Class Justification and Approval for E-2D Hawkeye Integrated Training System (HITS)-V Program
This document is a Class Justification and Approval (CJ&A) for sole-source procurement authorization. The Naval Air Warfare Center Training Systems Division (NAWCTSD) seeks to award a sole-source contract to Rockwell Collins Simulation and Training Solutions (RSTS) for the E-2D Hawkeye Integrated Training System (HITS)-V program, with authority expiring September 30, 2031. The procurement encompasses Hawkeye Cockpit Technical Refresh (HECTR) efforts including hardware and software architecture updates; E-2D Block II device updates; Special Projects Advanced Readiness Trainer Afloat Systems (SPARTAs) and E-2D Distributed Readiness Trainers (DDRTs); technical refreshes supporting aircraft-to-simulator concurrency updates with software configuration progression and engineering change proposals; obsolescence remediation across hardware and software; third-party software integration and cybersecurity updates; interim contractor support for newly fielded training devices including logistics support, spares, and instructor/operator/cyber/maintenance training; and associated technical data. Program completion is estimated for September 30, 2034.
The justification for sole-source award under 10 U.S.C. § 3204(a)(1) asserts that full and open competition is not feasible. RSTS is identified as the only source with necessary training media and design data required to meet Navy Training Systems Plan requirements and Commander Naval Air Forces readiness objectives, with a required Ready for Training date of Fiscal Year 2028. The government lacks adequate data rights to the HITS-IV technical data package, which will not be delivered and validated until FY28, precluding competition prior to that timeframe. Outreach efforts conducted in January and February 2025 resulted in only two responses from small businesses (Kastel Enterprises and BHPE LLC), neither deemed capable of satisfying program requirements. The estimated total contract value and specific pricing are redacted in the document. Senior Procurement Executive approval is provided for the non-competitive solicitation.
