About this file
This document contains a set of questions and answers related to a Request for Information (RFI) for infrastructure and obstacle localization and monitoring capabilities using uncrewed underwater vehicles (UUVs) and uncrewed surface vehicles (USVs). The RFI is seeking information on sensing and automatic target recognition (ATR) technologies that can detect, localize, and monitor seabed infrastructure and obstacles. Specifically, the RFI is interested in capabilities for observing proud, partially buried, and buried seabed infrastructure, as well as water column obstacles. The RFI also seeks technologies that can externally monitor the status of seabed infrastructure without direct contact or access. The applicable North American Industry Classification System (NAICS) code is 334511, with a size standard of 1,350 employees. Responses to the RFI should include product descriptions, key technology details, product maturity, and country of origin. The RFI indicates that the Naval Surface Warfare Center Panama City Division (NSWC PCD) may request further information, a presentation, or a site visit from respondents. The RFI responses are due by November 26, 2024, and no solicitation document currently exists.

Questions/Answers for infrastructure and obstacle localization and monitoring for unscrewed vehicles sources sought. N61331‐25‐SN‐Q05
1.) Is it a requirement to submit a response to the RFI to respond to a future RFP? Based on the capability and maturity of the technologies in the RFI replies, we may reach out directly to responders, but there is currently no planned RFP.
2.) The RFI mentions multiple modalities, is it acceptable for a solution to incorporate one or more sensing mechanisms, but not all mentioned in the RFI? Yes, the solution does not need to meet all sensing modalities.
3.) Seabed infrastructure is mentioned as the primary focus, is there any interest in detection of infrastructure or targets on the horizon or above a USV? While not the focus of the RFI, information provided on capabilities for detection of infrastructure or targets on the horizon or above a USV may be of interest.
4.) To facilitate more effective engagement moving forward, would it be possible for you to share the
NSWC Panama City command brief and an organizational chart? Please see link for the NSWC PCD public website, the information you are looking for may be contained here.

5.) Question surrounding country of origin. Could you provide further clarification on any concerns related to this issue? With respect to country of origin, I am not entirely certain what the question is, but I believe it is related to what concerns we may have on country of origin. Depending on the type of technology and solution, the country of origin for the software/hardware may impact the ability for us to potentially be able to integrate with some systems.
