum acceptance period.
PART B: SPECIFIC INSTRUCTIONS
1.0 VOLUME 1- FACTOR 1: TECHNICAL
The following is a list of Section L Attachments that the offeror shall utilize to provide information to address the elements below. This volume shall not contain any reference to cost or price aspects of the offer.
(1) Attachment L-2, Staffing Chart
In responding to the below, the offeror shall ensure its proposal information complies with Part A, Section 1.0 above and is sufficient for the Government to evaluate in accordance with Section M.
Do not make references to an offeror's corporate experience, past performance on similar efforts, or any personal experience of any proposed management or other personnel in its Technical Volume. Any such statements, or inclusions in graphic depictions, are not considered germane to an offeror's proposed technical solution and will not be evaluated.
Within the offeror's proposed Technical Approach, provide a Staffing Approach that specifically addresses the following items:
The offeror shall explain:
Its analysis of each site's overall COMS requirement, to include:
Scheduled Maintenance (to include Cybersecurity) tasks to be accomplished on each device (accomplished on a not-to-interfere with training basis), Unscheduled Maintenance tasks (to include depot level repairs) and avoidance of Chargeable Down Time.
How its proposed staffing (as depicted in its L-2 submission) at each site was derived from these analyses. In doing so, it shall describe its rationale behind:
The number of shifts it proposes at each site, the associated start and stop times, and Its proposed staffing, by shift, at each site, to include:
Its proposed mix of technician experience levels (e.g., ETI/II/III, SA II/III) at each site and on each shift, Its proposed mix of technician skills (e.g., Visual, Hydraulic, 2M repair, etc.) at each site and on each shift.
In addition to any narrative discussion presented, the offeror shall complete and submit the Attachment L-2 Staffing Chart COMS site Tabs, in accordance with the instructions found in the Attachment. Offeror's proposed staffing submitted for evaluation in the L-2 Staffing Chart will be for FY27, a full 12 months of performance. The L-2 submission shall be internally consistent as well as being consistent with the Offeror's Volume 1 text.
2.0 VOLUME 2 - FACTOR 2: PRICE
The following is a list of Section L Attachments that the offeror shall utilize to provide information for this volume:
(1) Attachment L-8, Price Evaluation Worksheet (PEW)
(2) Attachment L-6, Staffing/Price Correlation Worksheet
In responding to the below, the offeror shall ensure its proposal information complies with Part A, Section 1.0 above and is sufficient for the Government to evaluate in accordance with Section M.
2.1 PRICE EVALUATION
The offeror shall include the following information:
a. : The Offeror shall submit a completed Attachment L-8 Price Evaluation Worksheet (PEW), which represents Section B Total Evaluated Price pricing. All unit and total prices shall be in whole dollars. No formulas shall be hidden or locked. The Offeror shall ensure that prices are entered for all unit prices and supply support amounts, including all optional stepladders specified in Attachment L-8 PEW. The unit prices shall include the supply support amounts (supply support amounts are not separate prices but are included within the unit pricing). Offerors are to utilize the Microsoft (r) Excel spreadsheet provided as part of this RFP when providing the electronic copy of the price proposal. Note: the spreadsheet automatically calculated the pricing for 52.217-8 Option to Extend Services is for evaluation purposes. Do not alter that calculation.
This Solicitation, and the resulting Task Order, are subject to the Service Contract Labor Standards statute and to FAR 52.222-41 and 52.222-43 contained in Section I of each Offeror's FTSS V Basic Contract. Attachment 4 contains all current CBAs and WDs. The Offeror shall propose in compliance with the rates set forth in the Department of Labor (DoL) Area Wage Determinations (WD) incorporated in this solicitation and with the rates labeled 10/1/2026 in the applicable Collective Bargaining Agreement (CBA) rate tables. Rates set by DoL WDs only apply where a site labor category is not covered by an applicable CBA. Offerors shall not include escalation adjustments to the wage, health and welfare or benefit, or pension rates, as applicable, for employees covered by the Service Contract Labor Standards statute, even if escalation for CY26/FY27 and beyond is included in a DoL Area Wage Determination or applicable CBA.
b. : The Offeror shall explain any appearance of unbalanced pricing. Unbalanced pricing exists when, despite an acceptable Unbalanced Pricing total evaluated price, the price of one or more CLINs/Tasks as proposed in Attachment L-8 PEW is significantly overstated or understated as indicated by the application of cost or price analysis techniques.
c. This section is for the Limited Price Realism for MARITIME COMS and CMS CLINs to ensure that the Limited Price Realism Analysis:
proposed prices in the Attachment L-8 PEW are sufficient to cover the proposed manning and its direct labor costs, Health and Welfare Rate or Benefit Rate as applicable (H&W) costs, and any relevant pension fund costs using the applicable rates required by Section L, Part B, paragraph 2.1(a). Proposed prices that are insufficient to cover CBA or WD labor costs could be detrimental in obtaining the quality of services needed for adequate contract performance. It is therefore in the Government's best interest that CBA/WD employees be properly and fairly compensated.
The offeror shall complete and submit the Attachment L-6 Staffing/Price Correlation Worksheet, in accordance with the instructions found in the Attachment. Offeror's proposed staffing submitted for evaluation in the L-2 Staffing Chart for FY27 Base Lot I shall be used to complete Attachment L-6. The Attachment L-6 submission shall match the COMS and CMS staffing listed in the Attachment L-2. The labor rates, H&W rates, and any relevant pension fund rates entered into the associated highlighted columns for each proposed individual worker's SCLS Occupation Title/Number shall be equal to or greater than the applicable rates required by Section L, Part B, paragraph 2.1(a).. The offeror shall explain any inconsistency between the staffing/manning/correlation and price.
If an Offeror proposes prices for any CLINs in the Attachment L-8 that are lower than the calculated costs of the corresponding CLINs in Attachment L-6, then the Offeror must provide a justification showing evidence of why the proposed compensation to workers is adequate to attract, recruit and retain suitably qualified workers for the labor category.
2.2 ADMINISTRATIVE COMPLETENESS

a. Signed Standard Form 33 for basic solicitation and signed SF 30 for each amendment (as applicable).
b. Evidence that the prime contractor currently holds a Top-Secret Facility Clearance. The clearance must be in the name of legal entity identified in Block 15A of the Offeror's SF33. If the prime contractor has a Top Secret Facility Clearance that is pending or in process at the time of proposal submittal, evidence shall be provided with the proposal. Top-Secret Facility Clearances shall be in place no later than 15 December
If an offeror does not have a Top-Secret Facility Clearance in place no later than , it will result in an unacceptable 2026. 15 December 2026 assessment for the Prerequisite requirement, and the offeror shall not be eligible for award.
c. Assumptions, Conditions, Exceptions, Deviations or Waivers: Assumptions, conditions, exceptions, deviations, and requests for waivers may cause proposals to be considered deficient and, thus, not awardable. If there are no assumptions, conditions, exceptions, deviations or waivers, the offeror shall provide a statement stating that the proposal contains no assumptions, conditions, exceptions, deviations or waivers. If the offeror proposes an assumption, condition, exception, deviation, or waiver to a term or condition of the solicitation, the offeror shall provide a detailed description for each assumption, condition, exception, deviation, or request for waiver, as applicable. The offeror shall identify the portion of the solicitation and the offeror's proposal that are affected.

3.0 VOLUME 3 - FACTOR 3: SMALL BUSINESS PARTICIPATION
3.1. SMALL BUSINESS PARTICIPATION COMMITMENT DOCUMENT (Large Businesses Only) The following is a list of Section L Attachments that the Offeror shall utilize to provide information for this volume:
(1) Attachment L-7, Small Business Participation Commitment Document (SBPCD)
Large Business Offerors (Large Businesses include non-profit entities) shall complete the Small Business Participation Commitment Document (SBPCD) provided as Attachment L-7 and submit it as a part of VOLUME 3 SMALL BUSINESS PARTICIPATION (ref FAR 52.219-8 and DFARS 215.304).
The SBPCD shall:
a. Identify a minimum Small Business Participation goal of no less than 8.0% of the Total Price, inclusive of options the price of but excluding FAR 52.217-8 Option to Extend Services clause, in Section 1 of the SBPCD. The goal shall be calculated to the second decimal place; and
b. Identify goals for each small business socioeconomic category identified in Section 2 of the SBPCD. Each category shall be addressed in terms of dollar figures and percentages (i.e. do not enter "N/A" or "-" to indicate a zero goal; instead enter $0 and 0%, as applicable); and
c. In Section 3 of the SBPCD, list the planned Small Business participants who are proposed as parties to the execution of the order and whose technical and/or pricing information have been used in the preparation of the Prime's proposal. There shall be no less than one (1) Small Business participant listed. The Government does not require nor desire more than 10 Small Business participants to be listed. The Prime is not required to pre-determine the specific small business source(s) planned for provision of incidental items such as commercial piece parts, commercial supplies and/or incidental services. IAW FAR 19.703(a)(2) and FAR 52.204-7, each Small Business participant identified under Section 3 of the SBPCD must provide either (1) written certification (signed letter/memorandum) of its small business status applicable to the size standard of the NAICS code assigned by the Prime Offeror; or (2) the current SAM.gov profile's Reps & Certs section, with FAR 52.219-1 (Small Business Program Representations) expanded to display the full text of the provision, showing the NAICS code assigned by the Prime Offeror.
d. The Total Price proposed in Section 1 of the SBPCD shall be consistent (i.e., match) the Task Order Total as proposed in Attachment L-8 Price Evaluation Worksheet (PEW).
Note: See additional instructions provided in the "Instructions" column of the SBPCD Template at Attachment L-7.
The SBPCD shall be incorporated into the order as an attachment in Section J.
The Offeror shall ensure its proposal information complies with Part A, Section 3.0 above and is sufficient for the Government to evaluate in accordance with Section M.
3.2. PROOF OF SMALL BUSINESS PARTICIPANT SIZE (Large Businesses Only)
Large Business Prime Offerors shall provide written certification (signed letter/memorandum) from each Small Business participant listed in Section 3 of the SBPCD, confirming their size status as a "small business." The written certification shall be provided as part of the Small Business Participation Volume, and include the following:

Section M - Evaluation Factors for Award
Miscellaneous text in this section has been modified to:
Section M - Evaluation Factors for Award
PART A: GENERAL INFORMATION
1.0 BASIS FOR AWARD
The Government intends to award a Task Order to the responsible offeror whose proposal conforms to the solicitation's requirements and is the most advantageous to the Government based upon an integrated assessment of the evaluation Factors described further below. The Government does not evaluate every requirement of the solicitation under Section M of the RFP. The awarded contractor, however, is required to comply with all requirements of the awarded Task Order.
Although the Government may waive informalities and minor irregularities in proposals received, the failure to comply with terms and conditions of the solicitation may adversely impact the offeror's evaluation results, and could result in the offeror being removed from consideration for award.
2.0 OFFEROR RESPONSIBILITY TO SUBMIT AN UNAMBIGUOUS, CONVINCING PROPOSAL
Statements that the offeror will provide a particular feature, objective, or outcome without explaining how the offeror proposes to meet that feature, objective, or outcome are generally inadequate and may adversely impact the offeror's evaluation assessment. Statements that use past performance as the basis for technical rationale are also generally inadequate. Also inadequate are the following types of statements:
unsupported statements that the offeror allegedly understands the requirements and risks;
unsupported statements that the offeror allegedly can or will comply with requirements;
unsupported statements that merely paraphrase the requirements;
undefined or unexplained statements such as "best commercial practices will be used";
undefined or unexplained statements such as "standard procedures will be used"; and undefined or unexplained statements such as "well-known techniques will be employed."
3.0 FORMAL SOURCE SELECTION PROCEDURES DO NOT APPLY
This Task Order evaluation and award is a streamlined evaluation and award conducted pursuant to FAR 16.507. This streamlined evaluation and award contains fewer proposal submission requirements, a reduced page limitation, and is not being conducted using the formal source selection procedures of FAR Subpart 15.2.
Because this streamlined evaluation and award is not using the formal source selection procedures of FAR Subpart 15.2, procedures such as a competitive range determination, pre-award notifications to offerors excluded from a competitive range, pre-award debriefings, oral or written discussions with all offerors within a competitive range and requesting final proposal revisions from all offerors included within a competitive range are not required. This competition is being conducted under FAR 16.5 and the FTSS V Multiple Award IDIQ contract.
Under FAR 16.507, the Government is required to afford all offerors under the multiple-award contract a fair opportunity to submit an offer and have that offer fairly considered. Accordingly, the Government will evaluate each offeror's proposal fairly, similarly, and in accordance with the solicitation's evaluation criteria. If the Government does not award on initial proposals, however, the Government will not establish a competitive range comprised of all of the most highly rated proposals. Accordingly, the offeror's initial proposal must contain the offeror's best terms, conditions, and prices. Pre-award debriefings and pre-award notifications of exclusion prior to award are not required under FAR Subpart 16.5, and the Government will not provide them.
After the Government has afforded all offerors under the multiple-award contract a fair opportunity to submit an offer and have that offer fairly considered, the Government's selection official may take or direct one or more of the following actions:
a. award to the offeror whose proposal conforms to the solicitation's requirements and is the most advantageous to the Government based upon an integrated assessment of Section M's evaluation Factors;
b. obtain written resolutions or proposal revisions from the offeror whose initial proposal is the most advantageous to the Government based upon an integrated assessment of the Section M evaluation Factors and would be awardable under the solicitation's evaluation criteria but for a few easily-resolvable informalities, minor irregularities, or negative attributes -- the resolution of which do not remove evaluated positive attributes, perceived benefits, or increase the offeror's proposed total evaluated price set forth in the Price Evaluation Worksheet (PEW);
c. obtain price supporting information, without obtaining a revised proposal or increase in proposed price, from the offeror whose initial proposal conforms to the solicitation's requirements and is the most advantageous to the Government based upon an integrated assessment of the Section M evaluation Factors;
d. further consider those offerors which are most likely to provide the most advantageous revised proposal to participate in one-on-one negotiations and submit proposed fixes and/or revised proposals; or
e. further consider only the offeror which provided the most advantageous proposal to the Government based upon an integrated assessment of the Section M evaluation Factors, despite any negative attributes that may exist with that proposal, where other offerors do not have a reasonable prospect for award.
4.0 AN OFFEROR'S PROPOSED FEATURES AS PERFORMANCE REQUIREMENTS
Because of a proposed feature's benefit to the Government, the Government may assign a Positive Attribute(s), designated a Perceived Benefit(s), and include the specific feature(s) of an offeror's proposed approach directly into the Performance Work Statement or other section of the Task Order at any time prior to award. Exchanges with an offeror regarding Perceived Benefits do not constitute "discussions" as that term is used at FAR Subpart 15.2, because FAR Subpart 15.2 does not apply to this Task Order competition conducted under FAR Subpart 16.5.
If the selection official has selected an apparent successful offeror, and the apparent successful offeror does not agree to include any of the proposed features (Perceived Benefits) directly into the Performance Work Statement, or other section of the Task Order prior to award, the Government will revise its evaluation record for the selection official, which may or may not change the Task Order selection decision, depending upon the proposed feature's benefit or benefits to which the apparent successful offeror does not agree.
5.0 EVALUATION FACTORS FOR AWARD
The Government will evaluate proposals using the following three Factors:
1. TECHNICAL: Staffing Approach
2. PRICE
3. SMALL BUSINESS PARTICIPATION
Technical is significantly more important than Price. The Small Business Participation Factor will be evaluated on an "Acceptable/Unacceptable" basis. The Small Business Participation Factor is not considered as part of the tradeoff; however, Offerors must be rated "Acceptable" in the Small Business Participation Factor to be eligible for award.
Because Technical is significantly more important than price, the selection official is permitted to select an offeror that has proposed a higher price, if the technical superiority of that offeror's proposal is worth the price premium. Thus, the selection official will perform a tradeoff between offerors' evaluated prices and their evaluated findings under the Technical Factor.
As required by FAR (S) 16.507, the task order selection official will document his or her basis for award. Because debriefings shall not include point-by-point comparisons, nor shall they reveal any information prohibited from disclosure by FAR (S) 24.202 or exempt from release under the Freedom of Information Act (5 U.S.C. 552) -- but so that unsuccessful Offerors might have some idea of where they stood in the evaluation compared to the successful Offeror -- the Government will assign one of the ratings below for the Technical Factor. However, ratings are merely guides to intelligent decision making. The basis for award will be made considering the totality of the evaluation and the relative order of importance as provided above.
DEFINITIONS:
Pos itiv e At trib ute
Meaningful finding in the evaluation that favorably impacts the demonstrated understanding of the requirements, adequacy of approach, perceived benefit(s), or associated risk to performance of the task order. For purposes of this attribute, a perceived benefit is something that can be captured as a contractual requirement during contract performance.
Neg ativ e At trib ute
Meaningful finding in the evaluation that unfavorably impacts the demonstrated understanding of the requirements, adequacy of approach, perceived benefit(s), or associated risk to performance of the task order.
Low Risk
Negative attribute(s) identified in the evaluation which have little potential to cause disruption of schedule or degradation of performance. Normal contractor effort and normal Government monitoring will likely be able to overcome any difficulties.
Mod erate Risk
Negative attribute(s) identified in the evaluation which may potentially cause disruption of schedule or degradation of performance. Special contractor emphasis and close Government monitoring will likely be able to overcome difficulties.
High Risk Negative attribute(s) identified in the evaluation which are likely to cause significant disruption of schedule or degradation of performance. Special contractor emphasis and close Government monitoring is unlikely to overcome any difficulties, even with special contractor emphasis and close Government monitoring
Una ccep table Risk
Negative attribute(s) identified in the evaluation that increase the risk of unsuccessful performance to an unacceptable level.
RATINGS
For the purposes of debriefing, as described in the paragraph above, the Government will assign a combined Technical/Risk Rating to the offeror's Technical Factor based upon the Government's subjective assessment of each offeror's proposal. Definitions follow:
Technical/Risk Ratings
Outst andin g
Proposal demonstrates an exceptional understanding of the requirements, exceptional approach, and provides significant benefit, even with any evaluated negative attributes that may exist. Risk of unsuccessful performance is low.
Good Proposal demonstrates a thorough understanding of the requirements, thorough approach, and provides benefit, even with any evaluated negative attributes that may exist. Risk to unsuccessful performance is low to moderate.
Acce ptabl e
Proposal demonstrates an adequate understanding of the requirements, adequate approach, and may provide benefit, even with any evaluated negative attributes that may exist. Risk to unsuccessful performance is no worse than moderate.
Marg inal
Proposal is ambiguous whether it has demonstrated an adequate understanding of the requirements, or an adequate approach and/or the risk to unsuccessful performance is high.
Unac cepta ble
Proposal does not meet requirements, does not provide an adequate approach and/or the risk of unsuccessful performance is unacceptable.
PART B: SPECIFIC INFORMATION
1.0 VOLUME 1- FACTOR 1: TECHNICAL
The Government will evaluate each Offeror's Technical Proposal to assess understanding of requirements, the adequacy of the proposed approach, whether the proposal contains any perceived benefits, and whether the approach presents any perceived risks. Positive and/or Negative attribute(s) may be assigned.
The Government will evaluate the offeror's COMS Staffing. In doing so, it will consider the offeror's response to submission requirements detailed in Section L, Part B, Paragraph 1.0, to include, but not limited to, its analysis of COMS requirements at each…
