WHO? Who Is the only source?

is the only source that can provide the above supplies or services and no other supplies or services will satisfy the program's requirements.

the onlj - . . - WHY is the source above y one that can fulfill the requirement?

In accordance with Title 10 u.s.~; 2304(c)(I) as cited in FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."

T9. Onlv the specified source can provide the above described supplies or services due to:

Insufficient Technical Data and I or Rights The Government does not possess adequate data and I or the rights necessary to competitively award this requirement.

Explain why the technical data is necessary for this acquisition:

p- --!

Does the Government possess all the technical data required to competitively award this requirement?

17 Yes

If Yes, explain why the Government does not nnssess sufficient data rights for the competition of ; requirement:

-7

If Yes, could the necessary rights to the data be purchased?

Yes, the necessary rights could be purchased for an estimated $ - This amount was determined b -4

This amount is economically unfeasible due to F----l

No, explair 1

CI NO

If No, explain why the Government does not posses sufficient technical data to competitively award this requirement.

No, explair P

Special Toolinq Only the referenced source has access to special tooling which is necessary to fulfill this requirement.

Explain why the special tooling is necessary for this acquisition: -- =.- 7

I

Could the necessary special tooling be purchased?

Yes, the necessary tooling could be purchased for an estimated This amount was determined by This amount is economically unfeasible due to '-7 - W-W

No, explain;

Substantial Duplication of cost (for follow-on actions only) The above source is deemed to be the only source available because an award to a source other than the original provider would result in a substantial duplication )f cost which would not be recovered through competition.

An estimated $F-'l" " worth of work would be duplicated Explain in detail how this amount was determined *- '"7

Unacceptable delay of work (for follow-on actions only) The above source is deemed to be the only source available because an award to a source other than the original provider would result in an unacceptable delay in fulfilling the Government's requirements. -

Going to another source would create a delay of - -a-- w approximately 9 months' Explain in detail how this delay estimate was determined NAVAIR's established Procurement Acquisition Lead Time (PALT) for competitive acquisitions between $550,001 and $10,000,000 is estimated to be 210 days or 7 months. NAWCTSD has estimated the award process will take 9 months, based on historical times to award similar requirements on other programs. This estimate allows for the unexpected delays and program changes that have frequently occurred under this program due to the dynamic nature of the requirements, which are often

J&A Template: one Source v l F driven by reactions to global training. Furthermore, since the minimum obligation has already been met under the current IDlQ contract, if the lead-time for a competitively awarded follow-on contract is less than the time allotted for this contract ceiling increase, the Government intends to utilize the newly awarded contract as soon as possible. However, the current contract has a POP of 13 months remaining to cover any additional time needed. The increase in ceiling will cover the entire POP remaining on the contract.

Explain in detail how the Government would be unable to meet its requirements by this delay The government cannot compete this requirement within a reasonable amount of time without critically impacting training requirements. Task Orders are coming up for renewal in approximately two weeks. Without the ceiling increase to renew these task orders, instruction of courses would be interrupted or stopped, site and inventory management would be stopped, and all other contracted training support under this contract will be halted. It is not reasonable to delay fiber optic training and support for up to 9 months while the government seeks to compete these efforts nor is it reasonable for the government to spend up to 9 months conducting a source selection to compete these efforts for a short-term, less than one-year, basis while simultaneously competing these requirements on a long-term, five-year, basis.

Describe the specified source's ability to provide the needed supplies / services within the necessary timeframe.

The contractor currently provides all instructors, equipment and consumables for the courses, while the Government provides the curriculum and facilities. The incumbent contractor requires no mobilization period;

therefore, the incumbent can keep a continuous flow of training for the sailor for the remainder of this contract.

C1% Other Be specific and delineate why only the stated - . source can provide the above supplies or services. - 7

PWs- naawl

Not Performed No market research or survey was conducted due to: The above source is deemed to be the only source available because an award to a source other than the original provider would result in an unacceptable delay in fulfilling the Government's requirements. The time line for competitively awarding this requirement has been estimated at 9 months and a delay of this magnitude would critically affect the Navy's Fiber Optic training needs as stated in T9 above.
