About this file

This document provides an amendment to a solicitation for depot level maintenance services at Fleet Readiness Center East. The Navy seeks these services to perform rebuilds, overhauls, repairs and modifications to aircraft and components, including for rotary and fixed wing aircraft with gas turbine and jet propulsion. The incumbent contractor is AVMAC, LLC.

The amendment provides additional instructions for the proposal, including allowing electronic submission of certain documents. It requires proposed labor hours and categories to match those specified in Attachment L5. Offerors must propose separate prices for the mobilization CLIN and labor CLINs 0002 through 0007, with prices not to deviate from the government's labor hour estimates provided. The services are subject to the Service Contract Act and offerors must propose wages in accordance with the wage determination. A pre-proposal conference and site visit will be held on May 21, 2019 at Marine Corps Air Station Cherry Point for up to three attendees per offeror.

SUMMARY OF CHANGES

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

The following have been modified:

SECTION L

SECTION L

L – (1) CONTENT OF PROPOSALS (SERVICES) (MARCH2019)

PART A GENERAL INSTRUCTIONS

1.0 GENERAL

1.1 The Offeror must respond to all requirements of the solicitation and not alter or rearrange the solicitation. The

Offeror is advised that the Government may incorporate any portions of the Offeror’s proposal into the resulting contract.

1.2 In presenting material in the proposal, the Offeror is advised that quality of information is more important than quantity. Clarity, brevity, and logical organization shall be emphasized during proposal preparation.

Statements that the prospective Offeror understands, can comply with, or will comply with, the specifications, and paraphrasing the requirements or parts thereof without supporting information are considered inadequate by the Government, and may result in assessing weaknesses and/or deficiencies.

1.3 The Offeror must include any data that illustrates the adequacy of the various assumptions, approaches, and solutions to problems. Failure to address a specific factor or subfactor clearly may be considered a deficiency.

Unnecessarily elaborate brochures or other presentation materials beyond that sufficient to present a complete and effective proposal is neither necessary nor desired.

1.4 The Government advises the Offeror that taking exception or deviating from any term or condition of the RFP may result in the assessment of a deficiency to the proposal.

1.5 Throughout these instructions, a “principal team member” (PTM) for purposes of the past performance evaluation Factor is defined as a subcontractor, joint venture owner, JV Team Member, partnership owner (partner), corporate parent, division, subsidiary, affiliate or vendor that is demonstrably proposed to provide at least 30% of the total number of labor hours (552,656; or 30% x 1,842,190) for the contract. “JV Team Member” is defined as one of the entities that make up the joint venture (JV) formed for the purpose of responding to this solicitation.

1.6 Questions: Offerors may submit questions requesting clarification of solicitation requirements by emailing the contract specialists at Elouise.Bryant@navy.mil AND Ricardo.ColonAcevedo@navy.mil. (The contract specialists are the primary point of contact for this acquisition.) Each question shall reference the applicable RFP document, paragraph, and page number. Questions containing proprietary information shall not be submitted because all government responses to questions will be provided to all potential offerors via amendment to the solicitation. It is required that all questions be received within 10 calendar days of the date this solicitation is issued.

1.7 The government reserves the right not to respond to any questions received concerning this solicitation after the question receipt date above. Accordingly, offerors should carefully review all solicitation requirements and submit questions to the government early in the proposal cycle. The Government does not anticipate an extension of the closing date for receipt of offers.

mailto:Elouise.Bryant@navy.mil mailto:Ricardo.ColonAcevedo@navy.mil

1.8 There is no need to repeat information in the same volume or in more than one volume. If an overlap exists, the detailed information should be included in the most logical place and summarized and referenced in other areas. With the exception of the Cost/Price Volume, no cost or pricing information should appear in any volume.

1.9 Alternate proposals are not acceptable. The offeror shall comply with and respond to all requirements of the solicitation, and shall not alter or rearrange the solicitation. In addition, taking exceptions, deviations, or waivers to any term or condition of the RFP may make an offer unacceptable, and the proposal unawardable, unless the RFP expressly authorizes such an exception, deviation, or waiver with regard to that specific term or condition.

1.10 The following Section L attachments are provided to the offeror to assist with proposal development:

Attachment L1 FRC East Visitor/Contractor Access Requirement Attachment L2 Visitor Parking Space Request Attachment L3 Contractor Performance Assessment Questionnaire (CPAQ) Attachment L4 Past Performance Information Form, Rev. 1 Attachment L5 FRC East DLM Cost or Price Summary, Rev. 3

PART B SPECIFIC INSTRUCTIONS

Cost or pricing information shall only appear in the Price/Cost volume.

1.0 VOLUME 1: PAST PERFORMANCE

1.1 General

(a) Sources of past performance evaluation information include information provided by the Offeror in response to the solicitation, information obtained from questionnaires, and any other sources available to the Government, to include, but not limited to, the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information Systems, Electronic Subcontract Reporting System, or other databases;

the Defense Contract Management Agency; and interviews with Program Managers, Contracting Officers, and Fee Determining Officials.

(b) The Offeror shall complete the Past Performance Information Form, Attachment L4, for each past performance reference performed within three years of the solicitation release date. The Offeror shall submit no more than three Past Performance Information Forms as the Prime Contractor and/or no more than two forms for each principal team member (PTM). If the Offeror does not submit the written consent, the Government will address any past performance issues directly with the PTMs and the Offeror will forfeit the opportunity to participate in any related discussions. Consequently, for any PTM that does not provide the written consent, the Offeror shall provide the name, address, phone number, and email address with whom the Government may address any past performance issues.

(c) The Offeror shall provide a narrative on each Past Performance Information form in the “Description of

Product or Service” area that clearly describes how each contract reference has relevant work effort that matches the relevancy definitions specified in Section M of the solicitation. Additionally, the Offeror shall provide one electronic copy of the Statement of Work/Performance Work Statement for each contract reference as Annex A to this Past Performance Volume.

(d) The primary source of past performance information will be PPIRS. If a Contractor Performance Assessment

Report (CPAR) exists for multiple years for the same contract/order, all periods of performance, for that contract/order, will be used for evaluation. In the event a CPAR does not exist for an active past performance reference within 6 months of the solicitation’s release date, the Offeror shall submit a Contractor Performance Assessment Questionnaire (CPAQ), Attachment L3, to the past performance reference’s Program Manager, Procuring Contracting Officer (PCO), and Contracting Officer’s Representative (COR), as applicable. The Offeror shall include instructions for the CPAQ respondents to send completed questionnaires within two weeks of its receipt via e-mail to via e-mail to Elouise Bryant, Contract Specialist, at Elouise.Bryant@navy.mil, thereby allowing the customer approximately two weeks to complete their response. All CPAQs should be received by the Government concurrently with the Offeror’s proposal submission.

1.2 Past Performance Volume, Contents and Structure

(a) An offeror will not receive past performance credit for a PTM unless the offeror’s proposal demonstrates how the resources of that PTM – its workforce, management, facilities or other resources – will in fact be provided to perform at least 30% of the total number of labor hours for the contract. Merely stating that the offeror has access to the resources of a PTM is insufficient.

(b) Any submitted past performance contract must contain performance within three (3) years of the RFP issuance date. Performance that took place greater than three years from the solicitation release date will not be considered unless a portion of the performance falls within the three years stated herein. The entire contract period of performance will be considered even if only a portion of performance falls within the three (3) year period, with the understanding that more recent performance is generally more relevant than less recent performance.

(c) The offeror has the burden of providing thorough and complete past performance information. It is incumbent upon the offeror to explain the relevance of data provided in its proposal. The government has no duty to search for additional data to cure problems the government finds in the information provided by the offeror.

(d) Regardless of relevancy, the offeror shall provide a list of Show Cause Notices, Cure Notices and

Terminations for Default received on any contract, task order, or delivery order within the past three (3) years.

(e) Past Performance data beyond the solicitation release date will not be considered in the past performance evaluation.

1.3 Past Performance Information Form

(a) The offeror shall provide rationale on how the work performed in the referenced past performance contract(s) compares to the requirements under this solicitation regarding aircraft depot level maintenance services. For each past performance contract reference, the offeror shall provide that contract’s SOW, PWS, SOO, current copy of the conformed contract and other supporting contract documentation (as part of Annex A) and, pursuant to the chart below, pinpoint the exact page(s) and paragraph(s) that apply to a relevancy determination.

Provide the information identified below (as replicated in Attachment L4) in a MS Word Table for each past performance contract identified.

3As part of its Past Performance Volume, the offeror shall provide printed CPARs that are referenced in the table.

4O-level maintenance primarily includes inspecting, servicing, lubricating, adjusting, and replacing parts, minor assemblies, and subassemblies of aircraft, Unmanned Aircraft (UA) or Unmanned Aircraft Systems (UAS), and aeronautical equipment. O-level maintenance is usually performed by the activity that operates the aircraft or aeronautical equipment, but may be performed by I-level and D-level activities on assigned equipment or on aircraft undergoing depot rework.

I-level maintenance is performed by designated maintenance activities responsible for supporting units operating aircraft and aeronautical equipment. I-level activities are located on the air station or ship of the units they support, but may provide support for non-local units. I-level maintenance primarily consists of testing and repair of aeronautical components and support equipment(SE); I-level calibration; technical assistance to supported units; incorporation of I-level Technical Directives (TD); manufacture of selected aeronautical components, liquids, and gases; and Performance of I-level maintenance, such as Non- Destructive Inspection (NDI), when required.

5D-level maintenance includes aircraft standard depot level maintenance (SDLM) (standard and special rework); rework and repair of engines, components, and SE; Calibration by calibration laboratories and Primary Standards Labs (PSL); Incorporation of technical directives (TD); modification of aircraft, engines, and support equipment (SE); manufacture or modification of parts or kits; technical and engineering assistance by field teams; and age exploration (AE) of aircraft and equipment under reliability centered maintenance (RCM).

(b) Remember: For a PTM compare the scope, magnitude, and complexity of that PTM’s contract to the scope, magnitude, and complexity of the effort the PTM is proposed to perform for the instant solicitation.

(c) Task/delivery orders awarded under Multiple-Award Contracts (MACs) will be considered standalone

“contracts” for purposes of past performance evaluation. Thus, offerors may not propose an entire MAC as a past performance contract reference.

(d) For a single-award indefinite delivery/indefinite quantity (ID/IQ) contract, the entire ID/IQ shall be proposed as a single past performance contract reference. As such, offerors shall combine task or delivery orders into one table for all orders.

1.4 Demonstrated Performance Information of the Past Performance Contract

(a) For each past performance contract reference, the offeror and PTM shall provide available CPARs or CPAQs that address the following demonstrated past performance areas:

• Quality

• Schedule

• Cost Control

• Management

• Regulatory Compliance

(b) The government will use CPARs and CPAQs to document demonstrated past performance. The government does not want to receive, and will not evaluate, an offeror’s or PTM’s self-described assertions of demonstrated past performance. For the CPARs and CPAQs provided, however, explain the reasons for any past performance problems, as well as schedule slips and cost or price increases from the time of award. Also describe any claims or requests for equitable adjustment.

(c) For any past performance problem identified in the CPARs, describe the status of the problem, and describe the impact that the offeror’s or PTM’s implemented improvement effort had on resolving the problem as well as the resolution used to correct the problem.
