About this file

This is Amendment 0001 to a solicitation for Chief Naval Air Training (CNATRA) Contractor Operation and Maintenance Services (COMS) issued by the Naval Air Warfare Center Training Systems Division on January 21, 2026. The amendment provides minor solicitation updates in response to industry questions and government answers, effective for the RFP N6134026R0002.

Key changes include modifications to Performance Work Statement (PWS) Addendums across multiple sites (NAS Meridian MS, NAS Kingsville TX, NAS Corpus Christi TX, NAS Whiting Field FL, and NAS Pensacola FL). General housekeeping requirements were removed from the CNATRA COMS effort and retained by NAVFAC. Supply support provisions have been incorporated under no-fee cost reimbursable CLINs for various devices and trainers. Device descriptions and maintenance requirement cards for 4E28 and 4E26 DAT devices have been added. All CLINs and stepladders in the Price Evaluation Worksheet (PEW) have been changed from OHPD to HPD to align with appendices. New CLINs 1/2/3/4/5225 were added for CMS covering I-54 DATs. Cost reimbursable CLINs for VR-ITD devices and Every Other Saturday wear-and-tear coverage have been added. Staffing charts in Attachment L-2 Rev-1 have been updated with all devices separated by CLIN/Task, removing General Housekeeping CLINs. Electronic proposal format now allows Microsoft Office 2016 and later or Adobe Acrobat PDF formats. Pre-proposal conference slides from January 6, 2026, and annual 2024 CDRL A005 information have been provided. Questions were due by 5:00 PM Eastern Time on January 12, 2026, with a pre-proposal conference scheduled for January 6, 2026. Proposals must be submitted electronically via PIEE prior to the closing date with a minimum 210-calendar-day acceptance period after proposal submission. Technical Volume is limited to 15 pages, with no page limit on the Price Volume and no separate Small Business Volume required. The solicitation includes three evaluation factors: Technical, Price, and Small Business Participation, with small businesses required to achieve at least 4% of total evaluated price.
