About this file

This is a Brand Name Justification document for the Naval Sea Systems Command (NAVSEA) Naval Surface Warfare Center Panama City Division to acquire two Geometrics brand MFAM SUPERMAG-SX SENSOR Module LCS100X Magnetometers (P/N 900-00394-05). The acquisition will be conducted as a firm-fixed-price purchase order using simplified acquisition procedures.

The justification establishes Geometrics as the only acceptable brand because their magnetometers are the only ones compatible with required software for dead-zone free operation and are non-export controlled versions needed for OCONUS testing. The units must have noise levels of 0.020nT/SqRt(Hz) typical and 0.025nT/SqRt(Hz) guaranteed, with heading error of +/- 5nT typical and +/- 7.5nT guaranteed when tested at 48 uT local field. Delivery is required within 30 days of receipt of order, and a six-month warranty is mandatory. The requirement will be synopsized on SAM.gov and competition will be limited to authorized Geometrics distributors and resellers.

Subj: BRAND NAME JUSTIFICATION TO ACQUIRE GEOMETRICS BRAND SUPERMAGAGNOMETER

1. Identification of the agency and the contracting activity, and specific identification of the document as a “Limited Source Justification.”

This is a brand name justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001 (Contracts Department Code 02).

2. Nature and/or description of the action being approved.

This action will award a firm fixed price purchase order, on a brand specific basis, for the acquisition of MFAM SUPERMAG-SX SENSOR Module LCS100X Magnetometer. The Geometrics brand MFAM is a laser pumped cesium magnetometer module that measures the total magnetic field strength, with a digital interface for easy integration into modular sensing platforms. The module features two sensors that can be used independently, as an intrinsic gradiometer, or arranged to compensate for heading error or eliminate dead zones. User can select between dual or combined sensor outputs for Dead Zone Free operation. Competition will be limited to authorized distributors and resellers of Geometric brand magnetometers.

3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).

Item Part/Description Qty.

*Tested at a local field of 48 uT. Heading errors will be smaller at field <48uT and larger at >48 uT.

Export License not required.

Six (6) month warranty is required

REDACTED. The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels but not exceeding the simplified acquisition -REDACTED-. All kits will be delivered no later than thirty (30) days after receipt from the Government. REDACTED.

4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c)(1), 10 U.S.C.

2304(d)(1)(B). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements FAR 6.302-1(a)(2)(iii)(C).

Geometrics is the only brand of super magnetometers that will meet the Government’s needs for the following reasons. The Naval Surface Warfare Center Panama City Division (NSWC PCD) currently has a requirement for the items listed in Paragraph 3 of this document. The magnetometers being acquired are non-export controlled versions of existing units that are currently in use. As such, they are the only brand of magnetometers on the market compatible with the software that must be interfaced with to achieve dead-zone free operation thus satisfying the requirements of the program. In addition, the non-export controlled variants of the sensor that are required to be used in scheduled OCONUS testing. As such, the government does not expect significant savings through testing and qualifying alternate units. Therefore, it is more advantageous to the Government to acquire Geometrics brand for the items listed in Paragraph 3.

4. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).

The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.

5. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

For the reasons specified in paragraph 4 above, Geometrics is the only brand of equipment that can meet the Government’s needs. This requirement will be synopsized in the government point of entry SAM.gov. REDACTED.

6. Any other facts supporting the justification.

None.

7. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.

As stated in paragraph 4 above, Geometrics is the only brand of magnetometers that can meet this requirement.
