This class justification and approval authorizes and approves a Firm Fixed-Price (FFP) lndefinit3 Delivery, Indefinite Quantity-type (IDIQ) sole-source contract awai·d, with Cost-Plus-Fixed-Fee (CPFF) elements, to A[ldromeda Systems Incorporated (AS I) of Virginia Beach, VA, for the delivery of software toolt in support of MaintenanGe Planning, Scheduling, and Execution (MPS&E), and the integration of this software across the Naval Avi3tion Enterpri'Se. This effort will have a ceiling of $7.7 minion, with a minimum of $100,000.
This minimum amount is el:pected to be met at the tim~ of basic contract award.
Tile MPS&E suite of tools is a set of software applications formerly referred to as the Event-Ba£ed Maintenance (EBM) or iSUMO tool suite. These software tools are part of a spirai development effort that originated wit1 PMA-271, and the E-68 TACAMO aircraft. The tools ar·e now being developed for Naval Aviation Ente':prise-wide usage. Approximately 68% of the effort is expected to be in the form of FFP delivery orders, with the remainder being .CPFF task orders.
This requirerf!ent is a continuation of effort~:; that ASI began with contract N00421-00-D-0328, Delivery Order 0107 is-sued on 11/213/05, and contir.ued with contract N00421-08-C-0035 issued on 03/i.8/08. This procurement :Ni!l satisfy requirements necessary to complete development ofthe MPS&E softw•an tool suite and imp~ementit with!n other NAVAIRaircraft pr~:grams, starting:with the H- 'l community.:· .

4. ·Statutory Authority Permitting Other Than Full and Open Competition.
10 U.S.C. 2304(c)(1), Only one responsible source arid no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority.
This effort is a continuation of efforts that ASI began with contract N00421-00-D-0328, Delivery Order 0107, and continued with contract N00421-08-C-0035. ASI has Original Software Developer-level knowledge of the MPS&E suite. The software is currently in a developmental stage, with a large number of required software fixes and improvements. Use of a different contractor would likely result in an extremely steep cosUieaming curve.
According t-AIR 6.7.1.3 and Technical Point of Contact, award to a contractor other than ASI would a~900,000 in work and travel costs to the effort. This cost would not be recovered thr.ough competition. A new contractor would:also create an unacceptable program delay of approximately 9-12 months, and add the following requirements to reach a developmental starting point:
• 2.25 man-years' programmer support (Developers: two junior, one senior)-- $260,000;
1.25 man-years' program Manager support-- $260,000;
• 1 man-year Government support -~ $190,000;
Travel requirements for seven sites-- $90,000
• · Cost to the program for schedule delays -- $1 00;000
ASI provides the lowest cosUschedule risk to the government and is a ,proven Service-Disabled-Veteran- Owned Small~ Business (SDVOSB, FAR Subpart 19.14:).. Pursuant to FAR 6.302-1 (a)(2)(ii)(A), supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment when it is likely that award to a~y other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. ··
.: ·.1; ;· .
A~ I previously performed t~is effort as a s~bcontracto( tq General Dynamics Information Techn_ology (GDIT) under contract N00421-00-D-0328-0107. ASI continued the effort under sole-source CPFF contract N00421-08-C,0035 issued by NAWCAD (Patuxent River, MD). ASI has unmatched experience in developing current and previous versions of the MPS&_E .software. ASI's team has built key relationships with all customers and understands, at a working level, the requirements and interrelationships of each engineering and logistics di~cipline that allows ASI to provide expert input regarding creation and deployment o{ the MPS&E tool suite. ·
Use of ASI all'.)ws for Softw~re-Development Reach-Back. Other defense contractors and/or Government entities would. be unable to _effectively draw from ASI resources regardjng prior development of MPS&E.
Use of another contractor would lead to increases in co~Udevelopmen~ time because of the unique differences in coding/softw~r~-system design typical from software de.veloper to software deveiQper.
l "
.. I
Two addition'al'factors would spur increased costs if th:ere was a transition from ASI to another c~ntractor:
I ' ' ~ ; •
(1) Generall~ck of unders~anding of the suite of softwe3re tools and the Governm~nt's requirements for development. · ·
(2) Taking over an active limited fielding of the MPS&E tools, particularly the EBM Scheduler, which is currently used by a reserve squadron in New Orleans; the E-6 Program at Tinker AFB; and is scheduled to be deployed to at least five addition allocations in the next 18 months.
The scope and magnitude of this effort includes seven software applications that span engineering and logistics disciplines of Reliability Centered Maintenance (RCM) Engineering, Maintenance Planning, Design Interface, and 0-1-D (Operational, Intermediate and Depot) level scheduling and execution of planned preventative maintenance actions. A sound working knowledge of all these principles and processes as well as their interrelationships is critical to the execution of software development and sustainment nf these tools. Each software tool has a level of complexity that would require a new software-development team to first fully un'derstand the disciplines' working-level process flows, and the intent of the requirement, before being able accomplish a work task. Additionally, the effort to transition these tools tq an Enterprise-wide implementation is only 50% complete.
Each software application has a software-discrepancy tracker with help-desk support to address work stoppage and critical software fixes. A new contracto~would be obligated to rapidly and seamlessly exert control over these areas without disrupting service. In addition, a new contractor would likely hqve to duplicate a Sl,lbstantial amount of prior work to get up to speed, and there would be a high risk of errors created by configuration management issues during the transition from prior contractor to a new one. The seven software applications are in various stages of completion to add requirements and transform these tqols for use throughout th~ Naval Aviation Enterprise; Completion status is summarized as foPows:
(!) EBM software is currently 90% complete, with additional requirements for 0-level functionality and interface with. the ISMP tooL EBM D-level software is 95% complete, with software fixes and minor requirements(to be added for increased functionality.
(2) ISMP soft~Nare is 60% complete, with a large number of Enterprise,-level requirements and software interface enhancements required for use within the NAVAIR community.
(3) IRCMS scftware is 95% complete, with.an additional software rele~se required to enable enhancements and interface with ISMP.
(4) Mod Scheduler software is 95% complete, with software fixes and minor requirements to be added for increased functionality. . :
(5) SupportaQility Growth Curve software is 20% compJete, with additional requirements gathering, software development, testing, and validation to be accomplished. ·
(6) LORA software is 10% ~omplete, with additional requirements gathering, software development, testing, and validation to be accomplished
(7) I CAMS soJtware is 30% complete with additional requ[rements gathering, software developr~ent, testing, and validation to be accomplished.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
4·
The proposed contract was initially synopsized on ~avy Electronic Commerce Online (NECO) on 08/22/2012, and no Offerors other than ASI expressed an interest in this requirement. The initial synopsis used a Product and Service Code (PSG) of D302 (Automatic Data Processing Systems Development Services). Since then, it has been determined that the preponderance of the effort will involve the delivery of completeo software tools, so the PSC has been changed from 0302 to 701 0 (Automatic Data Processing Equipment System Configuration). After the PSG was changed, a synopsis was posted on NECO on 01117/2013. As with the prior synopsis, no additional Offerors have expressed an interest in this requirement·(as of 02/14/2013). Finally, additional. market research by the IPT has not broughHo light any existing products that provide customer support at the levels that will be provided by the MPS&E suite.
7. Determination of Fair and Reasonable Cost.
In accordance with FAR 15.402(a), the PCO is responsible for establishing a fair and reasonable agreed upon price. The customer provided an Independent Government Cost Estimate (IGCE) that included both an estimated labor category mix and anticipated labor hours. Pursuant to FAR 15.403, the contractor will be required to submit a complete and detailed pricing. proposal, including the su~mission of Certified Cost qr Pricing Data sufficient to support the accuracy and reliability of its price. Furthermore, the PCO will seek field pricing ~upport, to include the use of Forward Pricing Rate Agreements and Forward Pricing Rate Recommendations {if available) from the Defense Contract ManagellJent Agency {DCMA), the :Defense Contract AuQit Agency (DCAA), and/or program subject matter experts, in support of the development of the Government's negotiation objective. , In part by evaluation of rates established in the prior contract, and rates on file with DCAA and DCMA, the Contracting Officer should be able to determine that the cost to the Government of the services covered by this J&A are fair and reasonable.
8. Actions to Remove Barriers to Future Competition.
Tne Government anticipates delivery of a stable, funct.ional set of MPS&E software tools that is fully compatible with the defined NAVAIR Automated Logistics Environm~nt (ALE) software tool suite by the end of FY16.,At that time, th~ AIR-6.8 AL~ Program Office should pr~vide the primary IT management and software dev~lopment road map for the MPS&E suite: Since this suite :of tools, an~ any related technical data, will be qelivered to the Government with unlimited .rights, the Government anticipates that f~ture sustainment ~nd incremental development of these tools will be procured on a competitive basis., CJ&A_ 1'3_23194
