About this file
This document is a Synopsis for a contract ceiling increase for the Fielded Training Systems Support (FTSS) V Multiple Award Contract (MAC). The Naval Air Warfare Center Training Systems Division (NAWCTSD) in Orlando, FL intends to increase the Indefinite Delivery/Indefinite Quantity (ID/IQ) contract ceiling by approximately $720M without extending the performance period, on a sole source basis. The contract covers Contractor Operation and Maintenance Services (COMS) and Contractor Instructional Services (CIS) for U.S. Navy and Marine Corps training systems, supporting approximately 29 sites across 24 weapons platforms and over 900 training devices.
The MAC is currently awarded to eight contractors across two lots: Lot 1 (Unrestricted) includes companies like CAE USA Incorporated, BGI-Aero Simulation, Valiant Global Defense Services, and others; Lot 2 is a Small Business Set-Aside with contractors like Engineering Support Personnel and LTSS Joint Venture. Interested sources can submit detailed written technical capabilities via email to Reagan Gill and Jana McEntegart by 1600 Eastern Time on 17 June 2025, limited to five pages. The government will use these submissions to determine if competition would be advantageous, with the potential to proceed with a sole source procurement if no compelling challenges are received.

This increase will allow the Government to continue to provide COMS and CIS for predominantly aircrew and maintenance, as well as surface and sub-surface, simulator/devices/training systems/classroom support. These services are required at approximately twenty-nine (29) USN and USMC sites to cover twenty-four (24) weapons platforms and over nine hundred (900) training devices. The sources of the requirements include, but are not limited to, USN/USMC units, Wings and Squadron (both Fleet and Fleet Readiness Squadrons), weapons training units; Chief of Naval Air Training (CNATRA) and Training Air Wings; school houses (such as Naval Air Technical Training Center (NATTC)); aviation survival training units; Commander Naval Reserve Forces (RESFOR) Wings and Squadrons; Surface and Undersea training centers; and Foreign Military Sales (FMS) customers. NAWCTSD, Orlando, FL is the contracting and administrative agent for FTSS programs.
