1 1.1 Evaluation Process Per the RFP, "Therefore, initial offers should contain the offeror’s best terms from a technical, past performance and cost standpoint." The Proposal Submission contains Two Volumes, the Past Performance Volume and the Price Volume.

Does the government want the offeror to provide a technical solution in the Past

Performance Volume? Recommendation: Based on the government request for only the two Volumes, Past Performance and Price, we suggest the removal of the reference to technical in the evaluation criteria.

The Government does not require offerors to provide a technical solution in the past performance volume. Section M, paragraph 1.1 has been revised accordingly, to reflect the following statement: "Therefore, initial offers should contain the offeror’s best terms from a past performance and cost standpoint."

The offeror is only required to submit a WD if the proposed place of performance is different than what has already been identified in attachment 4.

3 Requirements Inspection of device during mobilization

SOW paragraph 2.7 states, "Navy inspectors ... will use inspection forms listed in

Attachment 3 of this Statement of Work to inspect the contractor’s training, facilities, equipment, and personnel for compliance."

SOW paragraph 3.3 states that during mobilization "the contractor must also have a government CFET device inspection prior to beginning any training to ensure that the device meets all safety and performance in accordance with paragraph

2.7 above. The COR will ensure Navy POCs inspect these items prior to training."

Attachment 3 (c) of the SOW states "***Note: Not all testing procedures may apply to each device. Use best judgement with these criteria.***".

Please clarify what the Attachment 3 (c) note means.

3(c). SOW pages 6, 9, and 52.

The note is included in the checklist for the Navy Inspector. The government could not predict or include all characteristics for every potential proposed device on the checklist. Therefore, the checklist may include characteristics of devices that may differ from a potential offeror's device. However, the checklist also includes elements of the inspection that are training and safety related that cannot be deviated from. For example.

item 2.22 of attachment 3 (c) states, "2.22 MAXIMUM ACCELERATION

To verify that the trainer generates and stabilizes within two seconds upon reaching 15 ±0.05 Gz with the gondola loaded at the design payload

(simulated student installed) and to verify that the trainer rotates in a clockwise direction (as viewed from above), a profile that commands 15 Gz is run. Direction of rotation is noted and Gz is recorded and charted for verification."

In this example, the inspector is not authorized to deviate from the requirement to "verify that the trainer generates and stabilizes within two seconds upon reaching 15 ±0.05 Gz with the gondola loaded at the design payload (simulated student installed)" because this is a safety requirement.

However, if the training device being inspected is configured to spin counter-clockwise, the inspector would use his/her judgement and realize it would be impractical to apply this counter-clockwise criteria to that specific device. Once an offeror is selected, the inspection checklist will be revised/updated during mobilization to account for those variances in characteristics specific to the selected offeror's training device for those items that are not training or safety related.

Program Title Section B refers to the program as "Aircrew Centrifuge Training", the SOW references "Centrifuge-Based Environment Training Contract Recompete". Can the government please clarify the correct program name for this Solicitation?

The terminology used depends on the context in which it is used. For example, in section B, CLIN 0100, the Government is requesting a price for the "Aircrew Centrifuge Training," vs the Administrative & Technical Data requested in CLIN 0110. The correct reference in the SOW should have been

Centrifuge-Based Flight Environment Training (CFET) Re-Compete. For purposes of labeling the proposal, cover sheet etc., offerors may use

"CFET." The title of the SOW was corrected on page 1 and 2 and in the header of the document.
