SIMPLIFIED ACQUISITION PROCEDURES (SAP)

Determination Memorandum for Sole Source Acquisitions Over $3,500 but not Exceeding $150,000

SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLY AVAILABLE. WHEN THE CUSTOMER DESCRIBES AN ITEM OR SERVICE, WHICH LIMITS THE AVAILABILITY TO ONE SOURCE, THE DETERMINATION MUST EXPLAIN WHY THE ITEM OR SERVICE PROVIDER IS THE ONLY ONE THAT WILL MEET THE GOVERNMENT'S REQUIREMENT. STATEMENTS SUCH AS "ONLY KNOWN SOURCE" OR "ONLY SOURCE WHICH CAN MEET THE REQUIRED DELIVERY DATE" ARE INADEQUATE TO SUPPORT A SOLE SOURCE PURCHASE. THIS FORM MAY BE USED IN LIEU OF THE DETERMINATION DESCRIBED IN FAR 13.106. THE CUSTOMER SHALL

PROVIDE THE FOLLOWING INFORMATION:

1. PURCHASE REQUEST OR REQUISITION NUMBER: 2. PROJECT/TASK NUMBER: 3. ESTIMATED AMOUNT:

4. BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE:

The Government requires a nitrogen generation system, based on the Titus Air Systems TN2U2000ACA00 unit, for the Normobaric Hypoxia Trainer (NHT), Device 9A19, to be delivered to MCAS Miramar. The nitrogen generation system includes the TN2U2000ACA00 expandable polysulfone membrane-type air separation unit with seven Prism PA4050-N1 membrane modules, pre-heater, high efficiency filtration, module control valves, pressure sensors, Allen Bradley PLC control system, an Atlas Copco GA37-175AP rotary screw compressor, two 200 gallon wet air receiver tanks with auto-drains, BEKO Kwik-Pure 100 oil-water separator and an AKC350 carbon bed filter. The nitrogen generation system is a sub-component of the approved and tested design of the NHT.

5. UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR

SERVICES CAN BE USED:

The nitrogen generation system is a sub-system of the Normobaric Hypoxia Trainer (NHT). The first NHT has been built, tested and formally approved for production. The approved system's nitrogen generation sub-system is based on the Titus TN2U200ACA00 nitrogen generator unit. Considering any other nitrogen generation system would require redesign of the approved production training system, recreation of the system controlling software and retest of the resulting system. This would incur unacceptable cost, schedule and technical risk to the Government. The TN2U2000ACA00 is unique to Titus Air Systems, 36 Mountain View Road Morgantown, Pennsylvania.

6. EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT MORE THEN ONE

SOURCE HAS NOT BEEN DEVELOPED:

The TN2U2000ACA00 is a unique product to the Titus Air Systems company. This small business manufacturer does not utilize a network of resellers. No other nitrogen generation equipment can be considered at this time based on the design and production history documented in Section 5 above. Extensive market research was conducted as part of the in-house design of the training system. This included canvasing the commercial market place for air separation technologies and manufacturers. This resulted in no less than six manufacture/technology combinations considered as possible design candidates. Selection of the Titus Air Systems' technology for inclusion in the NHT was based on its ability to meet the performance requirements of the training system.

7. PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO

COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED:

No other actions can be identified at this time. This requirement is for a nitrogen generation system that is a sub-component of the Normobaric Hypoxia Trainer (NHT). The NHT is a Government unique, limited production design based on specific requirements of Naval Aviation. The NAWCTSD in-house laboratory design team conducts continuous market research into the technologies necessary to meet the performance requirements of a given design task. Future in-house design solutions and resulting production with take similar steps to determine the best fit technology or parts for a given requirement.
