SIMPLIFIED ACQUISITION PROCEDURES (SAP)

Determination Memorandum for Sole Source Acquisitions Over $10,000 but not Exceeding $250,000

SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLY AVAILABLE. WHEN THE CUSTOMER DESCRIBES AN ITEM OR SERVICE, WHICH LIMITS THE AVAILABILITY TO ONE SOURCE, THE DETERMINATION MUST EXPLAIN WHY THE ITEM OR SERVICE PROVIDER IS THE ONLY ONE THAT WILL MEET THE GOVERNMENT'S REQUIREMENT. STATEMENTS SUCH AS "ONLY KNOWN SOURCE" OR "ONLY SOURCE WHICH CAN MEET THE REQUIRED DELIVERY DATE" ARE INADEQUATE TO SUPPORT A SOLE SOURCE PURCHASE. THIS FORM MAY BE USED IN LIEU OF THE DETERMINATION DESCRIBED IN FAR 13.106. THE CUSTOMER SHALL

PROVIDE THE FOLLOWING INFORMATION:

1. PURCHASE REQUEST OR REQUISITION NUMBER:

2. PROJECT/TASK NUMBER: 3. ESTIMATED AMOUNT:

$16,000.00

4. BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE:

NAWCTSD is the Lead System Integrator for the Live, Virtual, Constructive for Training (LVCT) effort and is responsible for the acquisition, fielding and life cycle support of a testbed to be located at NAWCTSD in Orlando, FL. The testbed is designed to provide a persistent distributed environment to demonstrate/evaluate a wide range of LVCT initiatives across government, academia and industry. This includes the exploration of emerging technologies/concepts. In order to meet these objectives, our laboratory space requires additional security measures to cover the unclassified and classified operations. Contractor to provide hardware and software (including (1) new IP camera, (1) new alarm system and (1) access control system) upgrade in the Deflorez building at NAWCTSD (12211 Science Drive, Orlando, FL 32826) which is tied to the NAWCTSD Electronic Security System (ESS) to include installation.

5. UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR

SERVICES CAN BE USED:

NAWCTSD's current ESS infrastructure was completed by Security101 and they have been maintaining it since inception. It is a complex system that incorporates multiple buildings and multiple commands providing access point physical security. Access point security is a part of everyday life for the employees of these buildings. Even small mistakes could become a work stoppage incident or a catastrophic security breach. Security101 is the current provider for access point physical security as per NAWCTSD Commanding Officer letter dated 16 November 2016. No other company has the knowledge and skills particular to our ESS. To change suppliers at this point would require an entire system replacement and reintegration. This means a significant duplication of costs and unacceptable delays. As noted in FAR 6.302-1(a)(2)(ii), this is a valid justification for a sole source procurement.

6. EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT MORE THEN ONE

SOURCE HAS NOT BEEN DEVELOPED:

The current ESS installation was completed by Security101 previously and they currently maintain the system. At this point, the requirement is only to upgrade the current system and integrate it into the current security infrastructure. Not only would securing a second provider risk system integration and incompatibility, it would duplicate the costs to maintain that area, a reason specifically cited in FAR 6.302-1(a)(2)(ii)(A).

7. PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO

COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED:

No actions can be identified at this time. The Government team continuously researches and monitors the market to determine whether other brand name devices have been developed to meet this type of requirements. Future procurement of this item may result in different conclusions depending on the combination of requirements and availability at that time. Should the funds become available and/or requirements change to allow, the Government will reevaluate the market.
