About this file
This is a Brand Name Justification (BNJ) document for acquiring Rockwell Automation Studio 5000 Logix Designer Software, issued by the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division. The document justifies a sole-source procurement of one Studio 5000 Professional Perpetual Software license with support, specifically for the Mine Countermeasures Unmanned Surface Vehicle (MCM USV) Team's payload deployment systems maintenance.
The justification emphasizes that Studio 5000 is the only software that can meet the government's needs, citing its unique capabilities to seamlessly integrate Textron-developed source code, manage software repositories, execute software development efforts, and support MCM USV functionality. The procurement will be conducted using simplified acquisition procedures, with the Contracting Officer determining the order represents the best value considering price, special features, and administrative costs. The solicitation is a small business set-aside, with quotes due by Wednesday, 18 June 2025 at 11am Central Time, to be emailed to the specified government contact.

Subj: BRAND NAME JUSTIFICATION TO ACQUIRE ROCKWELL AUTOMATION BRAND STUDIO
5000 LOGIX DESIGNER SOFTWARE
1. Identification of the agency and the contracting activity, and specific identification of the document as a “Limited Source Justification.”
This is a brand name justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001.
2. Nature and/or description of the action being approved.
This action will award a firm fixed price purchase order, on a brand specific basis, to acquire Rockwell Automation brand Studio 5000 Logix Designer Software. Studio 5000 is single, scalable design environment for multi-discipline applications with hardware integration, enabling data transparency and a seamless user experience. The Mine Countermeasures Unmanned Surface Vehicle (MCM USV) Team requires purchase of Studio 5000. This software is required for conducting maintenance on the payload deployment systems for MCM USV. This is for a software logic interface with winch system.
3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).
The contract effort is to acquire the following:
Description Qty
Studio 5000 Professional Perpetual Software with Studio 5000 PROPS ESD 8x5 Supt Item
The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold.
4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c)(1), 10 U.S.C.
2304(d)(1)(B). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements FAR 6.302- 1(a)(2)(iii)(C).
Studio 5000 software is the only brand of software that will meet the Government’s needs for the following reasons.
The Mine Countermeasures Unmanned Surface Vehicle (MCM USV) Team requires purchase of Studio 5000. This software is required for conducting maintenance on the payload deployment systems for MCM USV. A major function of the MCM USV Software Support Activity (SSA) is to ensure that the MCM USV is fleet supported. This is the only software that can seamlessly integrate Textron developed source code and architecture from Textron SMEs through the SSA process. Additionally, this is the only software that can facilitate the documentation and installation of support craft software including managing source code and PCR repositories within government owned infrastructure. Finally, this is the only software that can execute software development efforts to include software fixes, IA updates, feature additions, and early Autonomy Baseline (ABL) integration. An alternate source will introduce new or change existing parameters that will render existing MCM USV functionality useless and may be detrimental to the safety of fleet personnel and may damage critically needed fleet equipment. Therefore, it is imperative that Studio 5000 software is acquired immediately.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).
The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
For the reasons specified in paragraph 4 above, Studio 5000 Logix Software is the only software that can meet the Government’s needs.
7. Any other facts supporting the justification.
None
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
For the reasons specified in paragraph 4 above, Studio 5000 Logix Software is the only software that can meet the Government’s needs.
