40Formulas in L4 staffing chartThe formulas in the L4 Staffing Chart are incorrect in multiple sites for Columns T&U. They are not adding up all appropriate "percentage of working hours" to the right. Many are missing a column in the calculation and others add in the column where the calculation occurs. Will you be fixing this and providing a revised set with the correct formulas?Att L4 RESFOR COMS Staffing Chart 20180130The Government team could not duplicate these errors. More specific explanations of faulty formulas required. Reinputted all formulas into Attachment L-4.
41Past PerformanceRFP Reference: The solicitation states the Government “will not evaluate the past performance of proposed subcontractors, predecessor companies, key personnel (to include partnership owners), corporate parents, corporate affiliates, corporate subsidiaries, or corporate divisions.”

Question: This requirement limits the small business competitive pool to Offerors with experience in both COMS and CIS domains, which is a combination of past performance seldom found within the small business community.

To enhance competition and ensure best value for the Government, would the Government please consider accepting past performance of proposed subcontractors, where a pre-existing business relationship provides confidence of successful team performance?

RESFOR Final 2-12-2018, Part B Specific Instructions, Paragraph 1.0 Volume1 Past Performance In the interest of maintaining a level playing field for all offerors, the Government's position is to limit evaluation only to Prime/JV/JV Team. Because only the Prime/Joint Venture is bound to perform under the contract, there is no legally binding requirement that any submitted subcontractors, predecessor companies, key personnel, partnership owners (partners), corporate parents, corporate divisions, corporate subsidiaries, or corporate affiliates will actually perform in support of this effort. While a pre-existing business relationship can provide confidence of successful team performance, an offeror has no legal requirement to form the same team upon award. In addition, Market Research conducted on both this procurement as well as LOTI from the Multiple Award Contract FTSSIV showed multiple small businesses with both COMS and CIS experience. Therefore, the Government expects adequate competition.

42 Price On the L-5 Breakout worksheet/Price evaluation Worksheet, is the cost entered into Column D “Supply Support” a monthly or annual cost? Att L-5 On Att L-5 PBW/PEW, Supply Support (Column D) will follow the same unit of issue as the Price (Column I). The unit of issue is listed in Column G.
