11 April 2019 Pre-Solicitation Notice
The Naval Air Warfare Center Training Systems Division (NAWCTSD) in Orlando, Florida intends to award a sole source contract to Northrop Grumman Systems Corporation (Cage Code 97942) for the tasks associated with the initial phase of the AATT Ballistic Missile Defense (BMD) 5.1 Build 24.0.5 AEGIS Ashore Assured Command, Control, Communications, Computes, and Intelligence (A3C4I) Training Subsystem Enhancement Phase I, including conducting a series of Requirement Analysis Work Group (RAWG) meetings. The contract will be awarded under the statutory authority of 10 U.S.C. 2304 (c) (1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.”
Northrop Grumman is the developer of the A3C4I simulation software, and as such, they are the only source with the requisite knowledge that can provide the requirements analysis necessary to define the A3C4I training requirements without an unacceptable delay to the Government. Due to the complexity of the system and the learning curve associated with understanding it, the Government estimates that it would take another vendor approximately six (6) months to gain the necessary A3C4I knowledge to meet the Government’s requirement. This delay would cause severe impact to the AAMDS team qualification and certification schedule, and would further impact the Phased Adaptive Approach to the Ballistic Missile Defense of Europe. Per FAR 13.106-1(b)(i), only one source is reasonable available to perform this effort.
All inquiries and concerns must be addressed via email to Donna Raimondi at donna.raimondi@navy.mil/407-380-8298 and copy Sidney Galloway at sidney.galloway@navy.mil. Telephone requests or inquiries will not be accepted. Responses to this notice must be submitted by 25 April 2019. A determination not to compete these requirements is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in a future procurement. Responses to this announcement should consist of the following:
1) A submission of your firm’s detailed capabilities to meet the requirements listed above.
2) Your firm’s degree of familiarity with and access to:
a) AEGIS Baseline BL9C.X, and AEGIS Ballistic Missile Defense (BMD) Baseline 3 5.X computer programs
b) The Synthetic Combat Operator Trainer (SCOT)
c) OASIS
d) AEGIS Common Source Library (CSL)
e) Windows 10 Migration
f) Implementing Risk Management Frameworks (RMF)
g) Integrating Government Furnished Property (GFP) This notice is for informational purposes only. This synopsis is not a request for competitive proposals. This is not a request for proposal. No contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source is available and more advantageous to the Government. If no written challenge to this synopsis is received, a justification and approval (J&A) for other than full and open competition in accordance with the statutory authority of 10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) subpart 6.303 based on the rationale provided above will be initiated. If conducted as a sole source procurement, a separate synopsis will not follow. This synopsis will satisfy the intent of the requirements under FAR 5.201 and 5.204. In accordance with FAR 5.102(e), copies of the solicitation will be available upon request.
