About this file
This is a Sole Source Justification document for a federal procurement by the Naval Sea Systems (NAVSEA) Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD).
The contracting activity seeks to award a firm fixed price purchase order on a sole source basis to Daco Hand Controllers, Inc. (CAGE: 60ZZ8, located in Novi, Michigan) for custom 3-axis displacement joysticks and cursor control boxes. The specific items being acquired are two units of the DP1221-1 Custom 3-Axis Displacement Joystick and two units of the DM139-1 Cursor Control Box. The acquisition will be conducted using simplified acquisition procedures with a total dollar value above micropurchase levels but not exceeding the simplified acquisition threshold. The justification for sole source procurement is based on Daco Hand Controllers being the only responsible source capable of providing the highly specialized components that meet the Government's minimum technical requirements for the LCAC100 helm console. The company is the sole proprietary manufacturer and design authority for both items and holds exclusive rights to proprietary manufacturing drawings, sensor transducer calibration matrices, and firmware communication protocols. The required components feature specialized multi-axis mechanical displacement mechanics with unique form, fit, and console compatibility specifically engineered for the LCAC100 build standard; alternative joysticks would require structural alterations to existing operator consoles and remanufacturing of custom wiring harnesses. The requirement will be synopsized on SAM.gov, and the Contracting Officer will determine prior to award that the order represents best value and lowest overall cost alternative to meet Government needs.

Subj: SOLE SOURCE JUSTIFICATION FOR THE ACQUISITION OF CUSTOM 3-AXIS JOYSTICKS AND
CURSOR CONTROL BOXES FROM DACO HAND CONTROLLERS, INC.
1. Identification of the agency and the contracting activity, and specific identification of the document as a “Sole Source Justification.”
This is a sole source justification. Contracting activity is the Naval Sea Systems (NAVSEA) Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001.
2. Nature and/or description of the action being approved.
This action will award a firm fixed price (FFP) purchase order, on a sole source basis, to Daco Hand Controllers, Inc. (24404 Catherine Industrial Drive, Suite 320, Novi, MI 48375) CAGE: 60ZZ8 for the procurement of custom 3-axis displacement joysticks and cursor control boxes.
3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).
The following items are being acquired:
Item Part Number Qty
Custom 3-Axis Displacement Joystick DP1221-1 2
Cursor Control Box DM139-1 2
This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold.
4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service. This acquisition is conducted under the authority of FAR 12.102(a), Restricting Competition for Commercial Acquisitions Below the Simplified Acquisition Threshold. The determination has been made that only one source is reasonably available to meet the Government's minimum needs.
This procurement is sole source for the following reasons. Daco Hand Controllers is the only responsible source capable of providing the highly specialized custom 3-axis displacement joysticks and cursor control boxes that meet the Government’s minimum technical requirements. The Government requires an integrated, high-precision flight and control console interface capable of executing critical craft maneuvering, thrust vectoring, and sensor cursor management under severe dynamic conditions without signal drift or operator fatigue. Daco Hand Controllers, Inc. is the sole proprietary manufacturer and design authority for the DP1221-1 joystick and DM139-1 cursor control box.
These units are uniquely qualified as they represent the only commercial-off-the-shelf (COTS) solution that meets the Government’s essential technical specifications:
Custom 3-Axis Kinematics & Displacement Mechanics: The DP1221-1 features a specialized multi-axis mechanical displacement mechanism engineered specifically to match the spatial envelope, spring-centering forces, and operator deflection angles required by the LCAC100 helm console. Generic or alternate commercial joysticks lack the required multi-axis ergonomic displacement profiles and internal gate geometries necessary for fine hovercraft maneuverability.
Integrated Form, Fit, and Console Compatibility: The DM139-1 cursor control box and DP1221-1 joystick possess unique mechanical footprint, mounting flange, panel bezel dimensions, and electrical pinouts designed directly into the console apertures of the LCAC100 build standard.
Procuring alternate controllers would require structural alterations to existing operator consoles and remanufacturing of custom wiring harnesses.
Proprietary Sensor Architecture & Fleet Baseline Control: Daco Hand Controllers holds the exclusive proprietary manufacturing drawings, sensor transducer calibration matrices, and firmware communication protocols for both units. Because the Government does not own the proprietary technical data rights, it is impossible to competitively procure identical form-fit-function replacements.
In summary, procuring an alternative system would require extensive and costly engineering to attempt to integrate disparate systems, introduce technical incompatibility with existing maintenance procedures, and result in unacceptable mission delays for this first-of-class craft. It is not expected that these costs would be reduced due to competition. Also, the additional time would be extremely detrimental to the fielding of systems. Therefore, it is imperative that these items are acquired from Daco Hand Controllers, Inc. as soon as possible.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 12.102(a).
Prior to contract award, the Contracting Officer will determine that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
This requirement will be synopsized on SAM.gov.
7. Any other facts supporting the justification.
None.
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
As stated in paragraph 4 above, Daco Hand Controllers, Incorporated CAGE: 60ZZ8 is the only qualified vendor with the resources and capability to deliver LCAC100 class Oil Purification Systems.
