The Government may place unilateral task orders at the stated FFPs for training service CLINs (2001 - 2405) for training commencing during the ordering period through the end of the CLIN ordering periods (stated in Section F) although performance may extend beyond the CLIN ordering period. In accordance with FAR 22.1007, revised wage determinations shall be provided on the annual anniversary of the contract award date. The procedures of FAR 52.222-43 shall also be followed on the annual anniversary of the contract award date should a request for price adjustment be necessary pursuant to the terms and conditions of any prevailing collective bargaining agreement. If a price adjustment is necessary, the Contracting Officer will make a modification to the section B CLIN price for courses during that ordering period. B6 CANCELLATION POLICY OF TRAINING CONVENINGS

The day the training service is scheduled to begin is not included in the 10 calendar day calculation. In the event of a cancellation 9 or fewer days (to include the start of training convening), there is no presumption the contractor will be entitled to either full or partial payment of training services that have not been conducted. The contractor shall submit a proposal with supporting documentation for the cancelled services to the Government to negotiate a settlement for the cancellation of services. L – [ 1 ] CONTENT OF PROPOSALS (SERVICES)
PART A GENERAL INSTRUCTIONS
1.0 GENERAL
The Offeror must respond to all requirements of the solicitation and not alter or rearrange the solicitation. The Offeror is advised that the Government may incorporate any portions of the Offeror’s proposal into the resulting contract.
In presenting material in the proposal, the Offeror is advised that quality of information is more important than quantity. Clarity, brevity, and logical organization shall be emphasized during proposal preparation. Statements that the prospective Offeror understands, can comply with, or will comply with, the specifications, and paraphrasing the requirements or parts thereof without supporting information are considered inadequate by the Government, and may result in assessing weaknesses and/or deficiencies.
The Offeror must include any data that illustrates the adequacy of the various assumptions, approaches, and solutions to problems. Failure to address a specific factor or subfactor clearly may be considered a deficiency.
Unnecessarily elaborate brochures or other presentation materials beyond that sufficient to present a complete and effective proposal is neither necessary nor desired.
The Government advises the Offeror that taking exception or deviating from any term or condition of the RFP may result in the assessment of a deficiency to the proposal.
Throughout these instructions, a “principal subcontractor” is defined as a subcontractor who provides at least 20% of the proposed total price/cost (excluding the Offeror’s profit/fee), for the contract or provides one or more Key Personnel. “JV Team member” is defined as one of the entities that make up a joint venture (JV) formed for the purpose of responding to this solicitation.
Questions: Offerors may submit questions requesting clarification of solicitation requirements to Virginia Marquez, Contract Specialist, at Email: Virginia.Maul@navy.mil It is required that all questions be received within 10 calendar days of the date this solicitation is issued.
NAWCTSD will perform an on-site inspection of the offeror’s facility to ensure it meets the requirements in the PWS. The facility inspection is NOT part of the PAC NW source selection process. It will be conducted at some time before award of the PAC NW IDIQ contract. NAWCTSD in conjunction with Naval Education and Training Command (NETC) will be inspecting the facility of the prospective contractor to assist the Procuring Contracting Officer (PCO) in determining contractor responsibility in accordance with the provisions of FAR Part
9.1. NAWCTSD will provide the potential contractor a survey/inspection list prior to arriving at their facility/plant.
Examples of facility features that may be inspected are included as Attachment: L-1 – NETC Firefighting Checklist.
