COMMAND AIRCRAFT CREW TRAINING (CACT) PROGRAM

FOR

ACADEMIC AND SIMULATOR TRAINING ON THE T-44C (Beechcraft King Air C-90 with ProLine 21) AIRCRAFT

RFP N6134020R0031

INTRODUCTION

Naval Air Warfare Center Training Systems Division (NAWCTSD) has a requirement to support the Navy’s Command Aircraft Crew Training (CACT) program for academic and simulator training on the T-44C ProLine 21 (a Navy configured King Air C-90 with ProLine 21) aircraft.

NAWCTSD intends to award a sole source to CAE for the CACT T-44C training courses. The acquisition strategy of a Sole Source procurement is in accordance with FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. FAR 6.302-1, IAW (ii) These services are available only from the original source because it is a follow-on contract for a highly specialized equipment and it is likely that award to any other source would result in unacceptable delays in fulfilling the agency’s requirements. (See 10 U.S.C. 2304(d)(1)(B) or 41 U.S.C. 3304(b)(2).)

Other interested parties may identify their interest and capability to respond to the requirement no later than 4 pm, EST, 06 December 2019.

The results of the Sources Sought will be utilized to determine if any other sources are capable of satisfying the agency’s requirements. This market research tool is being used to identify any other potential and eligible contractors, of all sizes, prior to determining the method of acquisition. The contractor(s) must be capable of providing ALL training requirements identified and not just a portion of training in accordance with the schedule below. Any contractor teaming with sub-contractor(s) must propose as a single Prime Contractor.

Contract Start Date (Date Training must begin): 01 October 2020 Period of Performance: 60 months.
