CONTINUATION SHEET
The purpose of this amendment is as follows:
1. Extend due date from 5:00 pm (EST) on 10 Dec 2019 to 5:00 pm (EST) on 10 Jan 2020;
2. Remove reference to Attachment 1: C-37B Configuration from the Performance Work Statement (PWS). Refer to response to question #3 in Q&A section below.
3. Update paragraph (b)(1)(iii) in the PWS to include, “The Government will provide a NATOPS qualified Instructor / Evaluator for those pilots requiring a NATOPS check ride.”. Refer to question #2 in Q&A section below.
4. Provide limited authorization to submit partial revised proposals. Due to the late timing of this amendment, any offeror who delivered or mailed a proposal postmarked prior to the effective date of this amendment, who wishes to submit a partial revision to its proposal, may submit its revision no later than the extended solicitation due date as follows:
a. Only one partial revision shall be submitted by an offeror and only if the preceding criteria is met. If the Government receives more than one partial revision, from the same offeror, it may choose to only evaluate one of the partial revisions received.
b. Each revision page shall contain an “R” preceding the page number (e.g. R25, R30) which identifies the page of the proposal it is revising.
c. Any revision submitted shall include a cover sheet(s) (no more than 2 pages) that clearly identifies the submission as a partial revision. The cover sheet(s) shall clearly identify the portions of the proposal being revised or replaced by identifying the old page(s) and the new replacement page(s) (e.g. Vol 1 pages 25-26 are being replaced with pages R25-R26). The cover sheet(s) will not count towards any page count limitations.
d. All proposal submission instructions shall apply to any proposal revision submitted by an offeror.
e. Any pages that are replaced or deleted, as a result of a revision, shall not be evaluated or count towards any page count limitations.
f. This limited authorization shall not restrict or limit offerors from applying any other proposal revision instructions provided by the terms and conditions of the solicitation.
5. Provide the responses to questions received from industry below:
Number Reference (in the RFP) Question
1. pg. 140 of 150 [(i) C-37B (G-550)
Pilot Initial Training Course] under PWS paragraph (b)(1)(i)
Is it a requirement for the CACT II examiner to hold a letter of authorization for CACT II testing or is it a training only requirement?
Government Response:
The CAT II requirement is for training only, however, the simulator and examiner/instructor must be certified for CAT II training and evaluation.
2. pg. 140 of 150 [(iii) C-37B (G-550) Pilot / Crew Chief Recurrent Training Course] under PWS paragraph (b)(1)(iii)
Will the Navy certify designated contractor instructor(s) as NATOPS qualified in the same fashion as they did on the C-12 contract?
Government Response:
The navy will not certify and designate contractor instructors as NATOPS qualified instructors in the C-37B. A NATOPS qualified Instructor/Evaluator will be provided for those pilots requiring a NATOPS check ride. The paragraph (b)(1)(iii) in the PWS was updated to include the following statement: The Government will provide a NATOPS qualified Instructor/Evaluator for those pilots requiring a NATOPS check ride.
3. *Attachment 1 to solicitation: (1) C- 37B AC Description dated 27 Feb
Does all the equipment in attachment 1 have to be in the sim?
As some are military only.
Government Response:
No. It is understood that there are some military Com/Nav systems that are not available on commercial simulators. *Note
– An incorrect reference to Attachment 1: C-37B Configuration in PWS (located before Acronym List) was deleted from the PWS. The correct reference is listed as attachment 1 to the solicitation.
4. pg. 143 of 150 [(xiii) C-37B (G550) Plainview Avionics Training Course
– “to review and expand information on the Avionics systems installed in the C-37B (G550) aircraft”] under PWS paragraph (b)(1)(xiii)
Does MX Training have to include specific configuration of Navy aircraft particularly avionics / communication?
Government Response:
No. Maintenance training shall include the basic configuration of commercial G550 aircraft. Specific training on military only communication equipment is not required in maintenance initial training.
5. pg. 143 of 150 [(xii) Gulfstream Large Cabin Connectivity Training Course) under PWS paragraph (b)(1)(xii)
Can the Offeror provide a high-level curriculum for a Sat Com course rather than military Spec Comms System training?
Government Response:
There is no requirement for military Spec Comms System training. Training on voice/data systems including SATCOM is a course requirement and is outlined in the reference.
All other terms and conditions remain the same.
