1 Scope This Statement of Work (SOW) provides a description of the computer hardware required to migrate the Virtual Environment Submarine (VESUB) Trainer systems to Windows 10 in order to meet cybersecurity requirements. The SOW does not include the required operating systems.

The government will provide the operating systems to the sites as Government-Off-The-Shelf software. The requirements in this SOW comprise the computer hardware needed to upgrade the VESUB Trainers in Orlando, FL and Groton, CT to the level required. The requirements section is comprised of equipment quantities, versions and specific hardware requirements.

This SOW includes four Optional CLIN pairs and an Optional Spares CLIN. These optional CLINs are to provide the same tech-refresh to four additional trainers at Kings Bay, Georgia, Bangor, Washington, Norfolk, Virginia, and San Diego, California. The computer components for these trainers shall be delivered to NAWCTSD, Orlando. These four locations comprise the four CLIN pairs. Funding is expected for Optional CLINs 0002 through 0010 by April 2021 or not at all.

Given the current pandemic state, this date could be delayed.

1.1 Background

The VESUB Trainer (Device 21H35) is required to train officers and enlisted personnel in the proper execution of the Officer Of the Deck (OOD) using naval navigation techniques and equipment to ensure the submarine is safely piloted and navigated. Operation of the VESUB Trainer utilizes the computers described in this SOW to perform these training functions. The VESUB training systems in Orlando and Groton shall be upgraded to comply with cybersecurity directives utilizing Windows 10 for the Operating System(s). The Optional CLINs in Section 7, Optional VESUB Statement of Work are to provide the same functionality to the VESUB trainers at Kings Bay, Bangor, San Diego and Norfolk. These optional CLINs will only be invoked if the funding is approved for the remaining four locations. This SOW outlines the VESUB training systems hardware required, the delivery schedule and location(s) for delivery.

2 Applicable Documents None.

3 Requirements

3.1 General

The contractor shall procure the hardware required to support the VESUB Windows 10 Refurbishment (W10R) as given in Table 1. All items shall be provided exactly as identified; no substitutions are acceptable as consistency across sites is essential to maintain standardization of training devices and configuration management for software deployment.

3.1.1 NAWCTSD Points of Contact

Points of contact for this SOW are included in the table below. These are referenced in the remainder of this document by the POC Name or abbreviation in column one.

POC Name POC

Contracting Officer (PCO) Shannon Walyus Email: shannon.walyus@navy.mil

Program Manager (PJM) CDR Ryan Kramer Email: douglas.kramer@navy.mil

Systems Engineer (SE) James Tims Email: james.tims@navy.mil

3.2 Tasks

A. The contractor shall procure items as listed in Table 1. If available, the contractor shall purchase items with an extended warranty that covers the equipment for a total of three years from the date of purchase.

B. The contractor shall develop a warranty matrix of the warranted parts with applicable information related to the part, part number, vendor, date purchased, warranty period and expiration date.

C. Delivery shall be according to the contract to the destination in Section 4.

3.3 Bill of Materials (BOM)

The bill of materials (Table 1) is specified with no substitutes. The government is aware that some items may have availability issues and has tested some alternatives. Before any substitution, the contractor shall contact the PCO and the SE to verify form, fit, and functional acceptance. For any substitution authorized by the PCO and SE, all equipment and computers provided under this SOW shall be comprised of the same hardware components. Mixing of specified parts with substitutes is unacceptable because consistency within the trainer and across sites is essential to maintain standardization and configuration management.

Note that Item ID 1.2 and Item ID 1.4 indicate two part numbers in the P/N field. The second part number is an alternative part number for availability issues. For Item ID 1.2, the MBD- X11SCA-0 motherboard is preferred but the MBD-X11SCA-F is acceptable. Regardless of which motherboard is used, all quantities delivered under this contract shall be the same type (all MBD-X11SCA-0 or all MBD-X11SCA-F). The same approach shall be taken for any item that is specified with multiple part numbers: only one part number is to be used and all items delivered under this SOW shall be the same part number.

CLAUSES INCORPORATED BY FULL TEXT

52.204-21 BASIC SAFEGUARDING OF COVERED CONTRACTOR INFORMATION SYSTEMS (JUN 2016)

(a) Definitions. As used in this clause--

Covered contractor information system means an information system that is owned or operated by a contractor that processes, stores, or transmits Federal contract information.

Federal contract information means information, not intended for public release, that is provided by or generated for the Government under a contract to develop or deliver a product or service to the Government, but not including information provided by the Government to the public (such as on public Web sites) or simple transactional information, such as necessary to process payments.

Information means any communication or representation of knowledge such as facts, data, or opinions, in any medium or form, including textual, numerical, graphic, cartographic, narrative, or audiovisual (Committee on

National Security Systems Instruction (CNSSI) 4009).

Information system means a discrete set of information resources organized for the collection, processing, maintenance, use, sharing, dissemination, or disposition of information (44 U.S.C. 3502).

Safeguarding means measures or controls that are prescribed to protect information systems.

(b) Safeguarding requirements and procedures.

(1) The Contractor shall apply the following basic safeguarding requirements and procedures to protect covered contractor information systems. Requirements and procedures for basic safeguarding of covered contractor information systems shall include, at a minimum, the following security controls:

(i) Limit information system access to authorized users, processes acting on behalf of authorized users, or devices

(including other information systems).

(ii) Limit information system access to the types of transactions and functions that authorized users are permitted to execute.

(iii) Verify and control/limit connections to and use of external information systems.

(iv) Control information posted or processed on publicly accessible information systems.

(v) Identify information system users, processes acting on behalf of users, or devices.

(vi) Authenticate (or verify) the identities of those users, processes, or devices, as a prerequisite to allowing access to organizational information systems.

(vii) Sanitize or destroy information system media containing Federal Contract Information before disposal or release for reuse.

(viii) Limit physical access to organizational information systems, equipment, and the respective operating environments to authorized individuals.

(ix) Escort visitors and monitor visitor activity; maintain audit logs of physical access; and control and manage physical access devices.

(x) Monitor, control, and protect organizational communications (i.e., information transmitted or received by organizational information systems) at the external boundaries and key internal boundaries of the information systems.

(xi) Implement subnetworks for publicly accessible system components that are physically or logically separated from internal networks.

(xii) Identify, report, and correct information and information system flaws in a timely manner.

(xiii) Provide protection from malicious code at appropriate locations within organizational information systems.

(xiv) Update malicious code protection mechanisms when new releases are available.

(xv) Perform periodic scans of the information system and real-time scans of files from external sources as files are downloaded, opened, or executed.

(2) Other requirements. This clause does not relieve the Contractor of any other specific safeguarding requirements specified by Federal agencies and departments relating to covered contractor information systems generally or other

Federal safeguarding requirements for controlled unclassified information (CUI) as established by Executive Order

13556.

(c) Subcontracts. The Contractor shall include the substance of this clause, including this paragraph (c), in subcontracts under this contract (including subcontracts for the acquisition of commercial items, other than commercially available off-the-shelf items), in which the subcontractor may have Federal contract information residing in or transiting through its information system.

Offers that propose delivery that will not clearly fall within the applicable required delivery period specified above will be considered nonresponsive and rejected. The

Government reserves the right to award under either the required delivery schedule or the proposed delivery schedule, when an offeror offers an earlier delivery schedule than required above. If the offeror proposes no other delivery schedule, the required delivery schedule above will apply.

OFFEROR'S PROPOSED DELIVERY SCHEDULE

WITHIN DAYS AFTER

ITEM NO. QUANTITY DATE OF CONTRACT

(b) Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed or otherwise furnished to the successful offeror, results in a binding contract. The

Government will mail or otherwise furnish to the offeror an award not later than the day award is dated. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor’s date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, or

(2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically.

(The term “working day” excludes weekends and U.S. Federal holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.
