SOURCES SOUGHT TO DEVELOP, PRODUCE, AND SUSTAIN DOMESTIC

AND FOREIGN P-8A TRAINING SYSTEMS

INTRODUCTION: The Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, FL, is seeking information for potential sources to develop, produce, and sustain Domestic, Cooperative (Co-op), and Foreign Military Sales (FMS) P-8A training systems. This is a Sources Sought Synopsis announcement, a market survey for information to be used for preliminary planning purposes. The information received will be used within the Navy to facilitate the decision making process and will not be disclosed outside of the agency.

PROSPECTIVE SCOPE: The Government anticipates establishing one single-award Indefinite Delivery/In-definite Quantity (IDIQ) contract. Orders may include new P-8A training devices, modifications and up-grades to existing P- 8A training devices, new or revisions to technical data and information, contractor logistics support, training, provisioned items, and courseware. The tasks and detailed requirements for these products will be defined at the order level.

The following elements represent NAWCTSD’s intended scope:

1. P-8 Training System Acquisition

2. P-8 Training System Engineering Support and Services

a. Training Systems Releases (TSR), including dot builds

b. Software deliverable/updates

c. Tech Refresh / Technical solutions-updates – Aircrew and Maintenance

d. System Development and Demonstration (SDD) Lab Sustainment

e. Cyber security support – for all training devices

f. Deficiency Report (DR) corrections

g. Interoperability (Multi-ship, Navy Continuous Training Environment (NCTE), Distributed

Mission Training (DMT), etc.)

h. Aircraft concurrency upgrades

3. P-8 Training Systems courseware

a. Maintenance, Publications

b. Instructor Courseware for TSRs

c. Technical publication document updates

PLACE OF PERFORMANCE: The preponderance of the effort can be completed at the contractor’s facility with additional efforts required at various Continental United States (CONUS) and Outside the Continental United States (OCONUS) locations.

PROGRAM BACKGROUND: The P-8A Multi-Mission Maritime Aircraft (MMA) program has been re-named the P-8A Poseidon. The system is a commercial derivative aircraft based on the 737-800 ERX devel-oped by The Boeing Company (Boeing). P-8A is the replacement system for the P-3C Orion. The P-8A aircraft will sustain and improve the armed maritime and littoral Intelligence, Surveillance, and Reconnais-sance (ISR) capabilities for U.S. Navy (USN) forces in traditional, joint and combined roles to counter chang-ing and emerging threats. The P-8A program employs an incremental acquisition approach that meets near-term requirements affordably with low schedule risk while simultaneously maturing additional capabilities via a series of incremental deliveries. The goals of the P-8A incremental strategy include increasing compet-itive opportunities and decreasing reliance on the Original Equipment Manufacturer (OEM) by having the Government assume Lead Capability Integrator (LCI) functions often associated with a prime contractor for selected capabilities. The primary roles of P-8A are persistent Anti-Submarine Warfare (ASW) and Anti- Surface Warfare (ASuW). The P-8A is part of the Maritime Patrol and Reconnaissance Force (MPRF) Family of Systems that also includes the MQ-4C Triton Unmanned Aircraft System (MQ-4 Triton), the P-3C, EP- 3E, and the Tactical Operations Center. The P-8A training system devices utilize the aircraft operational flight software, Tactical Operational Mission Software (TOMS), and Boeing's 737 proprietary commercial aircraft data.

RESPONSE REQUIREMENTS: Responses by interested parties shall be written and should provide docu-mentation on their firm’s Capabilities, Experience, Schedule, and Small Business Participation that demon-strates the ability to fulfill the detailed trainer enhancements and tasks identified in this Sources Sought. The Government desires responses from interested sources on any or all of the intended scope items (Training System Acquisition, Training System Support/Services, and Training Systems Courseware). Responses should clearly indicate which scope items where the respondent has both interest and capability/experience.

CAPABILITIES: Interested parties should provide a brief company introduction and details on the company/organization, including any potential teaming approach. Include information on program management, systems engineering, requirements management, risks, and software development plans and processes. A discussion of any customary business practices that might affect the firms’ fulfillment of the requirement or its relationship with the Navy customer. Additionally, respondents shall discuss how they are able to overcome the P-8 proprietary training systems data restrictions.

EXPERIENCE: Companies should provide details showing their experience in similar work and any relevant experience on US Navy P-8A trainer simulation developments, training system support services, and/or training systems courseware.

SCHEDULE: The Government plans (subject to change) to award an IDIQ contract with a 60 month ordering period. Companies should provide comments as to their likelihood of satisfying the re-quirements over the ordering period.

SMALL BUSINESS PARTICIPATION: Large business respondents should identify scope areas that they are likely to subcontract to small businesses, including the following socio-economic cat-egories: Small Disadvantaged Business (SDB), Women-Owned Small Business (WOSB), Service- Disabled Veteran-Owned Small Business (SDVOSB) and Historically Underutilized Small Busi-ness (HUBZone).

Small Business respondents should identify scope areas where they have capability as well as indi-cate their intent/capability to perform as a prime or subcontractor. Small Businesses shall also iden-tify their socio-economic status, if any, in the same categories identified above.

If you are a small business interested in being the prime contractor for this effort, please be advised that the FAR 52.219-14 Limitations on Subcontracting clause has changed. Deviation 2021-O0008 is now in effect which includes the definition of “Similarly Situated Entity” and provides a revised methodology for the 50% calculation for compliance with the clause. Small business primes may count “first tier subcontracted” work performed by similarly situated entities as if it were performed by the prime itself. Please read the full text of the clause deviation (52.219-14 Class Deviation 2021- O0008 rev 1 dated 02/15/23 at https://www.acq.osd.mil/dpap/policy/policyvault/USA000277-23- DPC.pdf.
