MH-60 R/S System Concurrency and Air Wing Integration (SCAI) Sources Sought Announcement

INTRODUCTION: The Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, FL seeks potential sources to support the System Concurrency and Air Wing Integration (SCAI) Program.

It is anticipated that any contract action associated with this notice will result in a single award, Indefinite Delivery/Indefinite Quantity (IDIQ) contract with mainly Firm Fixed Price (FFP) line items and the possibility of some Cost Plus Fixed Fee (CPFF) line items. Anticipated Period of Performance will be a five (5) year base ordering period with an option for a possible additional two (2) year ordering period. The anticipated contract ceiling is currently estimated at $92M and supersedes any other documentation/estimates stated as related to this effort. The current target timeframe for solicitation release is Q1 FY22 with an award in Q1 FY23 and supersedes any other documentation/timeframes stated as related to this effort. It is anticipated that two Delivery Orders (DO) will be utilized to evaluate potential offerors on their ability to meet potential requirements that will be completed under the IDIQ, a sample DO and an actual DO awarded right after award.

Responses received for this notice will be utilized to assist the Government in making a determination whether to set-aside this acquisition for Small Business or if the acquisition will be competed on a full and open basis. Additionally, the requested information may be utilized for development of the acquisition strategy and acquisition planning purposes.

PROGRAM BACKGROUND:

The mission of the MH-60 Romeo and MH-60 Sierra (MH-60R/S) Training Systems (TS) suite, is to provide high-fidelity, full tactical and familiarization training to MH-60R/S pilots and aircrew, allowing Training and Readiness (T&R) events to be executed and logged in the simulators. TS configurations provide for platform-concurrent capabilities for combat aircrews to perform integrated mission planning, rehearsal, execution, and assessment. All MH-60R/S sensors, communications, and weapons systems are modeled to provide true-to-life performance, meet Distributed Mission Training (DMT) standards to integrate with all other Navy platforms, and will be concurrent with MH-60R/S System Configuration Set (SCS) 18. TS tactical training includes full capability to train to all MH-60R/S mission areas in a single-helicopter standalone scenario and in a multi-helicopter (as well as other DMT capable platforms) scenario under DMT.

Additionally, the Aircrew Virtual Environment Trainer (AVET) and Naval Aircrew Training System (NATS) systems include capabilities to enhance aircrew safety and proficiency, as well as pilot-aircrew coordination training during (but not limited to) weapons engagements, multiple aircraft operations, combat and non-combat search and rescue scenarios, vertical replenishment, helicopter in-flight re-fueling, shipboard operations, and downed aircrew recovery.

The MH-60R/S TS suite integrates common simulation products to the maximum extent practical to decrease development cost and schedule, as well as to increase interoperability with other platforms. Common simulation products include the Common Acoustic Simulation Environment (CASE), CASE Fidelity Improvement (CASE FI), Next Generation Threat System (NGTS), and Weapons Server Common Environment (WSCE). Lastly, the current suite of TS is designed to provide a robust cybersecurity posture and response in order to meet current and future DoD cyber policies and standards.

PLACE OF PERFORMANCE: Efforts (depending upon tasks and effort) will need to be done at either a specified trainer location as defined by the Navy or the Contractor’s facility.

GOVERNMENT REQUIREMENTS UNDER THE SINGLE AWARD IDIQ: The basic intent of the IDIQ is to procure new MH-60R/S training devices and upgrade existing training device capability. The Government intends to establish requirements that procure technical analysis, configuration management (CM), engineering, integration, cybersecurity/information assurance, review, simulation, and production support for existing and future MH-60R/S TS procured by Naval Aviation Training Systems and Ranges (PMA-205).

Generally, DOs could include both hardware (HW) and software (SW) integration into existing MH-60R/S TS, with follow-on efforts to newly procured MH-60R/S TS. Several categories of DO tasking will be placed under contract to include but not be limited to the procurement of one or more MH-60 Tactical Operational Flight Trainers (TOFT); procurement of new-type MH-60R/S training systems, the Mission Rehearsal Trainer (MRT), for inclusion in the Naval Air Station (NAS) Fallon Integrated Training Facility (ITF); enhancements of the AVET/NATS, Operational Flight Trainers (OFT), Weapons and Tactics Trainers (WTT), and TOFT devices; non-recurring engineering (NRE); simulation modeling; motion system upgrades; technology refresh; systems engineering; software engineering; integrated logistics support; training; prototyping; validation; and verification of changes. Additionally, the Contractor shall support continued MH-60 Platform/Simulator concurrency to include recurring CM, cyber upgrades, information assurance (IA), system configuration initiatives, and Engineering Change Proposals (ECPs). Furthermore, the MH-60R/S TS suite shall integrate all mission scenarios with those from other United States Navy (USN) platform (F/A-18, E-2, P-8, etc.) simulators that have a coinciding MH-60R/S training objective. The purpose of these technical and engineering efforts is to provide recurring urgent user needs, evolving technology enhancements, procurement of additional training systems, and assistance in accelerating the introduction of enhancements identified by the Government.

Specific tasks, systems, and devices are expected to include different combinations of the following and shall be designed with Open System Architecture (OSA) principles to the maximum extent practical.

-CM: Maintain CM of entire TS portfolio, providing accurate and timely updates. All current TS devices will be included, and all procured devices will be added. CM will include PMA-205 CM guidance and will likely include a recurring CM Contract Data Requirements List (CDRL) deliverable.

-Cyber: Regular (monthly) scanning and patching of all fielded TS devices and all procured. Provide recommended HW/SW changes to systems for DoD compliance to be procured under this task or deferred to the Tech Refresh task.

-System Configuration & ECP’s: Field latest aircraft System Configuration Set (SCS) and required ECP in order to field training capability prior to Fleet introduction. This task’s deliverables will feed into the CM task.

-TOFT-15: Procurement of new static, motion MH-60R TOFT of the same form/function of CONUS TOFT’s (S/N #12, #13) for NS Rota, Spain.

-MRT: Procurement of a new-type device, MRT, for use at NAS Fallon Integrated Training Facility (ITF).

-Simulation Modeling and Fidelity Enhancements: Fidelity enhancements to selected TS devices. Expect enhancements to mission systems, distributed training, etc. New capabilities will be rolled into applicable SW/HW baselines.

-Motion System Upgrade: Upgrade MH-60R motion systems and cabin platforms.

-AVET/NATS Enhancements: Enhance AVET/NATS devices to extend current mission capabilities and enhance combined crew training between pilot and aircrew operators.

-Tech Refresh: Refresh any capability-driven computational requirements, Diminishing Manufacturing Sources and Material Shortages (DMSMS) mitigation, cyber obsolescence.
