Aircrew Virtual Environment Trainer (AVET) and

Naval Aircrewmen Training Systems (NATS) Upgrade

INTRODUCTION

The Naval Air Warfare Center Training Systems Division (NAWCTSD)

Orlando, FL intends to solicit on a sole source basis, to CAE USA Inc.

of Tampa, Florida (cage code 50237) for the Aircrew Virtual

Environment Trainer (AVET) and Naval Aircrewmen Training Systems

(NATS) upgrade.

CAE USA was selected as the Technology Refresh Procurement of

Simulators (TRPS) prime contractor through competition. As part of the TRPS effort, CAE USA performed engineering studies and requirements analysis to determine the effort required to integrate eight (8) aircrew trainers consisting of four (4) AVET and four (4)

NATS variants with the TRPS Operational Flight Trainers (OFT). Due to the research and development effort already executed by CAE USA, in accordance with FAR 6.302-1(a)(2)(ii)(A) upgrades are deemed to be available from only one responsible source as a substantial duplication of cost to the Government is not expected to be recovered through competition on the current AVET and NATS trainers. The upgrade of all eight (8) aircrew training devices includes the following:

Upgrade and replace the cabin structure to increase survivability during normal operations as current devices shows degradation such as cracks in the structure after only limited use

Improve safety of the cabin by ensuring crew member attachment points are secure to the structure

Provide a software re-host to correct deficiencies discovered regarding functionality of the trainer by correcting visual instability and misalignment of the visual system and hardware improvements to the weapon hardware to enable Search and Rescue training, Naval helicopter gunnery, Vertical Replenishment, Helicopter In Flight Refueling operations. Additionally, the effort will utilize a common baseline incorporated within the

AVET and NATS devices ensuring proper integration with the OFT’s

Improve the cyber posture of the trainer by replacing the existing Windows 7 Operating System (OS) on the motion system with an OS that will meet current DoD RMF guidelines and quarterly STIG updates on the trainer

Replace or Upgrade the existing Head Mounted Display (HMD) units

In order to comply with PGI 206.302-1, the Government is seeking information on the availability of potential comparable sources to upgrade the current AVET and NATS trainers to meet the requirements of the fleet. Responses to this sources sought will be utilized to ensure no comparable source is available and more advantageous to the

Government.

The anticipated place of performance will be CAE USA INC 6908 Tampa W.

BLVD Tampa, FL 33634.

PROGRAM BACKGROUND

NAWCTSD is responsible for the acquisition, fielding, and life cycle support of the AVET and NATS, which includes the design, fabrication, procurement, storage, delivery, installation, integration, testing, and training. Ensuring the successful upgrade to the existing AVET and

NATS trainers is critical to fulfilling the requirement.

The AVET and NATS are motion-based simulators capable of training up to three air crewman simultaneously in an independent, integrated and distributed mode of operation. The integrated mode will provide network connectivity to a corresponding OFT. The distributed mode will allow the NATS and AVET to participate in networked exercises through the interconnected OFT. The AVET and NATS provide the capabilities required to train individual and collective crew tasks.

Additionally, the AVET and NATS provide the capability for combat crews to perform integrated mission planning, rehearsal, execution, and assessment. The AVET and NATS support training for door gunner skill acquisition, target engagement, and crew coordination during weapon related evolutions and visual threat recognition and avoidance training. In addition, the AVET and NATS are capable of supporting multiple aircraft operations, combat and non-combat search and rescue scenarios, vertical replenishment, in-flight refueling, slope landings, shipboard operations, downed aircrew recovery, air assault, support operations in a tactical environment and deck landing qualification.

The anticipated award date is September 2020, the delivery schedule will be determined at a later date.

REQUIRED CAPABILITIES

1. Information about your firm:

2. Information about capabilities:

a. Describe your company’s capability as it relates to the above listed requirements. Please demonstrate that your company has the necessary organization, accounting and operational controls, adequate financial resources, technical skills and equipment to complete this requirement.

b. Describe your company’s experience in performing efforts of the same scope and magnitude.

If you are a small business interested in being the prime contractor for this effort, please be advised that the FAR 52.219-14 Limitations on Subcontracting clause has changed. Deviation 2019-O0003 is now in effect which adds the definition of “Similarly Situated Entity” and changes the 50% calculation for compliance with the clause. Small business primes may now count “first tier subcontracted” work performed by similarly situated entities as if it were performed by the prime itself. To assist in our market research and determination of any applicable small business set-aside opportunities for this effort, if you are a small business interested in priming this effort and plan to utilize

“similarly situated entities” to meet the Limitations on

Subcontracting, please identify the name & CAGE Code of the specific firm(s) you intend to partner/subcontract with to meet the requirements as well as their SB size status under the NAICS that you as the prime would assign for their workshare. Information regarding any planned similarly situated entity should be included in answering any questions outlined in the SSN in order to assist the Government’s capability determination.

All information shall be furnished at no cost or obligation to the

Government. Responses shall be limited to no more than TEN (10) pages.

The applicable NAICS code is 333318 and the applicable PSC code is

6910.

SUBMISSION DETAILS

This sources sought notice is not a request for competitive proposals.

It is a notice to determine if a comparable source exists and outline the Government’s intent to contract on a sole source basis with CAE.

Interested sources shall submit their written technical capabilities to provide the services described above. Written response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All responses shall include
