Description: Licenses and support for the following software products are required to support voice recognition and text to speech playback utilized in PMS339 Conning Officer Virtual Environment (COVE) training system acquisitions for Mariners Skills Training Centers at San Diego, Norfolk and SWOS Newport, RI training sites: a. Nuance Recognizer, NUR-TX-SPTTS-B (Qty=26); b. Nuance Management Station licenses, NU-MS-W (Qty=52); c. Nuance License Manager, NU-LIC-MGR-W (Qty=26); d. Nuance Speech Server licenses, NU-NSS-W (Qty=26); e. One year software support , DGX-MS02-NS (Qty=26); f. Set of associated software installation materials; g. Node paired USB license dongles for Nuance Recognizer, Vocalizer, Speech Server (Qty=26); and h. Node paired USB license dongles for Nuance Management stations (Qty=26).
UniqueCharacteristics: Nuance functionality is an integral component of these training systems. The Nuance software components are used for voice recognition and text-to-speech playback within the training system. Voice commands issued by the user are processed by the VShip SpeechFed federate which was specifically designed by Nuance and CSRA/GDIT for the COVE training system. The integration of the Nuance system with VShip provides a unique mission centric library of commands, designed to maximize voice recognition accuracy. Using any other software would render this component of the training system inoperable. The required software is manufactured solely by Nuance and cannot be provided by another source without significant redesign and possible performance impacts to the COVE system function. The re-development of both Speechfed and the command library to accommodate a different voice recognition system would come at a significant cost.
Explain: It is the Government’s intent to solicit this effort to determine availability of sources. This SAP J&A is brand name specific.
StatementOfActions: It is possible that there will be other software applications or reseller that can compete with the Nuance software application. As such, the Government will continue to conduct market research to ensure competition is met as practicable.
