Reference solicitation N61340-20-R-0017 is issued as a request for quotation (RFQ) and incorporates the provisions and clauses in effect from regulations posted to http://farsite.hill.af.mil inclusive, but not limited to Federal Acquisition Circular 05-95. All offerors must be in the System of Award
Management. Information concerning SAM registration requirements may be viewed via the Internet at https://www.sam.gov/portal/SAM/.
Evaluation Criteria: The solicitation shall be awarded on a Lowest Price Technically Acceptable (LPTA) basis to the contractor meeting the Technical Acceptability requirements of this combined synopsis/solicitation identified below:
1. Can the firm meet delivery of 90 days after receipt of Government furnished Landing Gear components?
2. Provide a copy of the agreement that demonstrates the offeror can obtain the necessary technical data and engineering dispositions from the Original Equipment Manufacturer
(OEM) to complete any LG repairs not covered in the Government-provided, existing OEM structural repair manuals or Fleet Support Team (FST) Local Engineering Specifications
(LES) provided in the bidder’s library.
3. At the time of quote submission, is the facility where the work will be performed a certified
FAA Part 145 repair station? Please provide the certificate.
Best value is expected to result from the selection of the technically acceptable quote with the lowest evaluated price. The offeror shall describe in detail how they will meet the criterion above. The failure of a contractor to provide information sufficient to determine conformance with the combined synopsis/solicitation Technical Acceptability criterion may result in the contractor being ineligible for award. Any response that is deemed not technically acceptable will result in the quote being deemed technically unacceptable and not eligible for award.
