About this file
This document is a Justification and Approval (J&A) for a sole source contract awarded to Orbit Advanced Technologies, Inc. by the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD). The contract is for the acquisition and installation of a second Orbit-brand tapered anechoic radio frequency (RF) antenna measurement chamber, valued at approximately $3,600,000, to be funded by FY25 Capital Improvement Project funds.
The procurement is for a single tapered RF anechoic chamber, including an absorber, antenna test and transmission positioning system, RF system, installation in two phases, travel, and training. The sole source justification stems from the specialized nature of the equipment, which will support NSWC PCD's antenna development and measurement capabilities. The new chamber offers lower frequency range measurements compared to the existing chamber, and NSWC PCD determined that competitive procurement is not feasible due to the unique technical requirements. A sources sought notice was published on SAM.gov, with Orbit Advanced Technologies being the only respondent, and the contract is expected to be delivered within two years of award.
