PRE-SOLICITATION NOTICE

FOR

LANDING CRAFT AIR CUSHION (LCAC) TRAINER

SYSTEM BASELINE CONFIGURATION (SBC) 4 BLOCK CYCLE (BC) 7 UPDATE

INTRODUCTION: The Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, FL, has a requirement to update the Landing Craft Air Cushion (LCAC) family of trainers to align them with the proposed Craft Change Directives (CCD) 582 & 583, which implement System Baseline Configuration (SBC) 4 Block Cycle (BC) 7 Variant 1.0. LCAC training devices and classrooms are located at the following locations:

· Expeditionary Warfare Training Group, Pacific (EWTGPAC), Naval Amphibious Base (NAB) Coronado in San Diego, California (CA)

· Expeditionary Warfare Training Group, Atlantic (EWTGLANT), Joint Expeditionary Base Little Creek-Fort Story (JEBLCFS) in Virginia Beach, Virginia (VA)

· Assault Craft Unit FOUR (ACU4), Joint Expeditionary Base Little Creek-Fort Story (JEBLCFS) in Virginia Beach, Virginia (VA)

· Assault Craft Unit FIVE (ACU5), Marine Corps Base (MCB) Camp Pendleton, CA

· Naval Beach Unit SEVEN (NBU7). Sasebo, Japan.

The LCAC vehicle is a high speed, ship to shore, and over the beach amphibious landing craft that transports equipment, personnel, and weapon systems from ships located beyond the horizon, through the surf zone, and across the beach to hard landing zones beyond the shoreline. The LCAC family of training systems replicates craft functionality with part task training capability in the Operator & Maintenance Classroom trainer (20G8-F), complete simulation in Virtual Environment LCAC (VELCAC) (20G9), and fully emulated in the LCAC Full Mission Trainer (FMT) (20G6). Crew and maintenance training is allocated across the LCAC family of trainers as follows:

· Device 20G6 – Full Mission Trainer (FMT) – The LCAC FMT is a motion-based, operations team trainer for the Operator, Engineer, Navigator and Group Commander of the LCAC. The FMT replicates the LCAC Control Cabin of the Service Life Extension Program (SLEP) configured craft. The LCAC FMT provides the craftmaster, engineer, and navigator training in all major LCAC mission tasks and operational conditions, including casualty and emergency conditions in a realistic physical environment over water and land. An FMT is installed at each schoolhouse, ETWGPAC and ETWGLANT.

· Devices 20G8-F –The 20G8-F Operations and Maintenance Classroom Trainer – The 20G8-F provides students with systems Operations familiarization and maintenance procedures training on virtual craft and components. The Maintenance trainers provide a means for training and evaluating students in familiarization and preventive (scheduled) and corrective (unscheduled) maintenance procedures. All restrictions and interferences are the same as in the actual craft.

· The deliverable software solution must provide one single identical software package that supports both the Operations and Maintenance software loads. Three 20G8-F classrooms are located at EWTGPAC and one 20G8-F Operations classroom is located at EWTGLANT.

· Device 20G9 – Virtual Environment LCAC (VELCAC) – VELCAC is a high fidelity table-top Personal Computer (PC) based training system that emulates, in a combination of virtual and physical environments, the SLEP LCAC crew compartment physical configuration, functionality and dynamics of the instrumentations, displays and controls and their interactions with the simulated external environment. VELCAC is installed at EWTGLANT, EWTGPAC, ACU-4, ACU-5 and NBU-7.

ANTICIPATED SCOPE OF EFFORT: Upgrade LCAC training to the SBC4 (CCD 582) and BC7 V1.0 (CCD 583) configuration, changes are required in the LCAC FMT, VELCAC, and the Operations and Craft Control Maintenance Trainer software to address revised operations procedures and hardware configuration. To implement the SBC4 BC7 V1.0 configuration into LCAC training, the contractor shall be required to modify the LCAC trainer software across the LCAC family of trainers. The contractor shall update the displays, controls, and alerts in the LCAC trainer software that are affected by the craft configuration changes. The following tasks are fundamental to completion of this effort:

· Update the Operations Course Computer Based Training (CBT).

· Upgrade content for SBC4/BC7 functionality in a Windows 10 environment utilizing GL Studio® and other supporting applications or provide a total new solution that fully replicates present capability and supports Adobe Flash media.

· Update the Maintenance Course CBT by replacing a portion of the course content with Instructor Lead Presentation Material and removing the CBT material that is no longer required to be taught.

· Upgrade content for SBC4/BC7 functionality in a Windows 10 environment utilizing GL Studio® and other supporting applications or provide a total new solution that fully replicates present capability and supports Adobe Flash media.

· Update the Operations Course Curriculum to include guides.

· Update the Maintenance Course Curriculum to include guides.

· Update Operations and Maintenance Course, FMT and VELCAC with new FURUNO radar functionality.

· Update FMT Universal Keyboard (UKB) control model to reflect new baseline changes and functionality.

· Implement Windows 10 and cybersecurity controls for a stand-alone device on the VELCAC devices.

· This task will require software updates to the existing applications (GL Studio® and PRESAGIS PC image generator (IG)) for Windows 10 environment compatibility.

PLACE OF PERFORMANCE: The preponderance of the effort can be completed at the contractor’s facility with installation, integration and final testing to be conducted at the trainer sites. The anticipated allocation of work among the places of performance is:

% Off-Site Contractor

A general summary of the trainer changes under the SBC4 BC7 effort is provided below. NOTE: THIS DESCRIPTION MAY NOT ENCOMPASS ALL CHANGES TO THE LCAC FAMILY OF TRAINERS.

· LCAC functionality baseline Model Update: The virtual model used in the FMT, VELCAC, and Operator and Maintenance courses will need to be updated.

· Maintenance Course CBT Update: The course contains various CBTs that will be removed because the troubleshooting and repair procedure is revised to a “remove and replace” concept at the SRU level and not down to card repair. New high level instruction will be added to replace the current CBT instruction with Instruction Lead Instruction via Microsoft Power Point lessons.

· Operator Course CBT Update: Changes entail the modifications required to implement SBC4 BC7 functionality as defined in SEAOPS. While major changes are not required, all the checklist steps will need to be recaptured and programmed into Flash. Popups for all the new NOTES/CAUTIONS/WARNINGS will need to be created. The tracked steps will be re-organized and the software that walks the student through each step will need to be updated.

· VELCAC will require an upgrade to Windows 10 PRO to include supporting applications that will require updates to Windows 10 compliant versions.

EXPERIENCE: Implementation of the SBC4 BC7 configuration will require modifications to the curriculum, CBT, and LCAC training devices, including FMT, 20G9 VELCAC, and 20G8-F Operations and Maintenance Classroom. Companies should provide details showing their experience with amphibious ship well deck operations, LCAC crew stations, Navy curriculum development, software products employed on the LCAC family of trainers, Reusable Software Objects (RSO), as well as work that is substantially similar to this effort and any relevant experience on US Navy Surface trainer simulation developments.

SCHEDULE: The Government anticipates the effort to require first delivery to be completed by January 2019. Installation test and acceptance to be accomplished during scheduled class break of November 17, 2018 through January 18, 2019.
