About this file
The file is a Questions document related to a Damage Control Wet Trainer (DCWT) solicitation. Key details include discussions about NAICS code selection (541330 for design services), trainer facility requirements, and project management. The trainer will require a brick-and-mortar building at most sites, with potential reuse of existing structures, though construction costs are not included in the current request for rough order of magnitude (ROM) pricing. The project involves designing a trainer for damage control team performance evaluation, to be installed at six locations both within the continental United States and overseas. No specific RFP or award dates have been established, and while previously managed by NAVFAC, this effort will primarily be managed by a different sponsor and stakeholder. The Naval Air Warfare Center Training Systems Division is seeking sources to design, fabricate, install, and test the DCWT devices, which will be used to train personnel in identifying, reporting, and repairing flooding casualties from piping ruptures and ship collisions.

Text version
- What was the determining Factor of using 541330 (Revenue) vice 333310 (Employee count) for this effort? NAICS code 541330 is correct we are looking for a design and not an actual trainer.
- Will this “indoor” trainer be considered a temporary building or require a “brick and mortar” building to be built, or is there an existing building? This greatly affects the requested ROM.
The trainer will require brick and mortar building at most, if not all sites. Existing buildings may be re-used at some sites, but existing buildings vary in size and layout. Recommend design and ROM for the trainer only. Although the trainer may be designed to be indoors, the ROM does not need to include construction cost for the building itself. (KM ISD)
- If it is an existing building or a design in progress of construction, please provide the building drawings GFI. Or at least the maximum footprint allowed for the deliverable.
Varies by site, so consider footprint as required to house trainer as designed (KM ISD)
- Since this has not been presented at TSIS or PALT, is there a planned RFP and Award date?
RFP and award date not yet planned. (KM ISD)
- Will this effort be managed by NAVFAC as the previous RFI for the FFT and DCWT was (attached)? Did that effort get awarded as well? I would greatly appreciate some background to reconcile this new previously unannounced opportunity with the 2024 effort.
This effort will mainly be managed by another Sponsor and Stakeholder than NAVFAC. Not sure which other effort is being referred to.
- If NAVFAC managed effort, any restrictions or location cost drivers (ROM)?
Potentially a partial managed effort based on factors and decisions to be determined at a later date. We are interested in a ROM for a trainer as per spec sent with original RFI email.
