The announcement number is N61331-26-SN-Q18, posted on 16 March 2026 with a closing date of 31 March 2026 at 1500 CT. This is a market survey for information purposes only and does not constitute a request for proposals or commitment to award a contract.

The requirement encompasses two primary areas: (1) Production and Delivery of a phased AI delivery program that includes further model development with data collection and training, establishment of model evaluation scores, development of cold-start evaluators using large-language models and heuristic rules, extension of the model to additional mission threads, creation of finalized deployment packages with documentation and labeling rubrics, alignment of outputs for production readiness with stakeholder coordination, and mission-aligned data ingestion with pipeline design and data security compliance; and (2) Support consisting of integration and testing support for government-designated platforms, training for government personnel, technical data support for all necessary drawings and documents, and repair and maintenance support. The work represents a continuation of SBIR Phase III contract FA259520D0001. The NAICS code is 541511 (Custom Computer Programming Services) with an SBA size standard of $34 million annually and PSC code DA10. Interested companies must submit responses to Ryan Hodges, Contract Specialist, at ryan.t.hodges.civ@us.navy.mil with company information including CAGE code, business size, SAM registration, DUNS number, years in business, and point of contact. Responses should not exceed 10 pages. The government reserves the right to consider 8(a) competitive or other small business set-asides based on responses received.

- Further model development includes data collection, model training, and preliminary validation steps to ensure the model’s foundational performance is aligned with ONI requirements. Further development shall adhere to state-of-the-art methodologies and align with mission goals.

- The Contractor shall establish a model evaluation score to be used to evaluate the initial model’s performance based on benchmarks provided by ONI.

- Develop cold-start evaluators, including tools such as large-language models as judges and heuristic rules, to provide initial assessment of the model’s performance and identify areas requiring further refinement.

- Extend the model to additional mission threads by modifying to handle new types of data, adjusting algorithms, and ensuring computability with a broader range of operational conditions.

- Finalized deployment packages, to include the full documentation and onboarding guidance for the model, allowing for seamless integration into ONI’s operational environment, as well as the comprehensive development of a labeling rubric.

- Align outputs to be production ready. This includes coordinating with stakeholders to facilitate long-term sustainment and smooth transition into operational use. Additionally, the Contractor shall provide a detailed transition roadmap outlining steps for maintenance, updates, and support post-deployment.

- Mission-aligned data ingestion, including the design and build of data pipelines, data source vetting, data validation checks, and adhering to relevant data security and privacy regulations.

2. Support

The Contractor shall provide comprehensive support to the AI delivery program built around strict production requirements. Support will be structured in progressive phases,

- Integration and testing support for AI systems to be deployed on government-designated platforms.

- Training support for government personnel in the operation and maintenance of AI systems.

- Technical data support for all necessary drawings, documents, and specifications required for the AI systems.
